hereby approved. As a reminder, pursuant to 30 CFR 250.1754, if at any time the Regional
Supervisor determines that the pipeline decommissioned in-place is an obstruction, it must be
removed.
Pursuant to 30 CFR 250.1000(b), your request to relinquish the ROW No. OCS-G 19658 is
hereby approved with an effective date of April 26, 2018.

Overview:
The installation of the subject pipeline and umbilical served to tie back the Apache Corporation
operated Mississippi Canyon Block 357 No. 002 subsea well to the Renaissance Offshore, LLC
operated West Delta Block 152 "A" platform. The pipeline (Segment 11455) is a 4.5-inch bulk
gas pipeline approximately 8200 feet in length. The umbilical (Segment No. 17171) is a 4-inch
line with 14 internal direct-hydraulic tubes approximately 8,200 feet in length.
Segment No. 11455 History;
The flowline and umbilical system was placed out of service on November 8, 2015 and by written
notification to BSEE Pipeline Section on November 11, 2015. On August 16, 2016 an injection
APM was filed with BSEE New Orleans District to inject pipeline effluents with seawater from
the host platform at West Delta 152 "A" through Segment No. 11455 and Segment No. 11729
into the Mississippi Canyon 357 #2 wellbore. The flushing plan involved pumping of seawater at
a turbulent rate, and 2.5 times the static volume of the right-of-way pipeline system including the
umbilical (Segment No. 11729), riser, the pipeline (Segment No. 11455), and jumper connecting
to the subsea well. The total volume of fluid to be injected into the well was to be 15,246 gallons
(989 bbls). The well that had flowed into the pipeline had loaded up due to excess water. The
pipeline and jumper to the well was flushed in order to disconnect the jumper. The APM was
approved on September 16, 2016, and operations commenced on October 23, 2016. Segment No.
11729 was unable to be flushed at that time due to a possible plug. Segment No. 11455 was
successfully flushed with 2.5 times of seawater by turbulent flow into the wellbore and is deemed
All flowline and umbilical fluids will be flushed with seawater at 2.5 times the volume of
pipeline, flowline jumper and umbilical, and a static sheen test perfonned. All hydrocarbons will
be captured for proper disposal while water will be tested and processed as needed before being
discharged overboard.
Regarding the pipeline abandonment in place:
• Renaissance requests a waiver from pigging Pipeline Segment No. 11455 in lieu of
pigging; the pipeline was flushed with seawater until free of hydrocarbons per APM and
EOR as mentioned in history section above.
• Renaissance requests a waiver from pigging the Umbilical Segment No. 11729 in lieu of
pigging; the umbilical is incapable of pigging.
• Renaissance is requesting to abandon in place the above mentioned pipeline and
umbilical which are located in areas which have no space use conflicts. The equipment
below to be left in place will not constitute an obstruction or prevent a future use of the
OCS, and will not impact the environment negatively.
