EXECUTIVE SUMMARY
Project Brief
As a part of the NHDP Phase III program for providing NH connectivity to centers of
economic importance, M/s AECOM Asia Company Limited in Joint Venture with M/s
AECOM India Private Limited in Association with URS Scott Wilson India Private Limited
have been appointed in the preparation of detailed project report for 4 laning of
Kerala/Karnataka border to Vengalam of NH-17 (new NH-66) from km 17.200 to km
230.000.
The main objective of the consultancy service is to establish the technical, economical, and
financial viability of the project and prepare detailed project reports for widening of existing 2
lane road to 4 lane configuration.
The project highway is divided in four packages, details are as given below:
Construction of four lane Minor Bridge (Paloli Palam) at Km 203+160, Major Bridge
(Moorad) at Km 204+895 & allied works like 4lane Main Carriageway with Service
Road in the State of Kerala on EPC mode..
Main Carriageway
Main carriage way consists of 4-Lane divided carriage way with 1.5/2m paved shoulder.

The project highway shall be constructed to carriageways of 7.0m wide with the kerb shyness of
0.5m on both sides, paved shoulder of 1.5/2.0m as per the typical drawings enclosed.

The Rate of Analysis and cost estimate has been worked out based on following;
1. The quantities have been worked out on the basis of inventory, design and drawing of bridges,
structures, geometric design output obtained from MX Software. The pavement quantities
have been worked out based on typical cross sections and pavement designs. The pavement
design is done based on traffic and laboratory investigations. The calculation sheets are enclosed
with the estimate.
2. The rate analysis has been prepared based on the Standard Data Book for Analysis of Rates year
2001-2002, first Revision published by IRC. The following considerations have been made with
regard to the basic inputs of rate analysis:
a) Labour Rate: Labour rates for rate analysis have been based on Delhi Schedule of Rates
(DSR-2016), Central Public Works Department, Govt. of India, with Cost Index applicable
from 01.10.2017 as per circular issued by Chief Engineer, P.W.D., Roads & Bridges and
Administration, Thiruvananthapuram, vide Memo No. CE/Admin/PLA/1014/2005 Dated
19.09.2017
b) Plant &Machinery: Hire charges of machineries have been taken from year 2015-16 w.e.f.
01.11.2015 MOM issued by Chief Engineer (National Highways) and the same has been
escalated to present year (March-2018).
c) Material: The basic rates for materials have been taken on approved quarry rates from Delhi
Schedule of Rates (DSR-2016), Central Public works Department, Govt. of India, with Cost
Index applicable from 01.10.2017 as per circular issued by Chief Engineer, P.W.D., Roads &
Bridges and Administration, Thiruvananthapuram, vide Memo No. CE/Admin/PLA/1014/2005
dated 19.09.2017. and the major materials like Cement, Bitumen & steel rates are updated from
the market rate. The sources of material are as follows
Bitumen : BPCL,Cochin;
Emulsion : Kochi, Kerala and HPCL, Mangalore
Steel : Sail-Cochin;
Cement : Ernakulam,INAM pro+Website.
Borrow Soil : Borrow areas along the project road;
Aggregates : Chavesseri, Vodakara, Attoli;
Stone Boulder : Chavesseri, Vodakara, Attoli;
Course Sand : Ajarakandy river; Korapuza River.
Fine Sand : Ajarakandy river; Korapuza River.
The above input components have been considered in the Standard Data Book and the individual
item rates arrived.

Deviation from the aforesaid Specification and Standard shall be listed out here.
Environmental clearance approval form MoEF is not required as per clause 7(f) of EIA Notification
2006 and subsequent amendment issued from MoEF.
Clearance under wild life (protection) Act 1972 is not required.
Forest land diversion as per Forest Conservation Act 1980 is not required as the proposed alignment
does not pass through any Reserved or Protected Forest.
Costal Regulation Zone Notification (as per CRZ 1991 and applicable Amendments till date) is
applicable.
