Request for comments of stakeholders/OEM/Firms on QRs

(Quality Requirement) & TDs (Trial Directives) of Mini UAV


System
1. CRPF is planning to procure 150 Nos. Mini Unmanned Aerial (UAV)
System. The parameters/specifications of the item are mentioned in QRs/TDs
is attached as Appendix ‘A & B’. The OEMs/Vendors are requested to forward
information of the product which they can offer and also forward correct
specifications of their system against each parameter. Complied or not
complied remarks will not be accepted.

2. The required information/details may please be forwarded at the following


addresses by 20 October 2017.

QRs FOR MINI UNMANNED AERIAL VEHICLE (UAV)

1. The specification/parameters outlined in succeeding
paragraphs represent attainable objectives for UAV for
use by the CAPFs are laid out under following heads
a. The UAV as a system
b. Physical characteristics
c. Operational Characteristics including payload
d. Maintenance and Administrative back up
2. The performance related attributes are with reference to
environmental conditions and terrain features including
urban obtaining in India.
3. UAS (UAV as The UAS should consists of :-

have minimum cruise speed of 20 Knots or more while
ensuring the clarity and stability in transmission of video
footage to RVT. It should have locational loiter facility.

14. Air Vehicle The UAV should be easy to handle and should have low

composite material or any other strong rugged light weight
material and be rugged, durable and robust. The parts
should be modular and easy to replace and maintain. It
should have suitable secure data link with AES Encryption
128 bit or better to communicate with MPGCS. Fitment,
removal and replacement of sensors should be quick and
simple easily executable in field conditions.
15. Propulsion The UAV is to be powered by battery or fuel operated system.
16. Man The MPGCS should be based on GPS and it should be able

readable) should be provided. It should be able to control the
aerial vehicle in manual mode with a control box, to cater for
autopilot failure. The MPGCS should have the following:-

(a) Power supply system should cater for at least 2.5


hours of continuous operation with adequate back up.

(b) The instrument should have trackball/joystick /touch


screen controls for operating various flight control modes
and payloads and a Ruggedized Laptop.

(c) Digital Mass storage for recording live Imagery along


with metadata/telemetry and still Image data received from
the sensor and mission flight date for post flight analysis
capability. Capacity should be minimum 12 hours of
recording data of multiple missions in MPEG4 or any other
suitable format. Data transfer of recording to be
downloadable to external storage and display systems by
operator.

(d) Self test facility for MPGCS.

(e) Compact RVT or wrist mountable video gadget. Should


have ability to overlap the ground video data with geo-
spatial data available.

(f) It should have suitable antenna.


(g) MPGCS should comply MIL-STD-810G and IP53 semi
rugged with water and dust resistant design for the
flexibility to work freely in nearly any environment. The
display screen should be multicolour, anti glare and
sunlight readable.

h) Geographic Map along with UAV location, UAV trajectory,


camera view polygon, waypoints and flight plan.

i) Switchable between 2D/3D views, capability to tilt/rotate


3D map as per user input.
Display.
The MPGCS should:- (a) Video: Display user selectable flight
and mission information as an overlay on top of the video
and save it for future debriefing. The mission information
should include: (i) Coordinate of target (ii) Altitude of target
above Mean see level (iii) AV position (iv) Height of AV above
ground level (v) Distance of AV from MPGCS (iv) Bearing
(Azimuth) of AV from MPGCS (vii) Air speed and ground

17 Map a) Should have the capability to integrate geo-referenced
Format raster maps provided in at least one of the commonly used
digital map formats (GIF, TIFF, DTED and SRTM etc.)
b) Should be able to work with Google Maps, application
should have the capability to download maps automatically
after specifying location GPS co-ordinates.
18. Data-Link a) UAV should have a suitable data uplink and telemetry
for UAV and video down link with MPGCS with a range of Minimum
10 km LOS. The data link (Uplink and downlink) should be
secure with AES Encryption 128 bit or better and should
enable automatic tracking of AV in flight to minimize loss of
communication link.
19. Programm The UAV shall be capable to-

using AES 128 bit or better to avoid deliberate
attempts of jamming the up or down link and to reject
attempt by an enemy to send commands to the air

redirections/deviations.
Since users never prefer link loss between air vehicle and
Ground control Stations during real time operations, both
telemetry data and video link should be well established.

The UAV should have a facility of launching on a pre-


programmed flight. The system should have dynamic
programming in flight to provide flexibility for multi-mission
planning. Slaving the UAV flight pattern to the payload LOS
observation point so as to optimize payload image of the
target should be permissible. The system should be capable
of storing a minimum of 100 flight routes and each route
may have minimum of 75 waypoints. The meteorological
data for mission preparation should be configurable. The
programming should also cater for loiter patterns in the
target area. The system must have ‘Manual Override facility
or should be reconfigurable to permit over-ride of a pre-
programmed flight at any time during the mission. GPS data
should be integrated with data from mission specific
sensors. In case of emergency/break in communication
during the flight, the system should automatically change to
programmable’ return Home mode, till the communication
gets re-established.
20. Safety In case of emergency/break in communication during the
flight, the system should automatically change to
programmable ‘Return Home’ mode, till the communication
gets re-established. In case of loss it should give a radio
beacon which would assist its recovery.
IR (Infra Red) strobe should be provided for night recovery or
any other suitable alternative system which can assist in
recovery of a lost UAV.
21 Payload The payload should provide both day night capabilities to
the UAV. It should be capable of providing real time high
quality video with full flight telemetry and capable of
tracking ground targets, both static and mobile.

minimum 1280 X 720 pixels resolution at 20 frames per
second along with synchronized telemetry data for post flight
evaluation.
b) The output of the video camera may be transmitted at a

TRIAL DIRECTIVES FOR MINI UNMANNED AERIAL VEHICLE (UAV)

Trial/Technical evaluation of UAV will be conducted by a Board of Officers


(B.O.O.) to assess actual performance of the equipment.

2. All parameters/Specifications mentioned in QRs will be checked by the Board


of Officers in the presence of representative of firm.

i) Physically check:- In this category, specifications of the equipment will be checked


physically as per QRs.

ii) Practically check:- The representative of firm will show all the features/
configuration of the equipment to the board of officers during trial.

iii) Submission of certificates:- Firm will provide certificate from Govt. Lab. or NABL
or ILAC accredited laboratory which are mentioned in respective parameters.
