Synthesis

There is a great relevance with the sources above and the information to the Acceptability

of Reprising ROTC among Senior High School students of La Consolacion College

Manila. The implemantion of ROTC is one of the main issue after the 4 th State of the

Nation Address of President Rodrigo Duterte. The pioneer unit of the ROTC going back

then was the University of the Philippines ROTC Unit or the VP Vanguards which was

established in 1922. Later on, it was followed by the founding of the ROTC units in

National University, Ateneo de Manila, Liceo de Manila, and Colegio de San Juan de

Letran until number of schools nationwide adopted the military program after the

endorsement of the Commonwealth Act. No. 1. Unfortunately,

Mark Welson Chua was a student at the University of Santo Tomas and ROTC's first vic

tim was kidnapped and brutally assassinated by members of the UST ROTC training sta

ff following an expose of corruption that he made public. This event leads to the

legislation of Republic Act 9163 or the "National Service Training Program Law" that

abolished the compolsary ROTC as a requirement for graduating male college students

in the Philippines. As a result, students were allowed to choose either ROTC the Reserve

Officer Training Corps (ROTC) which provides military training to tertiary level students;

(2) the Literacy Training Service (LTS) which is designed to train students to become

teachers of literacy and numeracy skills to school children; and (3) the Civic Welfare

Training Service (CWTS) which refers to activities contributory to the general welfare and

the betterment of life for members of the community, for an academic period of two

semesters. In 1967, President Ferdinand Marcos issued Executive Order No. 59 making

ROTC a mandatory course in all college and universities with an enrollment of atleast 250

male students. A noteworthy development during the Marcos years was a program called
the Rainbow Rangers - Sunday Soldiers. The Metro Manila-only unit provided an

alternative to ceremony-centric conventional ROTC training, and was one of the earliest

attempts to address inadequacies in the ROTC program. The UP ROTC formed the

Rainbow Rangers – Sunday Soldiers on September 15, 1968, under the watchful eye of

then Captain (later Brigadier General) Benjamin Vallejo. The unit included students from

other schools, such as long time rival UST ROTC. The Reserve Officers’ Training Corps

(ROTC) as defined in the NSTP Implementing Rules and Regulations (IRR) “refers to the Program

component institutionalized under Sections 38 and 39 of RA 7077, designed to provide military

training to tertiary level students in order to motivate, train, organize, and mobilize them for

national defense preparedness.” The RA 9163 in 2002 by President Gloria Macapagal-Arroyo,

demands that “all higher educational institutions including State Universities and Colleges (SUCs)

and technical-vocational education institutions must offer upon enrollment all the three (3) NSTP

components.

ROTC prepares the high school student to the real battle in this world. War is

unpredictable that is why everyone must be ready and prepared when this time come. La

Consolacion College Manila is a catholic instution and some of its core values are

Compasion and Consolation, Search for Truth and Dignity of Labor. ROTC has also their

Citizen Soldier Principle. ROTC is a mechanism for bringing such a diverse group of citizens

into the military. The programs provides the students with significant opportunities and

benefits. They receive valuable training together with tha financial support. They are help

to develop their self-discipline, confidence, and leadership. Also, the students are given

the opportunity to become career officers, or to return to civilian pursuits after acquiring
useful skills and knowledge from active-duty experience. These experience compose

them to become more informed citizens, with intimate knowledge of the inner workings of

the military. According to Gallop, ROTC programs are a primary means to implement the

"citizen soldier" model and provide officers who have been trained at a wide variety of

civilian institutions.

In the Senate Bill 2232, which institutionalizes ROTC in senior high school. This

Senate Bill is still on the reading, if approved this will become a law. After that, ROTC will

be mandatory in the upcoming senior high school students. The program is mandatory

yet the students will still gain and benefit. It’s not about the violence, abuses, or the hard

physical training. The Junior Reserve Officer Training Corps (JROTC) program in high

school is about building character discipline and academic discipline providing students

a lifetime success. There are five benefits in joining The Junior Reserve Officer's Training Corps

First, a student who successfully completes a JROTC program can enter the military at a higher

rank. Second, JROTC teaches students to be leaders. Third, Students enrolled in JROTC learn

to think logically and communicate effectively, both in writing and talking to others. They learn the

value of teamwork and how to work cooperatively with others. Fourth, JROTC encourage students

to be good citizens. And Lastly, JROTC Prepares Students for Graduation their goal is to

encourage students to understand the importance of graduating and employment opportunities

including the military. Students learn how to study, take tests, set goals and focus. Students who

joined the JROTC are acquiring many of the advantages the JROTC program seeks to provide

according to Joseph A. Santora Jr. Most of the students agreed that they had learned leadership

skills, improved their attendance and gained better self-esteem and self-discipline. The JROTC

program offers opportunities for all, they are open to all students at all academic levels including

special education student they also welcomes student of all nationalities. The JROTC received
100 percent support from the PTAs, school principals and graduates from the schools surveyed

according to NavyLeage.org’s poll because they also benefit from the hours of community service

performed by the student. JROTC cadets are informed about the military opportunities they are

not obligated to participate in any military service after JROTC. What they did is they take

advantage of scholarship opportunities or college credit offered through their JROTC program.

JROTC benefits the students, faculty and the surrounding community from the existence of these

programs because it is administered by positive role models like active and retired military

personnel that provides the learning on the high school students.

Resiliency is a positive role of individual differences in people’s responses to

stress and adversity. Physical training (PT) in ROTC may be an ideal context to

investigate resiliency development. PT provides cadets the opportunity to experience

different types of stressors such as ambiguity, boredom and high intensity physical

exertion in preparation for experiences after commission. For example, PT regularly

requires cadets to push their physical limits with intense running and strength training

(e.g., push-ups, sit-ups) exercises. Multidimensional Resiliency Casey (2011) proposes

a multi-dimensional framework of resiliency: (a) emotional resiliency, (b) spiritual

resiliency, (c) family resiliency, (d) social resiliency, and (e) physical resiliency.
