Indian government has established UIDAI to manage in create unique identity in India .No
doubt UID will serve people and government but may also come out as threat to India and
Indians.
Unique Identity Number - Introduction
The need of a unique identity is India is being felt for some previous years. In June2006, first it
was to be created for BPL families only but later on it was felt that there is requirement of
identification for each resident across the country which would be use primarily as the basis for
efficient delivery of welfare services and would help government in monitoring of various
government programs. On 4Nov,2008, the Unique Identification Authority of India was
constituted and notified by planning commission on 28Jan,2009 as an attached office under aegis
of planning commission with an initial core team of 115 official. On july2,2009 Mr. Nandan
Nilkeni was appointed as chairman of UIDAI for initial 5 years. UIDAI has an estimation to
around 600million cards over the initial 5 years. The project has been given name as Aadhar
India and a new logo containing sun having a finger print in it.
Adhaar: introduction
India Aadhaar Project is the new name of project which is started by Unique Identification
Authority of India (UIDAI) to assign the Unique Identification Number (UID) to the Indian
citizens.Aadhaar identification id is 16-digit identification (ID). AADHAAR project helps
Government and Resident of each state in India that could be obtained a 16 digit Unique
Identification Number (UID) or AADHAAR by the citizen and proposed to get in November
2010 for its first phase; it is stands on the data collected during the continuing survey operations
that could be completed by May 15 to July end, 2010 in India. In this UID / AADHAAR
operation in India, the first stage pictured house listing and housing survey during the 45 days to
extended period operation in India. It may be achievable to issue UID / AADHAAR to citizens
in six months after the first stage survey is completed. As per survey, information collected in the
first round assessment will not only help in forming a precious database, but also the country's
first ever national popular register (NPR). The census data in India will be made available to
Unique Identification Authority of India (UIDAI) / AADHAAR after the first stage process in
India is completed by September this year 2010. AADHAAR, which will be issued the UID to
citizens and Registrar General and Census Commissioner have arrived at an understanding over
distribution of the database.
From this project, every citizen of India will not only be identified by a separate number, but also
his individual details will be filed in the NPR, sources said, adding that AADHAR has taken it
up as a challenge to issue the Unique Identification Number to all citizens. The census may
happen once in ten years, but the UID will be a continuous process and the information may go
on changing the Central Government decision to give Aadhar or (Unique Identification Number)
all the citizens in India are a very good project. Nandan Nilekani Former "Infoscian" is the
chairman of the Unique Identification Authority of India (UIAD). He has taken charge on 23rd
July, 2009, and announced that they issue the first set of identification numbers in 12 to 18
months.
The Union Government renamed UID as "AADHAAR" and new logo also announced on
26th April, 2010. Giving 16-digit Number to all the citizens in India is very difficult. Grassroots
level Work must be monitoring very carefully. We have many problems with terrorist. They are
coming into our country. Our Intelligence reports said. So that Even Single Terrorist got a UID
number, that is very problematic to our country's security.
Second, The Government must take very care to give UID Numbers to all the citizens. Many
projects and welfare schemes are not reached all the beneficiaries.
India Aadhaar project – Revised name & logo for
the project unveiled
April 26th, 2010 is an historic day as the new relevant name and logo unveiled for UID and
named as Aadhaar, which promises to be issued to 1.2 billion residents of India, which has
a unique 12 digit identification number in it, the logo was selected out of 2000 entries
nationwide, the logo was designed by one among the 2000 entrant Atul Sudhakarrao Pande of
Mumbai and he was handed over a cheque of Rs.1 lakh as prize money, he is a designer by
profession and he was informed by his sister about the competition.The new logo is depicted
with yellow coloured sun and at the centre with a fingerprint in it. The UID authority has been
allocated with Rs.1,900 crores in the current financial year which is to be ended by March, 2011
and out of which Rs.1,300 crores will be spent to enable the registrars to get people to be
enrolled into the system and the remaining Rs.600 crores will be spent on IT infrastructure set up
for this purpose to prepare the UID – Aadhaar., apart from this cost the 13th Finance
Commission has sanctioned Rs.3,000 crores for the coming five years, as the money is not an
issue here. The earlier system has sanctioned Rs.2,989 crores as district innovation funds and
also for improving statistical systems at each district/taluk level and also towards setting up a
employees and pensioners database. According Nilekani, the UIDAI head envisaged that there
will be only one software developer who is going to work with the registrars and the process will
bebiometric with the help of IRIS besides all the ten fingerprints, as in case of children the
formation of fingerprints will not take place till six years of age and in other case there could be
chances of worn out of fingerprints for labourers. At present the UIDAI is executing the PoCs
i.e., Proof of Concepts in only three states they are Andhra Pradesh, Karnataka and Bihar. These
will be taken up as Pilot Study before the concept is scaled up. The authority is planning to
complete the process of field testing on enrolment and also biometric processes before the month
of July this year.
