“RESOLUTION NO. 2011-146
RESOLUTION RESPECTFULLY REQUESTING HONORABLE SECRETARY PROCESO J. ALCALA OF
THE DEPARTMENT OF AGRICULTURE TO ALLOCATE FUNDS IN THE AMOUNT OF SIX MILLION
PESOS (P6,000,000.00) FOR THE CONCRETING OF A FARM-TO-MARKET ROAD FOR BARANGAY
CAANO AND OPENING OF ROAD FOR BARANGAY MABILO, KALIBO, AKLAN
WHEREAS, Barangay Caano and Mabilo both coastal barangays and predominant agricultural area, has rice and
marine fishing as their source of livelihood;
WHEREAS, the Local Government Unit of Kalibo in its development plan, identified the need to improve/develop
barangay road network in the sixteen (16) barangays of Kalibo, particularly the farm-to-market road which is in consonance
with the various programs and priority projects of the government that contribute to the social and economic growth of the
community;
WHEREAS, with the possible implementation of the law prohibiting tricycles to operate along national highways,
where half of our three thousand (3,000) tricycles more or less and the livelihood of about double that number of families shall
be affected and/or dislocated, notwithstanding the inconveniences to employees, students, businessmen, and other
commuters and most especially farm producers, the use of alternative farm-to-market roads becomes urgently imperative;
WHEREAS, in support to the medium-term agricultural development plan which envisions our country’s global
competitiveness and people’s empowerment, there is a need for the concreting and/or opening of farm-to-market road to
ensure the participation of farmers in attaining maximum agricultural productivity and food security;
WHEREAS, the concreting/opening of farm-to-market road in Barangay Caano and Mabilo will provide convenient
secondary roads and efficient land transportation facilities for the farmers to hasten and sustain economic growth and uplift the
social condition of the general public;
WHEREAS, farm-to-market roads are undeniably among the contributing factors to ensure food and economic
security and sustainability;
NOW THEREFORE, in view of the foregoing premises, upon motion made by Hon. Ariel O. Fernandez, duly
seconded, be it RESOLVED as it is hereby RESOLVED to urgently request Honorable Secretary Proceso J. Alcala of the
Department of Agriculture to allocate funds in the amount of Six Million Pesos (P6,000,000.00) for the concreting of a farm-to-
market road for Barangay Caano and opening of road for Barangay Mabilo, Kalibo, Aklan;
RESOLVED FINALLY, to furnish copy of this Resolution to Honorable Secretary Proceso J. Alcala of the Department
of Agriculture, Punong Barangay Edgar C. Briones and Rany M. De Felipe and other agencies/offices concerned for their
information and appropriate action;
ADOPTED, this 1st day of September 2011.”
