4 All subsequent corrigendum, amendment etc. shall be available only on web site.
Hence tenderers are advised to visit web site until the date and time of completion
of tendering process is over.
5 The Tenderer should upload the documents in readable form, He may take trial of
uploads by taking printout. The unreadable documents will be treated as null &
void. Only the readable documents will be evaluated. The decision of Opening
Authority regarding this will be binding to all Tenderer.
7 Tenderer are not allowed to make any changes in the uploaded document after last
date and time of uploading. If found so, his tender will be rejected outright and he
will be liable for other legal action.
8 The Corporation reserves the right to reject any or all the tenders or annul the
process without assigning any reason thereof, and without being responsible for
the cost incurred by the Tenderer in preparing his Tender.
9 Validity of Tender offer shall be 60 days from the Date of opening of Tender. If any
tenderer withdraws his bid/tender before the said period or makes any
modification in the terms and condition of the bid, the EMD at the time of
submission of tender shall stand forfeited.

d) CONTRACT
This means the general and special conditions of contract, specifications, drawings,
tender, including the schedules of quantities and tender prices, the formal
agreement and all addendum and attachments related to the above.
e) CONTRACT TIME
The number of consecutive calendar months as specified in this document for supply
of goods or equipment and completion of works commencing from the date of
notice to proceed i.e. from the date of work order.
f) CONTRACTOR
This means the particular person, firm or Corporation with whom the contract has
been made for executing the works, defined in the contract.
g) DRAWINGS
This means the drawings referred to in the specifications, and any modification of
such drawings approved in writing by the Engineer-in-Charge and such other
drawings as may from time to time be furnished or approved in writing by the
Engineer-in-Charge.
h) ENGINEER / ENGINEER-IN-CHARGE
Engineer or Engineer–in-Charge means the Executive Engineer-in-Charge of the
work. The authorized representative of the Engineer-in-Charge shall have the powers
specifically delegated by the Engineer-in-Charge and orders given by the authorized
representative shall be considered to have the same force and effect as if they had
been given by the Engineer-in-Charge.
i) GOVERNMENT / CORPORATION / DEPARTMENT
This means Government of Maharashtra/ Water Resources Department /
Maharashtra Krishna Valley Development Corporation, Pune.
j) HEADINGS AND MARGINAL HEADINGS
The headings and marginal headings in the contract are solely for the purpose for
facilitating reference and shall not be deemed to be part thereof or taken into
consideration in the interpretation or construction thereof or of the contract.
k) I.S.S.
This means latest revised edition of Indian standard specifications.
l) MONTH
This means from the beginning of a given date of a calendar month to the end of the
preceding date of the next calendar month.
m) NOTICE OF PROCEED
The written notice by the Government / Corporation to the Contractor authorizing
him to proceed with the work and establishing the date of commencement of work.
n) SITE
This means the lands and other place on, under , in or through which the works are
to be executed or carried out and any other lands or places provided by the
Corporation for the purposes of the contract together with such other places as may
be specifically designated in the contract or subsequently approved as forming part
of site.
o) SPECIFICATIONS
Specifications shall mean the specification for material of works as specified in the
tender document
p) SUPERINTENDING ENGINEER
This means the Superintending Engineer of the Circle in overall Charge of works
pertaining to the contract.
q) TEMPORARY WORKS
This means all temporary works of every kind required for the performance of the
contract.
r) WEEK
t) Performance Period
Performance Period shall mean the period from the date of work order up to end of
warranty period.

Commissioning means putting the plant or part there of into commercial use
b. All tenderers wishing to participate in the Tender floated using the Electronic Tender
Management System (ETMS), are required to get enrolled on the ETMS portal

c. KEY DATES
The activities of Tender purchase/Download, Preparation of Tender, Submission of
Tender, and other Documents will be governed by the time schedules given under
“Key Dates” as mentioned in the Detailed Notice Inviting Tender appeared on the
web site. The tenderers are strictly advised to follow these Dates and Times. All the
online activities are time tracked and the e-Government Procurement System
enforces time-locks that ensure that no activity or transaction can take place outside
the Start and End Dates and Time of the stage as defined in the Notice Inviting
Tenders.
d. The Tender submitted online should be signed electronically with a Digital Certificate
to establish the identity of the tenderer. It is the sole responsibility of the Tenderer
to obtain the Digital Certificate prior to starting date of sale of Tender Document.
For information required to issuance of Digital Certificate he may contact ETMS Help
Desk on above website. There will be no extension granted for either downloading
or submission of the Tender Document for any reason regarding delay in obtaining
the digital certificate by the Tenderer.
e. The tenderer has to submit (Upload, Scan Copies/fill) his offer/credentials online as
required in the Tender Document in the online templates. GOM WRD / Corporation
will not be responsible for delay in uploading.
f. Tender documents published on website are considered as authentic and legal
documents.
g. Tender Document uploaded by tenderer on web site will be treated as final. During
the time of online opening, if any or all documents of the uploaded tender of any
tenderer are not opened due to technical or any other reason in such case inviter
will not be responsible. Hence all tenderers are requested to take due care while
uploading there tenders. Tender will be evaluated on the documents received online
or hard copy only.

