Manual Cash Disbursement Guide

Effective 3.08.2017

Nationwide Payments receives interchange revenue from the Card Associations for each Manual Cash Disbursement transaction
conducted by a Financial Institution. Financial institutions will share in any revenue generated just as they would a normal merchant
account.

This percentage is determined by the Sales Professional at time of Strategic Partner enrollment. Financial Institutions participating
in this program will receive a standard merchant statement per location and any profit earned on the MID will be paid with monthly
residuals.

Rates (income):

Applicable Expenses:

• Assessments (including Dues and Assessments, MasterCard NABU, Discover Network Access Fees, and Visa APF and Base II
Settlement Fees [ referenced on NP statements as “Issuer Access and Settlement Fees”], FANF and MC Annual Location
Fees). Please note that Visa is not currently applying Dues and Assessments to Manual Cash Disbursement transactions, but
Nationwide anticipates that this may change down the road.
• Monthly Support Fee
• Front End Authorization
• Back End Settlement
• Paper Expenses

Pricing and Residual Sharing:

• The only pricing that will be charged to the individual MID is the monthly support fee if one is indicated by the Sales
Professional.
• The residual sharing percentage can be set at a different percentage than the rest of the Affiliate/Referral partner
relationship. Please note:
o The percentage cannot be different for individual branches
o The percentage cannot exceed 40%

Cash Advance Registration Process


Any financial institution submitting MasterCard and Visa Cash Disbursements must be registered. Please keep in mind that this process has
an approximate 4-6 week lead time as approval is required by both our sponsor bank and the associations. The procedure, effective
immediately, is as follows:

1. Provide Nationwide Payments with a completed merchant application(s) requesting cash advance services. Application(s) should include
the following:
a. Legal name of the primary bank
b. Legal address of the primary bank
c. Bank contact name and telephone number
2. Nationwide Payments will immediately make the necessary request to the Association Compliance Department. The Compliance Analyst
will begin the registration process which includes:
a. Contacting MasterCard and Visa Franchise Management departments to confirm the bank’s current membership/sponsorship
status and verify the necessary forms to proceed with the impending cash disbursement request. Please be aware that the forms
may vary based on the current registration (or lack thereof) of the bank with the associations.
b. Pre-fill the forms with the information provided for the requesting bank, ISO and sponsoring member.
c. Indicate the areas that need to be completed by the bank contact.
3. The prepared forms will be provided via email to Nationwide Payments in 5 to 8 business days and returned to the Sales Professional.
The financial institution must also submit the following with the registration paperwork:
• Three copies of the Organizations Annual Report or audited financial statements within the past 18 months
• A letter on Bank stationary requesting card association sponsorship by Member
• Certificate of charter
• Letter from Charter authority confirming that applicant is in good standing
4. The registering bank must review, complete, sign where indicated and mail the originals. Please note that the associations will not accept
faxed or emailed applications and signatures.
5. Upon receipt of the completed paperwork, the Relationship Manager will facilitate the next steps with the Compliance Analyst and Credit
Department.
6. Registration paperwork is then forwarded to Deutsche Bank for review and signatures and then forwarded to the respective Card
Associations for processing and approval.
7. Once the request is approved, MasterCard and Visa will send an acknowledgement to Deutsche Bank, who will notify Global Payments. It
is at this time that Global Payments will be notified if a fee is being assessed by the Associations. The Relationship Manager will provide
confirmation to the ISO that the process is complete as well as proof of any fees to be assessed. Fees for Cash Advance Registrations
(please note that Discover does not presently require registration):

New Sponsorship
• Visa new sponsorship fee is $100
• MasterCard new sponsorship fee is $500
Change in Membership
• Visa change in membership fee is $100
• MasterCard change in membership fee is $1000
Annual Renewals
• Visa annual renewal fee is $100
• MasterCard annual renewal fee is $100

Please note that fees will be billed to the bank unless Nationwide Payments receives notification to bill the Sales Representative. All fees
are subject to change at the discretion of the associations.

outlining Cardholder Identification and Card Verification requirements.

MasterCard Procedures for Completing the Cash Disbursement Transaction


Transactions that occur at the member’s facilities or through an authorized agent for cash or quasi cash shall be processed as
follows:

1. Include on a single cash disbursement Transaction Information Document (TID) all cash being disbursed in the same transaction.
Enter on the cash disbursement TID the amount of the cash disbursement in local currency (excluding any applicable taxes or other
charges) as the total.
2. Enter on the cash disbursement TID the date of the transaction.
3. Except when there is an approved card-read transaction, imprint legibly on the cash disbursement TID the embossed data from
the customer’s card and from the plate on the imprinter. If a cardholder presents a MasterCard un-embossed card, the card
acceptor must obtain an approval on a card-read transaction.
4. If an embossed MasterCard card is presented but the clerk cannot obtain approval on a card-read transaction and completes the
cash disbursement TID without a card imprint, the clerk must legibly note on the cash disbursement TID the information embossed
on the card presented. This information includes the cardholder account number, the MasterCard initials (if any), the expiration date
(or dual date), and the name of the cardholder.
If a business affiliation is embossed on the card, it also should be written on the cash disbursement TID. An acquirer may not process
a Second Presentment/1240 with this manually-recorded information.
5. Obtain the Cardholder Verification Method (CVM) or the signature of the customer on the cash disbursement TID.
6. Compare the first four digits of the embossed account number with the four digits printed below the embossed account number.
Please note the following regarding the four digits of the embossed number:
• If the same numbers in the same sequence as the four digits printed below the embossed account number, before
completing the transaction, record the four printed digits on the cash disbursement TID in the space provided.
• Not the same numbers in the same sequence as the four digits printed below the embossed account number; do not
complete the transaction. Notify the authorization center.
7. Except for card-read transactions where a non-signature CVM is used, request a personal identification of the cardholder. The
identification must be an official government-issued document (such as, a passport, identification document, or driver’s license) that
a. Bears one of the following:
i. The cardholder’s signature
ii. The cardholder’s photograph
iii. The cardholder’s signature and photograph
b. If an expiration date is indicated on the document, that document must not be expired.
8. Acquirers should ensure that their card acceptors shall, to the extent allowed by applicable law, record on the face of the TID
a. A description of the identification
b. The jurisdiction of issue
c. The unique identification number (such as identification card number, passport number, or driver’s license number)
d. The name of the cardholder (if different than the name embossed on the card or if no name appears on the card)
9. Except for card-read transactions where a non-signature CVM is used, compare the signature on the cash disbursement TID with
the signature on the card and identification presented (if the bearer’s signature is on the document). Ascertain that they appear to
be the same. If the card, identification, or both bear a photograph of the cardholder, check that the cardholder and the person
presenting the card appear to be the same person.
10. Each cash disbursement must be authorized in accordance with Chapter 2 of the Authorization System Manual. Type or legibly
print on the cash disbursement TID the authorization approval code evidencing any authorization obtained.
11. Provide the customer with a completed copy of the cash disbursement TID.

