    recommend to the MHO
    mechanisms to ensure
    appropriate allocation and
    efficient utilization of
    capitation funds for health;
    Assist the MHO in
    assessing and evaluating
    the HRH program and
    leadership/managerial
    competencies and
    recommend appropriate
    actions.
    Conduct health data
    analysis, monitoring and
    evaluation activities;
    Disseminate programmatic
    and administrative updates
    to deployed HRH;
    Assist the MHO and the
    DMO in establishing and
    maintaining the SDN
    referral system, in tracking
    referrals in the area of
    assignment and within the
    Inter-local Health Zone
    (ILHZ);
    Participate in data
    gathering and response
    during health emergencies
    and disasters
    Perform other related
    functions as may be
    assigned subject to the
    approval of DOH.
