First Week :
Visit to DLSA office:
 Visited the District Legal Services Authority(DLSA) Office
situated in Alternate Dispute Resolution Centre, District Court
Banda.
 Met with officials and the Secretary of DLSA Mr. B.P. Gupta and
told about the Internship program of the Amity University.
 Gone to the Counselling Office and met Dr. Janardan Tripathi,
the Counsellor.
 Also met with the staff of DLSA and spread information
regarding the internship program by the Amity University.
 Following Matters are being discussed in the ADR Centre:
i. Family Disputes
ii. Financial Disputes
iii. Mediation.
 Visited the Mediation Centre where I have met the mediator
Mr. Ramkrishan Tripathi Advocate. I told about the internship
program of Amity.
 Attended the legal literacy camp on Say No to Tobacco
organized by the District Legal Services Authority in
collaboration with the Government Allopathic Medical College,
Banda.
Second Week:
Visit to District Jail:
 Visited the District Jail on a weekly inspect conducted by the
District Legal Services Authority (DLSA) along with Secretary
of DLSA Mr. B.P. Gupta, Penal Advocate Mr. Yogeshwar
Srivastava and other officials.
 Met with the Jail Superintendent Mr. Tarkeshwar Singh and Mr.
Ranjit Singh.
 Have seen the Jail area and seen the maintenance process in the
Jail Area.
 Have visited the Clinic situated in the Jail Compound, and also
met with the doctors in the clinic.
 Also seen the pharmacy in the dispensary where all the medicines
Were kept, all the medicines were of latest datings.
 Area near the jail was very much clean and also there were the
plants daily given water.
 Seen the kitchen in the jail where, the machines were been used
for making of food. All the machines were working and food for
the prisoners were available for 24 hours a day.
 Also all the prisoners were been given the legal aid and were also
provided with counsellor access and where there is no lawyer
allotted to the prisoner, the DLSA provides the legal aid and
lawyer for the same because providing prisoners with legal aid is
a Constitutional Right.
Visit to Permanent Lok Adalat:
 I also visited the office of Permanent Lok Adalat located in the
DLSA of ADR building of District Court, Banda.
 Met the President of Permanent Lok Adalat Mr. Prashant Kumar
Chakraborty and told him about the internship program for law
students by the University.
 He gave lot of information about the working and functioning of
the forum.
 He told me that the Permanent Lok Adalat is the forum where the
matters relating the defaults in the Public Utility Services are
discussed. The objective of this forum is to amicably decide the
disputes relating to Public Utility Services (PUS).
Third Week:
Visit to Notary Office:

 I visited the District Court and seen the procedure of making the
affidavit.
 I have seen the process of filing the affidavit and also seen the
process of notarizing the affidavit.
 Process involves making of affidavit, putting stamps on it,
notarizing it and finally the deponent appears before the notary
magistrate along with affidavit for swearing-in.

Literacy Camp on Right to Education for Children:

 I visited the District Tehsil, Banda to attend the literacy camp on


the Right to Education on Children along with the Secretary of
District Legal Services Authority (DLSA) Mr. B.P. Gupta,
Counsellor Dr. Janardan Tripathi and get to know about the
interesting facts regarding the Right to Education.
 The literacy camp is been organized by the Tehsildar of District
Tehsil and the Sub Divisional Magistrate (SDM) of district
Banda.
 The Secretary of DLSA in his speech told us that Honorable
Supreme Court of India in its landmark judgement of J.P.
Unnikrishnan vs. State of Andhra Pradesh (AIR 1993 SC 217)
expressed its disagreement with the finding in the earlier case of Mohini
Jain v State of Karnataka 1992 AIR 1858 that the right to education at all
levels is guaranteed by the Constitution.
 In the subsequent case of M.C. Mehta v State of Tamil Nadu & Ors (1996)
6 SCC 756; AIR 1997 SC 699, the Supreme Court stated that Article 45
had acquired the status of a fundamental right following the Constitutional
Bench's decision in Unni Krishnan.

 In addition, the Court said that, in order to treat a right as fundamental right,
it is not necessary that it should be expressly stated as one in Part III of the
Constitution: “the provisions of Part III and Part IV are supplementary and
complementary to each other”. The Court rejected that the rights reflected
in the provisions of Part III are superior to the moral claims and aspirations
reflected in the provisions of Part IV.