The date and time for online submission of Tender shall strictly apply in all
cases. The tenderers should ensure that their tender is online submitted- before
the expiry of the date and time. No delay on account of any cause will be
entertained for the late online submission of the tender. Tender submitted after
the stipulated date and time will either not be opened or if inadvertently opened,
will not be considered / accepted.

3 Special features, if the tenderer feels worth mentioning about his offer.
6 Justification of rate work ability if offer is below more than 10% ( if applicable)
1.8.1 EMD Assignment form must be submitted in Sealed envelope in the office of the
Executive Engineer, Mhaisal Electrical & Mechanical Division, Sangli Ph. 0233-
2302960 within 5 days from date of end of submission of tender as per tender
condition. If this document is not submitted within stipulated period, tender will be
outrightly rejected.
1.8.2 Original DD / Bank Guarantee towards additional perforamcne security (if any) as
per Tender condition 1.20.2 must be submitted in Sealed envelope in the office of
the Executive Engineer, Mhaisal Electrical & Mechanical Division, Sangli Ph. 0233-
2302960 within 5 days from date of submission of tender. If this document is not
submitted within stipulated period, tender will be rejected and action will be taken
as per Government resolutions.
1.8.3 The tenderer shall not have to submit hard copy of their Tender document.
1.9 Instructions regarding following documents viz. taxes, labour provident fund, etc.

a) GST
No alteration in the form of tender and the schedule of tender and no
additions in the scope of special stipulations will be permitted. The rates
quoted by the contractor shall be exclusive of the GST but inclusive of all
other applicable taxes that the contractor will have to pay for performance of
this contract. The employer shall pay to the contractor GST on the accepted
contract value at the rates applicable to the works contracts. The Employer
will perform such duties in regard to the deduction of such taxes at source as
per applicable law.
b) Labour provident fund – Registration & its clearance
Registration certificate of Labour Provident Fund valid on the date fixed for
uploading of tender, and Proof of payment of labor provident fund as
certified from the competent authority.
c) General
Tenderer shall sign / Digitaly sign all the documents before scanning.
Tenderer shall prepare hard copy of his Tender complete in all respect and
then scanned copy of this tender shall be up-loaded.
The tenderer shall be deemed to have fully acquainted himself with the work
and site conditions and carefully examined the special conditions, the
specifications, schedules and drawings and shall be deemed to have fully
informed himself regarding the locations conditions. The tenderer shall also be
deemed to have fully acquainted with the various activities and positions of the
manufacturer, supply of raw, semi-finished, finished, bought out material and
equipment etc. The equipment supplied shall be from the approved
manufacturers as given in the Annexure-C.
b) CONDITIONAL TENDER
Conditional Tenders will be summarily rejected. The tenders which do not fulfill
any of the conditions of the notified requirements laid down in this detailed
tender notice, the general rules and directions for the guidance of the tenderer
as mentioned in the B-1 form or are incomplete in any respect , are likely to be
rejected without assigning any reasons there of.
c) TENDER RATE
i) The tenderer should quote his offer in the form of percentage below or above
estimated cost given in Schedule‘B’, at appropriate place in BOQ form, both
in figures as well as in words in English. In case there is difference between the
rates quoted as expressed in words and in figures, the rates as expressed in
words will be taken as correct irrespective of whether it is lower or higher than
that expressed in figure.
ii) If the quoted offer by the tenderer is above or below 10% of the estimated cost
given in Schedule‘B’ then the tenderer shall furnish his rate analysis for all items
costing Rs. 50,000/- (Fifty Thousand Only) and above put to tender in Sealed
Envelope along with performance security depsoit in the form of DD / Bank
Guarantee in justification of the workability of the rates. Tenderer shall also
submit additional information in the analysis of the rates wherever called for by
the Corporation.

