Principal Author: Christian Lloyd D. Marcaida

Whereas, the Bicol University, as an institution that catalyses developmental change and aims to
produce world leaders and change-agents as its vision
Whereas, this institution upholds a humanitarian sense of responsibility and serves as a crusader on
giving equal recognition to all genders existing in our society
Whereas, our society’s role is to have a more sustainable relationship in a micro to macroscopic
sphere to create a harmonious society that respects one another regardless of differences
Whereas, the status quo not only in Bicol University but all over the world is rampant of
discrimination
Whereas, as an institution that is committed to social responsibility, should contribute in diminishing
such violence towards the minority, especially those who experience the deprivation of their rights
Whereas, the Sexual Orientation, Gender Identity and Expression is one of the bills that promotes on
equality and has the nature of protecting the discriminated sector of society
Whereas, this bill, upon consideration of the Human Rights as inherent to each and every one of all
living human beings, helps to eradicate or lessen the status quo of LGBT members and other persons
who are different from the rest in our country, as a realization that we are all human beings and are
equal
Whereas, the SOGIE Equality Bill counters the superficial traditions that promotes disgust and cut
down the forerunners of stigma that affects the innocents which can cause more than catastrophe to a
one’s life
Whereas, this bill simply tells us that “no person shall be denied of any rights because of being who
they are”
Whereas, it empowers the minorities of our society to be more active in participating in nation-
building by recognizing and accepting them as one with us, moreover, this also creates awareness
about gender-sensitivity
[Whereas, this also promotes and empowers the women in our society that we are all equal.]
THEREFORE RESOLVED, AS IT HEREBY RESOLVED THAT, Bicol University –
Legislative Body, as an institution that promotes equality and equity in our society, supports the
SOGIE Equality Bill into Law.
Furthermore, this resolution that embodies equality and equity urges the Chairperson and Student
Regent to have a statement regarding the SOGIE Equality Bill. Also, elevate the resolution to the
Board of Regents to have a stand in behalf of the students and the administration, regarding this
matter.
