Objectives
l To learn the basic principles of Occupational Safety
and Health (OSH)
l To reinforce participants positive behavior towards
Occupational Safety and Health (OSH)
l To increase awareness of the participants on the
implementation of Occupational Safety and Health
(OSH) program
l To familiarize with the Occupational Safety and Health
Standards as promulgated by the Department of Labor
and Employment (DOLE)
l To know the requirements for the appointment of a
Safety Officer and for BWC-DOLE accreditation as

Rule 1030 - Training and Accreditation of
Personnel in OSH
1) All safety officers must complete the Bureau-prescribed
training course prior to their appointment as in their respective
places of employment.
2) All full-time safety officers must meet the requirement of duly-
accredited Safety Practitioners or Safety Consultants by the
Bureau.
Rule 1033.05 The employment of a full-time safety officer may not
be required if the employer enters into a written contract with a
qualified consultant or consulting organization whose duties
and responsibilities shall be the duties of a safety practitioner as
stated in this Rule. The employment of a consultant, however,
will not excuse the employer from the required training of his
supervisors or technical personnel.

When Mr. Albert Judge Gary, Chairman
of US Steel Co, adopted “Safety First”
as corporate business principle and
conducted various measures, number of
accidents have been decreased and at
the same time, quality of products was
improved and productivity was
increased and thus the company has
become prosperous.
The term “Safety First” has become
popular based on the above fact.
