Structural Soils Laboratory Test Schedule Controlling Risks From Asbestos and Other Hazards in Samples

This document provides guidelines for assigning hazard codes to soil samples tested in a structural soils laboratory to identify potential risks posed by asbestos or other contamination. Samples are assigned a hazard code of L, M, H, or SH, with increasing risk. L means low risk natural ground with no asbestos or contamination expected or observed. M means medium risk made or possibly made ground with no asbestos observed but could be present. H means high risk samples like materials where asbestos may be present or samples from industrial sites. SH means super high risk samples with known asbestos or contamination present or from hazardous locations like landfills. The codes help the laboratory identify risks and determine appropriate testing and safety procedures.

STRUCTURAL SOILS LABORATORY TEST SCHEDULE

CONTROLLING RISKS FROM ASBESTOS AND OTHER HAZARDS IN SAMPLES

All samples tested in Structural Soils laboratories must be assigned a hazard code identifying the potential risks
posed to laboratory technicians by the sample. This page explains the correct usage of each hazard code, and the
following sheet provides additional background, followed in turn by the laboratory test schedules.

LABORATORY TEST SCHEDULE HAZARD CODES

ACM = Asbestos Containing Material

Hazard Code Sample Description Laboratory Action

Natural ground:

1. No ACM observed (and not expected as ground is unworked/natural).

L = (LOW) 2. No other significant contamination known or suspected. Proceed with scheduled tests.

(including reworked natural ground or samples containing man made

material).

M = (MEDIUM) 1. No ACM observed. Proceed with scheduled tests with caution

2. ACM not expected to be present based on site usage/history.

3. No other significant contamination known or suspected.

Note 1: Industries or site uses where ACM may be present include:

Manufacture of brake pads, pipe lagging, asbestos sheeting, asbestos pipes, asbestos blankets, ceiling tiles, wall panels, cladding, etc. Other high risk sites
could be breakers yards, naval and other military installations, ship builders and heavy engineering works, depots, workshops, boiler houses, power stations,
former railway premises and scrap yards. Land that may have received fill from any of the above industries should also be assigned a high risk.

Infill to below-ground structures such as basements, sumps, gas holder bases, tank chambers, shafts, tunnels, culverts, shelters, etc.

CONTROLLING RISKS FROM ASBESTOS AND OTHER HAZARDS IN SAMPLES

LABORATORY TEST SCHEDULE HAZARD CODES

1. As an Employer, Structural Soils Limited have a duty under the Health and Safety at Work Act (1974) to assess and manage health risks to its
employees.

2. On some sites, asbestos containing material (ACM) may be present in the ground, for example where buildings have been demolished and rubble
mixed into the ground. Clients, Site Owners, other Contractors and Structural Soils Limited have a legal duty under the Control of Asbestos
Regulations (CAR 2012) to prevent the spread or uncontrolled movement of asbestos, including asbestos contained in soil.

3. It is not always possible to identify the presence of ACM at the time of sampling, leading to some samples containing ACM being returned to the
geotechnical laboratory for testing. Asbestos screening tests inspect only a tiny fraction of a sample and do not guarantee the absence of
ACM.

4. ACM in samples supplied to the laboratory present a health hazard to laboratory technicians. The following procedure has been implemented to
manage this risk.
5. A hazard code must be assigned to all samples which are, or which may later be scheduled for geotechnical laboratory analysis.
6. The purpose of the code is to allow the laboratory to identify samples in which there is an increased risk or confirmed presence of ACM, or other
contamination.
7. Each sample on the test schedule should be assigned a hazard code, L, M, H or SH, which is entered on the Hazard Code column of the test
schedule. If the schedule is completed electronically, the cells in this column include a drop down box which may be used.
8. The hazard assessment should be made by a competent person following inspection of the relevant exploratory hole/sample records, and with
knowledge of the site history or usage. This would in most cases be the person scheduling the laboratory testing.
9. For SSL projects where 'blank' schedules containing sample lists are supplied to Clients or their representatives who will then schedule the testing,
but for which the samples have been taken by Structural Soils, the relevant SSL Project Manager or engineer should normally complete the hazard
code.
10. Where soil, rock or aggregate samples and test schedules are supplied directly to SSL by an external party, that party should complete the hazard
codes. If no codes are provided, the laboratory will make an assessment based on inspection of the samples.
11. The hazard codes, and the actions that the laboratory will take are summarised on the Hazards Code tab of this spreadsheet.
12. Samples containing ACM cannot currently be safely handled by our laboratory technicians during geotechnical analyses, due to the
likelihood of free fibres being released during the drying and mechanical handling stages and the subsequent contamination of the
equipment and the testing areas.
13. Samples delivered to the laboratory for analyses subsequently found to contain/suspected of containing ACM can be sent for analysis -
or disposed of as assumed hazardous waste. Disposal costs will be billed on to our Client at cost plus 20% or samples can be made
available for collection.

All tests carried out in accordance with BS 1377 unless specified otherwise using Test Method (pick from drop down). * Client will be instructed if
dependant option levels are met before testing will continue Note: From time to time to ensure adherence to required testing deadlines Structural Liquidated
Soils may need to move samples between our UKAS laboratory locations - if this is not acceptable please notify the relevant laboratory manager when Yesdamages? Sheet: 4 of
submitting this schedule. If you need to unlock cells on this schedule please contact your SSL Project Manager.

Definitions: Sample Types:

The laboratory definitions of ’fine’ and ‘coarse’ soil differ from those used for engineering soil descriptions. U = Undisturbed sample (e.g. U100 or similar)
Fine grained soil = not more than 10% >2 mm (includes clay, silt and sand) B = Bulk distributed sample
Medium grained soil = some >2 mm, not more than 10% >20mm (includes fine and medium gravel) D = Small disturbed sample
Coarse grained soil = some >20 mm, not more than 10% >37.5% includes coarse gravel) U* = samples in test specific moulds
C = CLAY/SILT, S =SAND, G = GRAVEL
Notes:
This guide assumes 10kg of sample obtained per bulk bag, therefore those highlighted in red require more than 1 bulk bag (e.g. 35kg).