The quantities of items on which the Department has carried out the work, as
measured on the date of work order shall stand deducted from the quantities
stipulated in Schedule-B Part-l as put to Tender by the Corporation for the
purpose of application of the stipulation of Clause-38 of Conditions of contract
of the Tender.
e) TENDER UNITS
The tender has been invited under the Metric System of measurements. The
tenderer should particularly note the units mentioned in Schedule-B on which
rates are to be based.
f) CORRECTIONS
No corrections should ordinarily be made in the Tender documents. Any
corrections in the entries made by the Tenderer should be by crossing the
incorrect portion and writing the corrected portion above and each such
correction shall bear the attestation of the Tenderer.
h) TENDER PRICES
Tender prices for the items entered in Schedule ‘B’ shall be in Indian Rupees
and shall be inclusive of prices towards the work covering all the scope, and
including all taxes, duties,levies,cess, toll, royalties, fees etc.
i) COST OF TENDER:
The Tenderer shall bear all cost associated with the preparation & submission
of his tender, and Corporation will in no case be responsible or liable for those
costs regardless of conduct or outcome of the tendering process.
j) TENDERER’S OFFER
The tenderer should quote his offer in the form of percentage below or above
the estimated cost at appropriate place in BOQ both in figure and words. The
contractor shall quote for the work as per details given in the main tender viz.
Tender form Condition of contract, special conditions of contract,
specifications, common set of conditions issued / additional stipulations made
by the corporation which will be available at the e-tendering portal from time
to time.
The tenderer should quote his offer for whole otherwise will be treated as non-
responsive and their offer will be outrightly rejected. He should not quote his
offer anywhere directly or indirectly in “Envelope T-1” failing which the
“Envelope C-1” shall not be opened and his tender shall stand rejected.
l) WORK PROGRAMME
Time schedule for the entire scope of work under the contract is Three (3)
months. Tenderer shall give his work program in detail for each activity in
Appendix-K. Tenderer shall append Bar-Chart showing each activity and it’s
period.
Technical bid of all the tenderers will be opened online in the office of the
Executive Engineer, Mhaisal Electrical & Mechanical Division, Sangli within
stipulated period as per key dates, in the presence of Tenderers or their
authorized representatives, if they intend to remain present.
Tenders which do not fulfill the entire requiremnts as follows will be out-rightly
rejected.
1) The tenderer has not submitted (i) valid Certificate of registration with
PWD. Maharashtra State as Electrical Contractor in appropriate class (ii)
valid license as requried pursuant to clause 1.2
2) The tenderer does not fulfill techncial eligible criteria as required pursuant
to clause 1.2
which do not fulfill the entire requirements given below will be out-rightly
rejected.

document will be out-rightly rejected.
2) If tenderer’s offer is below more than 1% and he has not submitted
additional performance guaratnee in accordance with clause 1.20.2 then
that tender will be out-rightly rejected.
The purchaser will examine the tenders to determine whether they are
complete whether any computation errors have been made, whether the

The purchaser will also carry out a detailed evaluation of the Tender in order to
determine substantial responsiveness of the Tender with respect to technical
aspects of the Tender document. In order to make such a determination, the
purchaser will examine and compare the technical aspect of the Tender based
on the information supplied by the Tenderer taking in to account the following
factor.

the makes, acceptable to the Corporation, In any case decision of acceptance
will be taken by the Purchaser
c) Type, quantity and long term availability of mandatory spare parts and
maintenance services etc.

“Substantially responsive “for clarification of his Tender with a view to obtaining
minor missing details or documents. The request for such clarification and the
response shall be in writing and no change in the price or substance of the

No tenderer shall contact the purchaser in any matter relating to his Tender form

