My beloved constituents:
I fervently recognize the untiring efforts, services and unwavering support of everyone in
discharging their duties, skills and abilities in helping this administration towards development of this
community.
It is always our mission as elected Barangay Officials to improve and maintain efficient public
Service by way of delivering health and basic services, maintaining peace and order, implementation
of Barangay Ordinances to respond to the special needs, interest and concern. I regard the duty
entrusted to me as challenge , and it pleases me to serve and prioritize my obligation as Punong
Barangay in this community.
I finally extend my whole hearted thanks and encourage everyone to join me to attain the

1
History of
Barangay San Roque

 According to reliable informants, San Roque was named after Father


Roque. Who was a parish priest in the municipality of San Manuel, Our
Barangay was one of the biggest Brgy. In terms of area but because of RA.
No. 3590 known as the Revised Barrio chapter, the creation of new Barrios
followed, San Bonifacio and Narra were once sitios of Brgy. San Roque and
it was declared As Brgy. Narra and Brgy. San bonifacio in 1968 during the
term of Barangay Captain Vicente Andres . Barangay San Roque consists of
8 sitios, (1).Centro 1(2)Centro II (3. )Boulevard,(4) Calaocan,(5), Bobon, (6)
Camangaan( 7) Resettlement ( formerly Camangaan Dam site), the place
where the displaced community during the construction of SAN ROQUE
DAM was awarded a house & lot and (8)sitio Lac-lac where Indigenous
People ( IP’s)resides as settlers the first Ip”s who resides in Lac-lac are Mr.
Paquito Daniel , Mr. Veloso,& Mr. Chayao and they belong to Ibaloi &
Bago tribe they came in Barangy San Roque because of the vast forested
area to avail of the homestead program .as of now there are about 350
Household with 5975 Population Our Barangay is considered as Local
Tourist destination of educational field trips because of the 2nd biggest Dam
of Southeast Asia, the SAN ROQUE, DAM BEING OPERATED AT PRESENT BY
SAN ROQUE, POWER Corporation. Other Government Agencies in this
Barangay is the 104th Regional Mobile force battalion . and the Pangasinan
Public Safety company. For the security of Dam reservoir.

North: Itogon, Benguet/ San Felipe, San Nicolas, Pang.
South: San Bonifacio, San Manuel, Pang.
East: Narra, San Manuel, Pang.
West: tuba Benguet /Sto.Domingo, San Manuel, Pang.

Poblacion: 5 kms.
Provincial Capitol (Lingayen): 75 kms.
National Highway: 15 kms.

Educational Health and Service Facilities


Our Barangay maintains three(3) child Development Center 1- Resettlement Child
Development Center 2. Calaocan CDC 3. Centro Child Development Center, it has 3 elementary
Schools 1 San roque, elem. School, 2. Bobon elementary School and Lac-Lac chayao elem.
School, we have no Secondary School but this can be reached 15 to 20 minutes drive by PUV,
jeepneys or tricycle. We have 2 health Centers, one situated beside Barangay Hall and 2 situated at
Lac-lac but this Health center at sitio Lac-lac is not equipped with facilities unlike the (1) health
center . that was regularly manned by 1 RHU and 11 BHW’s. The health center (1) is equipped
with doppler/ for pre-natal check-up, weighing scale BP app’s etc. and medicines.

Implementation of CBMS in
Barangay SAN ROQUE

S Before the start of CBMS Punong Barangay required to attend orientation at SB Office
regarding the survey, One of the member of BHW served as one of the enumerator , Our
Barangay provided the enumerator with Lunch and snacks, we also asked the Barangay Tanod as
well as the Barangay official to accompany the enumerator especially in the remote areas, There
are areas that the enumerator were not allowed to conduct survey particularly , the San Roque
Power Corporation ( SRPC) , and the Punong Barangay Primo A. Lopez, personally talk and
explained to the vice President of SRPC Tommy T. Valdez that this CBMS is a program of
Government agency (MPDC) . Effort and resources were spent during the survey , but the
Barangay officials gladly welcome the Enumerators,

Barangay San Roque ranks No. 2 ( 8.82 %) in the category of Children who are not attending
Elementary , . and those children 13-16 y.o . who are attending Junior High school . because some
parents allow their children to help in the farm or they enjoy the meager income in fishing , and
they don’t want to go to school . and we are top in the worst 701 with 52.91 % of the
Household below poverty threshold. Although the proportion of employment is 96.91 their
salary or income is still below the threshold .