Aadhar identification number in India and
rolling out PAN cards
In principle the Income Tax department is agreed with Unique Identification Authority of
India that the PAN cards will have the same 16 digit Aadhaar number. As in this aspect the
series of meetings between the UIDAI Chief and Union Finance Minister is in the process to
work out the modalities. The Aadhaar which was known as Unique Identification Number will
be issued immediately once the process of collecting the prints of all ten fingers, face and IRIS,
but the biometric PAN cards could be delayed due to the recent collaboration between the two
UIDAI and Income Tax department, as it was notices earlier that duplicate PAN cards were
recovered during the IT searches and several raids conducted by Police and Enforcement
Agencies, but now such negative issues will be capped by UID number itself to eradicate the
duplicity, therefore the Income Tax authorities has put on hold for issual of new biometric PAN
cards to avoid duplication with the UID numbers, as the new biometric PAN cards will have two
fingerprints from each hand of tax assessee and also the face, under these processes it is hoped
that the duplication or manipulation of biometric cards is next to impossible matter. By February,
2011 the new scheme Aadhaar 16-Digit number may be rolled out and this process will curtail a
person to have more one PAN card. Aadhaar is one of the biggest social serving organizations of
India that have been operated from Netherland. Even though there are lots of social service
organizations being operated in India, it is showing its difference by its way of operation. It
doesn't stop its operations towards its goal of achieving better India only by aiding people with
financially but it has been serving the nation by making the path diverted students and Indian
children to the correct path using some innovative implemented schemes like practicing the
Indian children for the Olympic games, teaching the children lot of extracurricular activities etc.,
Here I would write summary about some of the current useful projects of this system.
Ekalawya:
The aim of this project is to find the talented unprivileged children from the under poverty corner
of the country to give them proper training to win medals in the Olympic Games. These children
are given hygienic accommodation with food by Aadhaar.
Anandashram School:
This project is for providing the high quality free education for the poor children of India. The
management of this free school is encouraged by Aadhaar to maintain the Solar system for the
energy consumed for the school management and the same has been installed in the school by
Aadhaar. Lab facilities of this school are good.
Sanmati vidyalaya:
This project is dedicated to develop the Indian villages; especially those are in Maharashtra by
giving free high quality education. The amount given by Aadhaar for this project is, 44000 INR.
Parijat Academy:
In this project a school with around 200 'daily wagers children' have been considered and been
taken care by the management of the school with the help of Aadhaar. These children are given
high quality education without any fees collected.
Swabhimaan:
This project is quite different from the above mentioned projects. Here, the orphan children who
are left alone by their parents due to some family problems. A thing is, the parents of these
children are living but still, these children are called orphans. These children are given a good
caring staff, a fair house with free accommodation and food. Additionally, these children are
given an English medium education and they are given extracurricular activities in their leisure
times.
Logo for Aadhar
The logo for Aahar is designed by Atul Sudhakarrao Pande, a mumbai resident . His entry was
selected in a contest held by UID authority and he got prize of Rs one lakh for it. The new logo
has a sun in yellow and fingerprint in the centre. The logo was unveiled by Dhaneswar Ram , a
resident of Azamgarh in Uttar Pradesh.
Need of Aadhar India
1.In several Government department various documentary proof are required, the unique identity
number will reduce the burden of various identity proof.
2.For a long time India is facing various frauds in identity as some bad people of society has
created various fake identity for their individual benefits. Aadhar India will help in finish all such
kind of things.
3.Various type of duplication of data can be stopped with the help of UIN.
4.Aadhar India will serve as a simple solution to various kind of documentary proof.
5.Aadhar India will contain all kind of personal details so there will be no need to provide
various personal details again and again.