When to Notify the Authorization Center


The card acceptor shall notify the authorization center if any of the following conditions exist:
• A card is not imprinted on a cash disbursement TID, except when there is an approved card-read transaction.
• The signature of the customer does not appear to be the same as the signature on the identification or the card.
• The customer does not resemble a picture on a card or on any identification.
• The first four digits of the embossed account number are not the same as the four digits printed below the embossed
account number.

• The card acceptor is, for any reason, suspicious of the transaction.
Each member shall use its best efforts, by reasonable and peaceful means, to retain cards while making an authorization request. If,
in response to an authorization request, the member requesting authorization is instructed to obtain or to hold onto a card or is
given other instructions, it shall use its best efforts, by reasonable and peaceful means, to comply with such instructions.

Face to Face Cash Disbursement Question and Answers


The following answers to frequently asked questions can help members better understand how to handle face-to-face cash
disbursements.

May members express a preference for a brand other than the MasterCard brand?
Members must not discriminate against or discourage the use of MasterCard cards in favor of any card issued under another
acceptance brand.

May members disburse cash exclusively or preferentially to their own cardholders?


Members must provide cash disbursement services to all MasterCard cardholders on the same terms, regardless of the card issuer
or whether the cardholder has an account at the financial institution.

Must members offer cash disbursements at all of their offices?


MasterCard rules require that, within the U.S. region, each U.S. region member must provide cash disbursements to MasterCard
cardholders at any of its offices at which teller services are provided.

May a member establish a maximum cash disbursement amount per cardholder?


A member may limit the total amount of a face-to-face cash disbursement provided to any one cardholder in one day at any
individual member facility. The maximum amount must be no less than USD 5,000, except as described below.

What if a member’s facility is unable to provide cash disbursements of this size?


If a USD 5,000 maximum amount would cause hardship to one or more (but not all) of a member’s facilities, then the member may
establish a lower maximum amount, provided that the amount is:
• Not less than USD 1,000
• Not less than the maximum amounts set for other acceptance brands
• Applicable only to those facilities where the member is able to demonstrate that a higher maximum amount would cause
hardship

May a member charge fees when providing face-to-face cash disbursements to other members’ cardholders?
Subject to applicable law, members must not charge any fee, discount, or service charge to any MasterCard cardholder, including
those that are not the member’s customers, when providing face-to-face cash disbursements.

What about taxes or charges required by law?


Members may charge taxes or charges required by law. However, the cardholder must pay these charges separately. Members must
not include these charges in the cash disbursement amount. Members may not require cardholders to pay any taxes or other
charges not required by law.

Are member facilities that provide cash disbursements required to display the Card Association marks?
At each place where a member or any of its authorized agents provides cash disbursements, members must display Visa and
MasterCard signage.

Visa Procedures for Completing a Cash Disbursement Transaction


Before completing a Manual Cash Disbursement, a U.S. Acquirer must:

1. Validate the cardholder’s identity (see table 5-2)


2. At the request of Visa, check one or more Card security features
3. For a Visa Mini Card, request the corresponding full-sized card
4. One of the following forms must be completed when conducting a cash disbursement transactions
a. 80 Column Cash Disbursement Transaction Receipt (Imprinted sales draft)
b. Cash Disbursement Transaction Record (Exhibit F-1)
5. Compare the first 4 digits of the embossed or printed Account Number to the 4 digits printed above or below the Account
Number. Please note that Visa Operating Regulations require Visa members authorized to make manual cash
disbursements to honor all properly presented Visa-branded products, including cards that are not embossed and prepaid
cards. Members unable to electronically authorize a transaction are exempt from making manual cash disbursements on
cards that are not embossed. If the digits do not match, the Acquirer must attempt to recover the Card, as specified in
"Card Recovery". Record the printed 4 digits by either:
a. Writing the digits in the space provided on the 80-Column Cash Disbursement Transaction Receipt
b. Key entering and electronically printing the digits on the Cash Disbursement Transaction Record in the designated
space (if using a Point-of-Transaction Terminal capable of printing key-entered numbers)
6. Authorize all Manual Cash Disbursements via an Account-Number-Verifying Terminal.

surcharge or fee to the Transaction amount, except as follows: 1) Taxes or other charges imposed by local law. 2) Commissions or fees on the sale
