2 Overview

2.1 Feature Introduction

2.1.1 ZWF21-03-100 Cell Reselection with LTE

With the development of the LTE technology, the LTE network has entered the
commercial deployment stage. In the area covered by both of UMTS and LTE networks,
a system is required to enable UEs perform cell selection\reselection between two
networks based on the network quality.

3GPP R8 supports the absolute-priority based cell selection\reselection, which acts as


the only mechanism of the cell selection\reselection between the UMTS and LTE
networks. The UTRAN must be configured to support the E-UTRAN frequency point list,
and SIB19 must provide the reselection priority, quality threshold, and frequency
information. After the UE identifies the information provided by SIB19, it can be selected
or reselected according to the network measurement result.

If the absolute priority based reselection is used, the UTRAN informs the UE of an
E-UTRAN frequency through SIB19 instead of a specific E-UTRAN neighboring cell. The
UE automatically searches for the E-UTRAN cells of this frequency point. After a suitable
E-UTRAN cell is found, the UE can camp on it. However, some E-UTRAN cells, such as
E-UTRAN cells with high load or to be operated, does not allow the UE to camp on them.
For these E-UTRAN cells, the UTRAN adds the E-UTRAN cell information into the
blacklist in SIB19, to prohibit the UE from searching for these E-UTRAN cells.

3 Technical Description

3.1 ZWF21-03-100 Cell Reselection with LTE

Absolute priority based criteria is introduced in 3GPP as the cell selection/reselection


mechanism between UMTS(UTRAN) and LTE(EUTRAN). Cell selection/reselection
based on absolute-priority is controlled by UCelInfoFDD.AbsPriReselSwch. If
UCelInfoFDD.AbsPriReselSwch is “On“, the RNC delivers SIB19 information in the
system broadcast messages including the related cell selection/reselection information
for EUTRAN and UTRAN.
1 EUTRAN frequencies list

- Number of EUTRAN center frequencies, which is indicated by


UPriSel.EutranInterFNum ;

- EARFCN of the downlink carrier frequency, which is indicated by


UPriSel.DlEARFCN;

- Measurement bandwidth, indicated by UPriSel.AllowMeasBand, refers to the


number of resource blocks that can be measured by the UE.

2 EUTRAN absolute priority information

- Priority of the serving cell, which is indicated by UPriSel.ServCelPriority.

- EUTRAN system priority, which is indicated by UPriSel. EutranPriority .

3 UTRAN frequency information

- Number of EUTRAN carrier frequencies, which is indicated by


UPriSel.UtranInterFNum.

- UARFCN of the downlink carrier frequency, which is indicated by


UPriSel.UtranUARFCN.

4 UTRAN absolute priority information

- Serving cell’s priority, which is indicated by UPriSel.ServCelPriority;

The measurement criteria of absolute priority reselection are described as follows:

If the UE has received absolute priority information from the EUTRAN cell, the UE
should:

 Perform measurements of inter-RAT layers with a priority higher than the priority of
the current serving cell.

 For inter-RAT layers with a priority lower than the priority of the current serving cell:

 If SrxlevServingCell > Sprioritysearch1 and SqualServingCell > Sprioritysearch2, the UE may


choose not to perform the measurements of the inter-RAT layers.

 If SrxlevServingCell <= Sprioritysearch1 or SqualServingCell <= Sprioritysearch2 the UE shall


perform the measurements of inter-RAT layers of lower priority.

Sprioritysearch1 is CPICH RSCP Measurement Trigger Threshold for Absolute Priority

SqualServingCell is CPICH EcN0 Measurement value of the serving cell. For the detailed
definition, refer to “ZTE UMTS Idle Mode and Common Channel Behavior Feature
Guide”

Based on whether the Threshx,high2 or Threshx,low2 is broadcasted, the absolute-priority


based cell reselection rules are described as follows:

1 The following definitions are applicable to the network layers where the Threshx,high2
or Threshx,low2 is not broadcasted:

 Criterion 1: the SrxlevnonServingCell,x of a cell at a layer with an evaluated higher


absolute priority is greater than Threshx,high during a Treselection time interval;

