1. PURPOSE:
This document defines the methodology, sequence, control measures, safety requirements for office Porta
Cabins & Equipment Mobilization, General loading, unloading and lifting operation of construction materials
/ equipment’s at “Artillery brigade base RSLF-AC, Saudi Arabia” project as per the project specification and
US Army Corps of Engineers standards.
2. SCOPE:
The scope of work described in this method statement is applicable for site mobilization works for all works
associated with “Artillery brigade base RSLF-AC, Saudi Arabia”.
Lifting plan.
Lifting sequence.
Site Location.
Proposed location for AYC site office, Client office, AYC Engineering office, Site laboratory, Warehouse,
Workshop.

Coordinate with the other trades prior to commence the work, for provision of facilities.
Ensure all approved drawings to be in place
Ensure necessary shop drawings, tools, materials, equipment and manpower required for the work
to be on site.
Plan and prepare schedule of activities to be conducted.
All site personnel involved shall undergo mandatory safety induction.
PPE mandatory for all personnel which consists of safety boots or shoes, safety helmets, safety
gloves and coveralls.
Other PPE’s requirements will be determined by Risk Assessment as the work proceeds and other
anticipated hazards like work at height.

Lifting of material shall be done as per lifting plan and ensure the required equipment shall be
available in the site. Prior to 24 hours before lifting plan shall be submitted.
Coordinate with Safety Manager / Safety Officer regarding the risks associated to the activity.
Barricade the area, provide basic need for facilities & hygiene for people viz. shelter, toilet, drinking
water
All vehicles & equipment to be used in the work should be initially checked and approved by the
authorized personnel.
All personnel delegated to the work shall have undergone the relevant mandatory safety induction
as per AYC HSE policy and USACE requirements.
All personnel involved in operating equipment shall be licensed proof of qualifications must be kept
for USACE review & would be competent for the tasks that they will be carrying out.
Manufacturer’s specifications or owner’s manual for the equipment shall be on site and reviewed for
safety precautions or requirements. Incorporate the safety comments as identified.
Safety manager, site superintend will check & plan the travel routes prior to mobilization. Ensure
travel routes & access to the jobsite is in good condition and free from obstruction
SITE PREPARATION
Prior to site mobilization a site plan showing location & dimensions of temporary facilities, access &
haul routes, temporary fencing details shall be submitted to USACE for approval. Ensure that the
drawing shall be approved prior to start of work.
The documents submitted/referred with this method statement shall be considered as an integral
part of this method statement and shall be read in conjunction with the same.
The surveyor shall establish the benchmark and based on that survey for temporary facilities shall
be carried out.
The project identification board shall be erected as per the project specification section 01 58 00.
Prior to site clearing & grubbing the area shall be identified for any underground utilities and
overhead lines. Cable detection tools shall be used.
The site mobilization area shall be identified as per the approved drawing and surveyor set the area
of limit.

The area shall be cleared of all the debris, trees, and shrubs and levelled as per the site
requirements established by the surveyor.
Once the area is cleared and levelled as per site requirements the area shall be compacted to set
for adequate ground condition.
Access & haul routes shall be identified from the plan & from site plan drawing.
The surveyor shall establish the coordinates based on that the existing subgrade shall levelled &
compacted.
Temporary haul routes shall be to a width of 7.5m as per the plan and its spread with 25mm size
gravel mixed with marl. The area shall be compacted adequately.
Existing subgrade for the temporary facilities area for site office and other facilities shall be
compacted well prior to spreading the boulder stone.
Boulder stones shall be laid as per the required thickness as identified in the drawing.
Geotextiles shall be spread over the boulder stones prior to sand filling.
Sand filling shall be carried all along the area and shall be compacted well with optimum moisture
content.
Marl shall be spread above the sand filling and compaction must be carried out to set adequate
ground condition for site offices (porta cabin) installation and lifting work.
50mm thick of graded aggregate will be laid and compact by the road roller machine.
Surveyor shall verify the final level of the prepared area prior to installing the site office base.
Site offices shall be placed at least 400mm above from the ground level. The base for the site
offices shall be precast concrete block.
Based on the site office layout drawing the base blocks shall be installed to line and level.
The car park for the AYC office & USACE office shall be erected and installed according to site plan
drawing.
The offices shall be provided with electrical, water, sanitary services & other services as identified in
the project specification and site layout drawing.
Trenches for electrical, water and sewage will be constructed as per the site layout drawing, with the
use of JCB backhoe loader. Pipes will be laid and connected as per manufacturers specification.
Trenches will be filled with sandy material and compacted.
The installed site offices and storages shall be anchored with rods and cables with proper
grounding.
The storage area for materials shall be identified as per the site plan and the surveyor shall
establish the points.
The storage area base shall be prefabricated metal building and the base slab shall be concrete.