1.17 PURCHASER’S RIGHT TO ACCEPT ANY TENDER OR REJECT ANY OR ALL TENDERS
Purchaser reserves the right to accept or reject any tender and annual the
tendering process and reject all tenders at any time prior to award of contract
without thereby incurring any liability to the affected tenderer (s) or any
obligation to inform the affected tenderer’s of the ground for the purchasers
action.
1.18 AWARD OF CONTRACT
The purchaser will award ‘the contract in full or in part to the successful tenderer
whose-tender has been determined to be substantially responsive and is the
lowest evaluated and qualified tender.
1.19 NOTIFICATION OF AWARD
Prior to the expiration of the period of Tender validity, the Purchaser will notify
the successful tenderer by e-mail or in writing by a letter or fax.
1.20.1 SECURITY DEPOSIT
i) Within 10 days from the date of “Notification of Award” the successful tenderer
shall have to furnish the security deposit equivalent to 2.5 % of contract price.
ii) Remaining 2.5 % of the S.D to be deducted from bills so as to make up to total
amount required as a security deposite (total 5.0 % of contract price) by the time
half the work has measured by the cost is done.
iii) The Security Deposit will be returned after successful completion of warranty
period as per special Conditions of contract.
1.20.2 CONDITION FOR PAYMENT OF ADDITIONAL PERFORMANCE SECURITY, IF
OFFER QUOTED BY THE TENDERER IS LESSER THAN COST PUT TO TENDER
I. In case the tenderers offer is below / less than cost put to tender then they
shall have required to furnish Additional Performance security as given below.
a) Tenderers offer is below upto 1% of cost put to tender, then additional
performamce security is Nil.
b) Tenderers offer is below more than 1% to upto 10% of the cost put to
tender, then additional performance security is 1% of cost put to tender.
c) If tenders offer is below more than 10% of cost put to tender, then
i) Stamp duty up to Rs. 5000/- Shall be paid via franking facility and above Rs.
5000/- shall be paid through e-SBTR system.
ii) As per Schedule ‘B’ article 63 of Schedule I of Maharashtra Stamp Act, Stamp
duty of Rs. 500/- shall be applicable where the amount or value set forth in such
contract does not exceed rupes ten lakhs ( Rs. 10 Lakhs)
iii) Stamp duty of Rs. 500 plus 0.1 percent of the amount above rupees ten lakhs (Rs.
10 lakhs) subject to maximum of rupees twenty five lakhs.
iv) Generated receipt shall be submitted to purchaser before issuing the order letter
& this receipt will be the part of contract agreement.

2. In the event of the tender being submitted by a firm, it must be signed by each
partner thereof, and in the event of the absence of any partner, it shall be signed on

3. Receipts for payments made on account of any work, when executed by a firm
should also be signed by all the partners except where the contractors are described
in their tender as firm, in which case the receipt shall be signed in the name of the
firm by one of the partners or by some other person having authority to give
effectual receipts of the firm.
4. Any person who submits a tender shall fill up online form stating at what percentage
above or below the rates specified in schedule-B (memorandum showing items of
work to be carried out) he is willing to undertake the work. Only one percentage on
all the estimated rates shall be named.
5. The officers indicated in Detailed Tender Notice or his duly authorized assistant shall
open tender online. The system will generate comparative statement in a suitable
form. In the event of tender being accepted, the contractor shall for the purpose of
identification, sign copies of the specifications and other Documents mentioned in
Rule 1. In event of tenderbeing rejected the competent officer shall refund the
amount of the earnest money deposited by the contractor, on his giving a receipt for
the return of money.
6. The officer competent to dispose of the tenders shall have the right of rejecting all or
any of the tenders.
7. No receipt for any payment alleged to have been made by a contractor in regard to
any matter relating to this tender or the contract shall be valid and binding on
Corporation unless it is signed by the Executive Engineer.
8. No materials of any type required for the work shall be supplied by the Corporation.
All the work shall be executed by the Bidder with contractor’s own material(s). The
memorandum of work to be tendered for shall be filled inand completed by the
office of the Executive Engineer, before the tender form is issued.All work shall be
measured net by standard measure and according to the rulesand customs of the
Corporation and without reference to any local custom.
10. Under no circumstances shall any contractor be entitled to claim enhanced rates for
items in this contract.
11. All correcƟons and additons or pasted slips should be iniƟaled.
12. The measurements of work shall be recorded by Engineer of the Corporation as per
the provisions in the MPW manual & MPW accounts code.
13. In view of the difficult position regarding the availability of foreign exchange no
foreign exchange would be released by the Corporation for the purchase of plant
and machinery required for the execution of the work contracted for.
14. The contractor will have to construct shed for storing controlled and valuable
materials at work site, having double locking arrangement. The materials will be
taken for use in the presence of the Corporation person. No materials will be
allowed to be removed from the site of works without prior permission of Engineer-
in-charge.
15. Successful Bidder will have to produce to the satisfaction of the accepting authority a
valid and current license issued in his favour under the provision of Contract Labour
(Regulation and Abolition) Act, 1970 before starting work,failing which acceptance of
the tender will be liable for withdrawal and earnest money will be forfeited to
corporation.
2. l / We agree that the offer shall remain open for acceptance for a
minimum period of 60 days from the date fixed for opening the same
& thereafter until it is withdrawn by me/us by notice in writing duly
addressed to the authority opening the tenders and sent by
registered post AD or otherwise delivered at the office of such

required in view of offer being lower than 1 % the updated estimated

attached herewith. The contractor is supposed to carry out
the work and keep the progress as per programme. The
contractor should complete the work as per phase period
given below.

