ORDER

This matter having been filed in the Circuit Clerk's office and assigned to a judge that was unavailable to
hold an emergency hearing, and whereas, the undersigned was called upon to hear the matter requesting
a temporary restraining order. Present at the hearing were attorney, J.C. Webb IV, Esq. for candidate
David Woods; attorneys for the City of Montgomery, Christopher East and Rebecca Chamblis, Esq.; and,
Attorneys for Montgomery County, Alabama, Connie Walker, and Norbet Williams Esq. Attorney Peck
Fox, Esq. for candidate Steven Reed.

During the hearing, arguments were heard on the record. The Parties entered an agreement and the
Court finds that said agreement represents and complies with the Alabama election laws; therefore,

It is ORDERED, ADJUDGED, and DECREED that each candidate in the Run-Off Election is entitled to
have a duly-appointed watcher present at the Montgomery Election Center from the time machines are
prepared to process absentee ballots (approximately 5:00 p.m. CST) until all vote counts and tabulations
are completed and certified. The duly-appointed watcher shall be allowed to observe the electronic voting
machines as allowed at all polling places.

It is further ORDERED, ADJUDGED, and DECREED that the Election Manager shall arrange for and
provide a suitable location at the Montgomery Election Center to accommodate the duly-appointed
watchers in order to comply with this order.