Workshop buildings & site laboratory buildings will be block work as perimeter wall. The base slab
shall be concrete. Roof will be steel frame and aluminium shingle.
Working area shall be barricaded with proper devices & warning signs to display prior to lifting.
Unauthorized person are not allowed in the area barricaded off
Safety officers & rigger shall be present at all time during lifting activity.
ELECTRICAL WORKS
All electrical activities shall be done in accordance with USACE by the following standards IEEE,
NFPA 70 (NEC) and NEMA 250.
The personnel associated with the activity shall also be oriented for work instructions accordingly.
AYC shall install enclosed sound proof diesel generator (DG) for supplying power to site office .
The diesel generator shall install on properly levelled concrete foundation by using crane with
certified rigger and operator in the supervision of site engineer/supervisor..
For distribution of power in each portable cabins AYC shall install distribution panel as per the
required load near to the diesel generator.
AYC shall pull the power and grounding cable in the trench of minimum depth 610 mm on sweet
sand thickness of 300 mm.
After finish the cable pulling trench shall be first back filled by sweet sand up to 300 mm then placed
red tails and warning tape before finish the complete backfilling.
The sand bedding in the cable trench, upon which cables are lying, shall be leveled horizontally.
Cable continuity, resistance and insulation test (megger) shall be done internally by calibrated multi-
meter and megger machine prior to terminate the cable in diesel generator, distribution panel and
load.
All electrical equipment and metallic body shall be properly grounded and bonded before energize
the equipments.
Lighting fixtures, fluorescent tube lights, exhaust fans door exit lights, switches, power outlets and
accessories shall install in the portable cabins.
All electrical activities shall be done by using proper UL listed tools and equipments by well
experienced electricians.

All electrical activities shall be done in the supervision of AYC electrical engineer/supervisor and
inspected by AYC electrical QA/QC engineer with following required standards of USACE.
LIFTING WORK
All lifting tools, equipment’s and ropes used for lifting shall be inspected and certified
Lifting plan (as per attachment) shall be filled up and attached with load chart and certificate shall be
submitted during application.
Safety supervisor will conduct tool box and brief the safe lifting operation before work start
Prior to Lifting Works, it must have an approved Lifting permit and Lifting Plan. Which indicate the
type of cranes & lifting gears accessories indicated. The lifting plan must be attached with the lifting
permit and display in the lifting area.
Before starting the lifting work, the assigned people must wear proper PPE and adequate safety
procedure must be implemented.
All employee and worker involved in the work should first undergo training or safety induction with
Barricade the location scheduled for unloading and lifting operation with safety signage.
To Provide safe work during mobilization and demobilization of offices, there are consideration
which take according to weight of the container.
The site superintend should prepare the site area to be clean and clear from obstruction.
Positioned the Crane near the designated storage area and steel plate should be place over the
landed of the crane out-rigger.
Attached the four hooks to the four lifting slot corners of porta cabins and ensure that the hooks
were locked.
Lift one porta cabins container at a time and unload at the nearby designated storage area.
The load shall be controlled by means of tag lines to prevent the load from turning or swinging.
Safety equipment must always present and ready for immediate use.
FENCING WORK
Surveyor shall establish the marking for overall site boundary temporary fence and the site office
fences as per the drawing.
Manual and Machinery excavation work must be carried out safely for every 3m.The maximum
depth of the excavation is 400mm
Pre-fabricated poles with concrete bases should be placed in the excavation and backfilled.
Line posts, Corner posts & gates shall be provided with proper bracing to a height of 1.8m. The
installed posts shall be checked for alignment and level.

Upon completion the area shall be cleared for all debris and disposed of the site.
13. SPECIFIC TRAINING / INDUCTION TO BE GIVEN EXECUTING THE WORK (WHERE REQUIRED)
Crane operator & Boom Truck Crane operator will have a valid SAG Crane license
operator Boom Truck operator will have a valid SAG Boom Truck license
Rigging Activities Crane/ boom truck operator and Rigger
(All employees) Engineer, Supervisor, Foreman, Pipe
Activity Hazard Analysis fitters,
Labors/helpers, FSO for the job.
As per EM 385 , AYC will provide: (2) Water coolers (cold with ice) - Will be Replenished
regularly and as of demand.
(1) Rest Shelter / Tent
I have read the site specific Method Statement, Risk Assessments and all supporting documentation for
my task or had it explained to me. I fully understand its contents and confirm that I will adhere to all
instructions contained within. I agree that NO ATTEMPT will be made to carry out any other works not
detailed on this Method Statement.
Furthermore, I agree to abide by all site rules and will stop work and report any site conditions that have
potential to cause injury, accident or ill health to myself or others.
