2 Overview
With the development of the LTE technology, the LTE network has entered the
commercial deployment stage. In the area covered by both of UMTS and LTE networks,
a system is required to enable UEs perform cell selection\reselection between two
networks based on the network quality.
If the absolute priority based reselection is used, the UTRAN informs the UE of an
E-UTRAN frequency through SIB19 instead of a specific E-UTRAN neighboring cell. The
UE automatically searches for the E-UTRAN cells of this frequency point. After a suitable
E-UTRAN cell is found, the UE can camp on it. However, some E-UTRAN cells, such as
E-UTRAN cells with high load or to be operated, does not allow the UE to camp on them.
For these E-UTRAN cells, the UTRAN adds the E-UTRAN cell information into the
blacklist in SIB19, to prohibit the UE from searching for these E-UTRAN cells.

3 Technical Description
If the UE has received absolute priority information from the EUTRAN cell, the UE
should:

higher absolute priority layer. For UTRAN, it is obtained from UPriSel.UtranHighThresh.
For EUTRAN, it is obtained from UPriSel.EutranHighThresh;
Threshx,low is an Srxlev based threshold used by the UE for cell reselection towards an
equal or lower absolute priority layer. For UTRAN, it is obtained from
UPriSel.UtranLowThresh. For EUTRAN, it is obtained from UPriSel.EutranLowThresh;
Threshserving,low is the limit for Srxlev in the serving cell below which the UE may perform
cell reselection to a cell at a layer with lower absolute priority. It is obtained from
UPriSel.ThreshServingLow.

2 The following definitions are applicable to the network layers that both Threshx,high2 and
Threshx,high2 and Threshx,low2 are thresholds for RSRQ used in E-UREAN when absolute
priorities are applied. UPriSel.ThreshRsrqInd is used to indicate whether Threshx,high2 and
Threshx,low2 are configured.
Threshx,high2 is a Squal based threshold used by the UE for cell reselection towards a
higher absolute priority layer. And it is obtained from UPriSel.EutranHighThres2;
Threshx,low2 is a Squal based threshold used by the UE for cell reselection towards an
equal or lower absolute priority layer. It is obtained from UPriSel.EutranLowThresh2.
Threshserving,low2 is the limit for Squal in the serving cell below which the UE may perform
cell reselection to a cell at the layer with a lower absolute priority. It is obtained from
UPriSel.ThresServingLow2.
SqualServingCell is the CPICH EcN0 measurement value of neighboring cell. For the
detailed description, refer to “ZTE UMTS Idle Mode and Common Channel Behavior
Feature Guide”.
Cell reselection to a cell at a layer with a higher absolute priority than the camped
frequency shall be performed if criterion 1 or 4 is satisfied.
Cell reselection to an inter-frequency cell at a layer with an equal absolute priority to the
camped frequency shall be performed if criterion 2 is satisfied.
Cell reselection to a cell at a layer with a lower absolute priority than the camped
frequency shall be performed if criterion 3 or 5 is satisfied.
If more than one cell meets the above criteria, the UE shall reselect the cell with the
highest SrxlevnonServingCell,x among the cells meeting the criteria at a layer with the highest
absolute priority.
The UE shall not perform cell reselection until more than 1 second has elapsed since the
UE camped on the current serving cell.
The UE shall not perform cell reselection to cells for which the cell selection criterion S is
not satisfied. SIB19 also broadcasts Qrxlevmin of EUTRAN for Cell Reselection
(UPriSel.QrxlevminEUTRA), Qqualmin of EUTRAN for Cell Reselection
(UPriSel.QqualminEUTRA).

When the UE reselects a new cell from UTRAN to EUTRAN (LTE), some EUTRAN cells
might be unsuitable for UE to camp on. In order to avoid the failure of reselection, the
prohibited EUTRAN cells are sent to the UE in EUTRAN black list by RNC.
In addition, the maximum number of cells for each EUTRAN frequency in EUTRAN black
list is 16.

6 Engineering Guide
At the early stage of LTE deployment, LTE frequency can be set to a high priority. Thus
the UEs with LTE capability can be reselected to the EUTRAN, which provides better
user experience and improve system resource usage.
At the LTE large-scale deployment stage where most of mobile phones support LTE, the
UTRAN and EUTRAN reselection priorities and thresholds can be adjusted properly, to
makes the UTRAN and UETRAN system evenly absorb subscribers and achieve the
maximum system capacity.
In some cases, some EUTRAN cells are not allowed the UE to be reselected. The
UTRAN sets the EUTRAN blacklist including these cells to prohibit the UE from being

The reselection between UMTS and LTE is to guarantee that the UE camps on a suitable
cell and is served in UMTS or LTE. The value of absolute priority used for UTRAN or
EUTRAN will influence user distribution between UTRAN and EUTRAN. The operator
can set the absolute priority based on desired user distribution.
