TRAINING BY OEM ON ASKOI-02

1. Refer to IHQ MoD(N)/ DGNAI fax AI/4669 dated 03 Jul 19.

2. ASKOI system is intended for prompt data exchange analysis in accordance


with the “Protocol of Informational Interaction between the Article (Uran) and FCS
(KASU)”. It is also used for assessing failure situations in the main digital
communication lines between the article and FCS.

3. New ASKOI-02 has been recently procured and the undersigned was
nominated for training on the same by Russian Specialist at NAD (Mbi) from 15 Jul
19 to 31 Jul 19. The training covered both theoretical aspects of the ASKOI system
followed by practical sessions onboard different ships. The technical report by the
OEM on commissioning of ASKOI-02 produced by OEM is placed at Enclosure I.

4. During the due course of the training, following emerged:

(a) While carrying out checks, ASKOI-02 records data from KASU and the
feedback received from the Missile by KASU. As part of this, ASKOI-02 records
real time dynamic parameters of ship viz. Course, List and Trim data of Ship
coming from KASU (which is received as input from the ship’s navigation
system) and data coming from Missile as feedback and plots them against
time to analyze the data.

(b) RLG System Compatibility. ASKOI-02 checks were unsatisfactory


onboard INS Brahmaputra and INS Prabal ships which are fitted with RLG
(Ring Laser Gyro) in place of Ladoga. Onboard INS Brahmaputra and INS
Prabal, The angles of list and trim are being transmitted from the KASU into
the article 3M-24Э (Uran Missile) with reverse polarities. For instance, if the
angle of list from KASU as registered by ASKOI-02 is (+)θ, then the value of

the angle of list received from the article as registered in ASKOI-02 is (–)θ, at
the same moment in time. The figure below illustrates this phenomenon: -

(c) OEM stated that such errors influence the procedure of initial pre-
setting of the article, which could lead to misfire of the article while firing. The
plots of List and Trim obtained by ASKOI-02 onboard INS Brahmaputra and
INS Prabal along with acceptable graphs obtained onboard INS Mysore are
placed at Appendix A.

(d) The OEM mentioned that the feed given by RLG system is not
compatible with KASU, as compatibility checks of information exchange
between KASU and newly fitted RLG (manufactured in France) has not been
performed and recommended not to carry out firing of Uran Missile
from ships fitted with RLG till this issue is resolved.

(e) Ladoga Compatibility. However, ASKOI-02 checks carried out


onboard INS Mumbai (fitted with Ladoga) were satisfactory. The checks
onboard INS Mysore were satisfactory with the Aft Ladoga feed and
unsatisfactory with forward Ladoga feed (which was due to issue with forward
Ladoga).

5. Discussion with OEM. During the discussions with OEM, following were
brought out:

(a) Calibration. On specific query regarding requirement of


calibration of the ASKOI-02 system, OEM stated that, no calibration/

calibration equipment is required for ASKOI-02, as the equipment is having


only signal acquisition cards. The self check software provided with the
system would suffice. The minimum maintenance and self check details are
provided in the Operator’s Manual received along with the system.

(b) Periodicity of Checks. The periodicity of ship system checks using


ASKOI-02 to be carried out as brought out by OEM is as follows:

(i) Once a ship has come out of Refit.

(ii) When any major components of the Missile System Onboard


(including FCS) are changed.

(c) In addition, OEM recommended following:

(i) Carrying out ASKOI-02 checks before carrying out PMF.

(ii) ASKOI-02 may be connected during the time of missile firing to


analyze the data transmission.

6. A detailed report on the training on ASKOI-02 is being forwarded separately.