Steps followed to get Aadhaar identification id
To get Aadhaar identification id following steps should be taken by the resident itself as it is a
voluntary program but it is assure that certain service providers may require a person to have a
UID to deliver services in near future so it is good to haveAadhaar identification id .
1. A resident or applicant will have to go to an enrolling agency, where he or she has to fill up an
application form and provide the supporting documentation.
2. After getting the required data enrolling agency will collect this information and send the data,
to the registrar who will pass this on to the UID database.
3. Here it is undergoes de-duplication exercise and if the applicant is not registered in data
previously than a Aadhaar identification id number will be issued and sent to the person at their
residence copy of this number is also send to the registrar for further use.
4. The registrar will scan the supporting documentation and send it to the UIDAI and keep the
physical copies with themselves.
How the Aadhar India can be used for various
purposes
-Indian government is planning to use Aadhar India not only for identity but for the various other
purposes. The Aadhar India is expected to be come out with various purposes. Some of the area
where it can be used are:
1.The Income Tax authority of India has planned to use UIN as PAN card.
2.RBI is looking for UIN as this would help in finding all the bank account of a person with ease.
It would be mandatory to provide your UIN to your bank to open a new bank account or to
operate in current bank account.
3.The UIN is also being to use as phone no. of individual. The unique no. of person will become
his phone no. However this is possible only when there no use alphabet is made in UIN.
4.This would also serve as license.
5.For various monetary transaction providing UIN detail would be necessary, this will help in
reducing black money transfer.
6.The UIN card is also purposed to be used as ATM cum Debit cum Credit card.
Therefore Aadhar India is expected to serve both people cum government. It posses various
benefits to government and people. But we should also consider that every coin has two sides.
Aadhar India may also be misused.

4.Father's/Husband's/ Guardian's name and UID number (optional for adult residents)

Implementation of Aadhar
Unique Identification Authority of India, headed by Nandan Nilekani has been set up under
Planning Commission for the implementation of Aadhar project.The UID authority has got 1900
crores for the implementation of the program. Pilot project is already running in Bihar, Karnatka
and Andhra Pradesh. This will end by July this year and the unique UID numbers will be issued
by febrarury next year.
Benefits of Aadhar Project
There are many benefits of the Aadhar project
1. It will decrease the requirement of multiple documentary proofs of identity.
2. It will curb identity theft and fraud.
3. It will ensure food handouts for poor people.
4. It will enhance the opportunities of government schemes for poor people.
5. It will help while issuing of licenses ,passports.
India Aadhaar- The future backbone of social
infrastructure of the nation.
Aadhaar is a mammoth project undertaken by the Planning Commission of India to issue 16 digit
ID numbers to all the citizens.The word Aadhaar itself means foundation and was chosen as the
new name for the earlier UIDAI - Unique Identification Authority of India which was a
somewhat confusing acronym for the common man and lacked in national appeal and its
transformational potential according to the project's chairman,Nandan Nilekani.The logo chosen
for the project portrays a yellow sun with a finger print in the centre.
SUMMARISATION: The task to be undertaken through Aadhaar is to create the world's largest
biometric database of the billion plus population of India.For this the demographic data
consisting of the name,sex,date of birth,address,parents'name will be taken into account and for
the biometric data prints of the ten fingers,image of the iris of the eye and a photo of the face will
be considered. With a budget allocation of 1900cr this unique project aims to propel an inclusive
growth by enhancing the access to food,education and microfinance and create a fair field so that
welfare schemes for the poor fructifies.Lack of proper ID proofs such as driving licence,bank
account,PAN card among the rural poor keeps them off the benefits of welfare schemes such as
NREGA ,BPL or LPG subsidy and still have not realised their full potential due to lack of a
proper identity of individuals. 2 villages from Karnataka have been chosen as the pilot project's
test area.The project will be first tested in 3 states namely Karnataka ,A.P,Bihar before being
scaled up.Enrolment process shall start from August of this year and 600 million cards are to be
issued in the next 4 years.Each card shall cost Rs 31 and Rs 100 shall be given by the authorities
to BPL people as incentive but a good feature of Aadhaar India is that it is not binding upon the
people to enrol for it which makes it more acceptable in nature.
POSITIVE ASPECTS OF INDIA AADHAAR:
1.Aims at improving security by checking illegal immigration.
2.Aims at generating 3.5 lakh new jobs and revenue to the tune of 20bn$ in the 1st 5 years and
10 yrs annually after that.