 Criterion 2: SrxlevServingCell < Threshserving,low or SqualServingCell<0 and the


SrxlevnonServingCell,x of an inter-frequency cell at a layer with an evaluated equal
absolute priority is greater than Threshx,low during a Treselection time interval;

 Criterion 3: SrxlevServingCell<Threshserving,low or SqualServingCell<0 and the


SrxlevnonServingCell,x of a cell at a layer with an evaluated lower absolute priority layer
is greater than Threshx,low during a Treselection time interval;

Where,

Threshx,high is an Srxlev based threshold used by the UE for cell reselection towards a
higher absolute priority layer. For UTRAN, it is obtained from UPriSel.UtranHighThresh.
For EUTRAN, it is obtained from UPriSel.EutranHighThresh;

Threshx,low is an Srxlev based threshold used by the UE for cell reselection towards an
equal or lower absolute priority layer. For UTRAN, it is obtained from
UPriSel.UtranLowThresh. For EUTRAN, it is obtained from UPriSel.EutranLowThresh;

Threshserving,low is the limit for Srxlev in the serving cell below which the UE may perform
cell reselection to a cell at a layer with lower absolute priority. It is obtained from
UPriSel.ThreshServingLow.

SrxlevServingCell is the CPICH RSCP measurement value of the serving cell. For the
detailed definition, refer to “ZTE UMTS Idle Mode and Common Channel Behavior
Feature Guide”

SqualServingCell is the CPICH EcN0 measurement value of the serving cell. For the
detailed definition, refer to “ZTE UMTS Idle Mode and Common Channel Behavior
Feature Guide”

SrxlevnonServingCell is the CPICH RSCP measurement value of the neighboring cell. For the
detailed definition, refer to “ZTE UMTS Idle Mode and Common Channel Behavior
Feature Guide”

Threshx,low2 are broadcasted:

 Criterion 4: the SqualnonServingCell,x of a cell at a layer with an evaluated higher


absolute priority is greater than Threshx,high2 during a Treselection time interval;

 Criterion 5: SqualServingCell < Threshserving,low2 and the SqualnonServingCell,x of a


cell at a layer with an evaluated lower absolute priority is greater than Threshx,low2
during a Treselection time interval;
Where,

Threshx,high2 and Threshx,low2 are thresholds for RSRQ used in E-UREAN when absolute
priorities are applied. UPriSel.ThreshRsrqInd is used to indicate whether Threshx,high2 and
Threshx,low2 are configured.

Threshx,high2 is a Squal based threshold used by the UE for cell reselection towards a
higher absolute priority layer. And it is obtained from UPriSel.EutranHighThres2;

Threshx,low2 is a Squal based threshold used by the UE for cell reselection towards an
equal or lower absolute priority layer. It is obtained from UPriSel.EutranLowThresh2.

Threshserving,low2 is the limit for Squal in the serving cell below which the UE may perform
cell reselection to a cell at the layer with a lower absolute priority. It is obtained from
UPriSel.ThresServingLow2.

SqualServingCell is the CPICH EcN0 measurement value of neighboring cell. For the
detailed description, refer to “ZTE UMTS Idle Mode and Common Channel Behavior
Feature Guide”.

Cell reselection to a cell at a layer with a higher absolute priority than the camped
frequency shall be performed if criterion 1 or 4 is satisfied.

Cell reselection to an inter-frequency cell at a layer with an equal absolute priority to the
camped frequency shall be performed if criterion 2 is satisfied.

Cell reselection to a cell at a layer with a lower absolute priority than the camped
frequency shall be performed if criterion 3 or 5 is satisfied.

If more than one cell meets the above criteria, the UE shall reselect the cell with the
highest SrxlevnonServingCell,x among the cells meeting the criteria at a layer with the highest

absolute priority.

The UE shall not perform cell reselection until more than 1 second has elapsed since the
UE camped on the current serving cell.

The UE shall not perform cell reselection to cells for which the cell selection criterion S is
not satisfied. SIB19 also broadcasts Qrxlevmin of EUTRAN for Cell Reselection
(UPriSel.QrxlevminEUTRA), Qqualmin of EUTRAN for Cell Reselection
(UPriSel.QqualminEUTRA).

