27

 Declaration of Former President Ferdinand Marcos to the tenants of private owned


agricultural lands to be free from obligation.
 The farmers will be deemed owner of a portion constituting a family-sized farm of 5
hectares if not irrigated and 3 hectares if irrigated.
 Landowners may keep not more than 7 hectares of their lands.
 In determining the cost of the lands to be transferred to tenant-farmer who are under this
decree, the land shall be valued equivalent to 2 and one-half times the average harvest of
three normal crop years.
 The purpose of this Presidential Decree is to break down many large haciendas in Central
Luzon and to sell the lands to the tenants to be paid in a 15-year period.
 The land reform succeeded in breaking down many large haciendas, but in the country as
whole, it was considered a failure.
 It only covers tenanted lands of rice and corn.

ADVANTAGES
 Gives financial stability to the farmers.
 Gives equity to both the rich and the poor.
 Positive economic effects in the long run.
 Increase production of rice and corn.

DISADVANTAGES
 Lack of capital for the farmers
 Too many loopholes and be can easily be exploited
 Only covers lands for rice and corn only
 Too much dependence on GOCCs and Cooperatives

Conclusion
The decree was a great proclamation, however it has too many loopholes and can easily
be exploited by those in power. There was also a lack of cooperation on both sides and the
implementation of the decree was not properly done. If these challenges were resolved, it would
have been very beneficial for both the farmers and landowners.