3.More jobs in analytics and system integration.
4.Shall help in easy verification and access to services and serve as a basis for e-governance
5.Shall root out malpractices in provision of benefits through welfare schemes.
Aadhar project of India is suffering from severe irregularities that
may jeopardise its beginning purpose
The UID project of India was started by the government of India with great disregard to the
parliamentary democracy and constitution of India. Objecting to the same Praveen Dalal
launched the Aadhar watch initiative of India that has been analysing the grey areas of aadhar
project of India. Although others have also joined in this fight of illegal functioning of aadhar
project of India yet the aadhar watch initiative is different from those protests. Firstly, it is not
against the very concept of aadhar project of India. All it is doing is analysing the lacunas from
which the aadhar project is suffering and is expecting that the government of India in general and
UIDAI in particular would rectify the irregularities of the aadhar project before proceeding
further.
Secondly, it is also the exclusive initiative of India that is analysing both micro and macro aspect
of aadhar project in the most holistic manner. Surprisingly, Mr. Nandan Nilekani has still not
though it fit to consider the serious ramifications mentioned at this initiative. He has not yet
understood that the objections mentioned at the platform would arise in any case and may stall
the aadhar project just like the Natgrid project. It would be a good idea to consider the
suggestions of Praveen Dalal for various techno-legal aspects of aadhar project. After all if the
very foundation of aadhar project is based upon irregularities, it is bound to face difficulties in
future. The starting point should be to remove various deficiencies and than proceed further,
suggests Praveen Dalal.
Threats which may occur due to Aadhar
India project are:
1.Every personal detail of individual will be available at a single point. Bad people of society
will find it lot easier to steal any personal information of any individual which may used for any
wrong purpose.
I recently read a news in a local paper in which a person find his license copy in a private mobile
company office being used for any connection in his name. It was a chance that he was in that
office neither he would never know that there is a connection has been made in his name without
his permission/willingness. Such type of cases will increase because at every department there
will be a single requirement of your Unique Identity No.
2.India has been facing various hacking problems from inside and abroad. Many times our
government sites were also being hacked by hackers and Indian government has accepted some
times that some of secret information has been stolen by hackers. This is very clear that our
cyber security is not safe.
3.We are having a lot of corrupted people in India specially in government department. Everyone
know that for money, maximum of government official leak any kind of information. Then what
will be surety of our privacy.
4.It is proposed that UIN will be used as PAN for income tax purpose. If this happen than PAN
will be available easily to any body and one may use other UIN or say PAN for any transaction.
Today at least one can't find easily others PAN no.
5.It is also proposed that UIN to be used as mobile no. of individual. It means if one find your
UIN any how he may create trouble for you. However I don't personally think that private mobile
companies will let it happen.
6.Village people will be offered Rs.100 for getting their Unique Identity Number. Every one
know very well how project "Narega" got corruption and to what level. Most of the village
people have thinking of just earning money, they really don't care for country. The greediness
Rs.100 may bring such people in India which have no existence. Further this may also create
slightly problem to our family planning program.
7.Aadhar India project is to be accomplished by private companies. Foreign companies may also
be included in it. Hence individual data of people will not be safe.
8..Centralization of data will create various kind of problems to government and people.
9..Finding of personal details of person will become too easier. Hence this will be unsafe in
terms of privacy.
10.If this is used for bank transaction or ATM cum Debit cum Credit cards, it will make easier
for bad people of society to misuse them.
People will find the card as very useful tool for us but this will also create some insecurity for us.
Centralization might turned to be a danger in future. Hence it is expected to keep safety of data
specially as this would be electronic computer database and we specially government are facing
hacking of our computer data.
Conclusion
Let us see what Aadhar India project will bring for us. But this project will definitely create
threat for our privacy. Government must understand that centralization of personal details is too
much dangerous for our safety. It should not be so centralized but there is need of some
decentralization of personal information also so that one can not find every detail so easily.
There can be lot more threats and we may have to face them in future. There is no doubt that
Aadhar India will help people a lot but second side of coin may be very dangerous also. With
every new step that we take there are hopes and aspirations attached and so are some
apprehensions but as optimistic and dare- to- dream Indians let us hope that Aadhaar India serves
the purpose of strengthening the social infrastructure of its citizens and curbing the malaise
afflicting the so called system.