If SIB4 broadcasts Treselections,PCH, Treselections,PCH is used for the UE in CELL_PCH or


URA_PCH state. If SIB4 broadcasts Treselections,FACH, Treselections,PCH is used for the
UE in CELL_FACH state. In other cases, Treselections is used for the UE.

Where,

- Treselections is indicated by UCelSel.TReselection;

- Treselections,PCH is indicated by UCelSel.TReselectionPch;

- Treselections,FACH is indicated by UCelSel.TReselectionFach;

In the above criteria, the values of Treselections, Treselections,PCH or Treselections,FACH


used as Treselection need to be multiplied by a factor according to the UE mobility
state and target RAT, refer to “ZTE UMTS Idle Mode and Common Channel Behavior
Feature Guid” 3.2.4.7 for more details.

3.2 EUTRAN Black Listed Cells Support

When the UE reselects a new cell from UTRAN to EUTRAN (LTE), some EUTRAN cells
might be unsuitable for UE to camp on. In order to avoid the failure of reselection, the
prohibited EUTRAN cells are sent to the UE in EUTRAN black list by RNC.

The feature is controlled by UtranCellFDD.EutranNCblstSwch. If


UtranCellFDD.EutranNCblstSwch is set to “1:on”, the cells that the value of
UENbrBlkList.StateMode is ”0” in EUTRAN black list are sent to UE through SIB 19, in
order to prohibit UE to search and reselect the cells in EUTRAN black list.

In addition, the maximum number of cells for each EUTRAN frequency in EUTRAN black
list is 16.

6 Engineering Guide

6.1 Application Scenario

6.1.1 ZWF21-03-100 Cell Reselection with LTE

This feature is applicable to the UTRAN and EUTRAN association scenarios.

At the early stage of LTE deployment, LTE frequency can be set to a high priority. Thus
the UEs with LTE capability can be reselected to the EUTRAN, which provides better
user experience and improve system resource usage.

At the LTE large-scale deployment stage where most of mobile phones support LTE, the
UTRAN and EUTRAN reselection priorities and thresholds can be adjusted properly, to
makes the UTRAN and UETRAN system evenly absorb subscribers and achieve the
maximum system capacity.

6.1.2 EUTRAN Black Listed Cells Support

This feature is applied to the UTRAN and EUTRAN association scenarios.

In some cases, some EUTRAN cells are not allowed the UE to be reselected. The

UTRAN sets the EUTRAN blacklist including these cells to prohibit the UE from being

reselected to these cells.

6.2 Feature Activation Procedure

This procedure describes how to locate the parameters related to this feature in the GUI.
The parameter values on the screenshots in the procedure are for reference only. Refer
to Chapter 4 for the recommended values of the related parameters.

In the configuration resource tree, select Modify Area >Managed Element > UMTS
Logical Function Configuration >UTRAN Cell, and double-click Extended Info of
UTRAN Cell. Set Absolute Priority Reselection Criteria Switch to “Off”, see the

6.5 Impact on the Network

6.5.1 ZWF21-03-100 Cell Reselection with LTE

Advantages of this feature:

The reselection between UMTS and LTE is to guarantee that the UE camps on a suitable
cell and is served in UMTS or LTE. The value of absolute priority used for UTRAN or
EUTRAN will influence user distribution between UTRAN and EUTRAN. The operator
can set the absolute priority based on desired user distribution.

At different stages of LTE deployment, if the absolute priority and related threshold are
set to be proper, the LTE radio resource can be utilized fully, the utilization rate of the
frequency is improved and the user experience is improved.

Disdvantages of this feature:None

6.5.2 EUTRAN Black Listed Cells Support


Advantages of this feature:

Some EUTRAN cells are prohibited to be accessed (such as system resource

congestion, network planning). The UTRAN sets a EUTRAN blacklist to prohibit the UE

from being reselected to these cells. Therefore, the number of attempted handover is

decreased, that means, the improper handover is decreased also, which improves the

success rate of handovers from UMTS to LTE.