Action when CLAUSE 3 : In any case in which under any clause of this
whole of security contract the contractor shall have rendered himself liable
deposit is to pay compensation amounting to the whole of security
forfeited deposit whether paid in one sum or deducted by
installments or in the case of abandonment of the work
particular portion that the general progress of the work is in accordance with
Bills to be on Clause 11: The contractor shall submit all bills on the printed

SPECIAL COMMERCIAL
CONDITIONS OF CONTRACT FOR (PART-I)
The contractor shall be deemed to have carefully examined the work and site
conditions, the special conditions, the specifications, schedules and drawings and
shall be deemed to have visited the work site, his own quarries for rubble and sand
and to have fully informed himself regarding the availability of construction
materials, local conditions, ancillary works required to be done etc. before quoting
the offer.
The contractor has to ascertain and satisfy himself the regarding the lead involved
for the material required for the work. The offer quoted by him shall include the
cost of this component. So that no extra lead charges will be claimed by him during
execution of work.
This will be applicable in the case of items and specifications of works where the cost
of lead is involved for the materials brought by the contractor.
If he shall have any doubts as to the meaning of any portion of the special conditions
or the scope of work or the specifications or any other matter concerning the
contract, he shall in good time, set forth the particulars thereof and submit them to
the Engineer-in-charge. The Engineer-in-charge generally means the Executive
Engineer directly in charge of the work, but also means the Superintending Engineer,
Chief Engineer of Maharashtra Krishna Valley Devlopment Corporation, Pune, for
exercising powers under this contract.

conforming to the provisions, regulations or bye-laws in question and any variation
in the drawing or specifications so necessitated shall be dealt with under respective
clause in the tender. The Contractor shall give all notices required by the said acts,
regulations or bye-laws and pay all fees in connections therewith. He shall also
ensure that no attachments are made against materials or works related to the
contract. In every case referred to in this clause, the Contractor shall protect and
indemnify Maharashtra Krishna Valley Devlopment Corporation, Pune against any
claim or liability arising from or based on the violation of such law, ordinance,
regular degree or attachment by him or by his employees.
All land required shall be arranged by the contractor from private land owner /
Revenue department at his own cost and no claim on this account shall be
entertained.
All areas of operation, including those of his staff and labour colonies, in case handed
over to the Contractor shall be cleared and handed over back in good condition to
the Engineer-in-charge, except the areas under works constructed from the
Engineer-in-charge. The contractor shall make good, to the satisfaction of the
Engineer-in-charge any damage or alterations made to areas which he has to hand
over back or to other property or land handed over to him for the purpose of this
work.
The lands shall as herein before mentioned, be handed over back to the Engineer-in-
Charge within three months after the completion of the work under this contract or
the termination of the contract whichever is earlier. Also no land shall be held by the
contractor longer than the Engineer-in-charge shall deem necessary and the
Contractor shall on due notice by the Engineer-in-charge vacate and return the land
which the Engineer-in-charge may certify as no longer required by the contractor for
the purpose of the works. In case the lands are not handed over back to the
Maharashtra Krishna Valley Devlopment Corporation, Pune within the time limit,

utmost care for the preservation of this vegetation and forest. Any damage in this
variation and forest will have to be compensated by the contractor and decision

The contractor shall not sell or otherwise dispose off or remove exert for the

materials which may be obtained from the excavation made for the purpose of these
contract or any produce from the site. All such substance, materials and produces

and shall be disposed off in a manner and at poach shown in the drawings or as and
where the Engineer-in-charge may direct.
All gold, silver, oil or other minerals of any description and all precious stones, coins
treasure, relic, antiquities and other similar things which shall be found in or upon
the site, shall be property of Government and the Contractor shall duly preserve the
same to the satisfaction of the Engineer-in-charge and shall from time to time,
deliver the same to such person or persons as the Engineer-in-charge may appoint.
7.0 ACCESS TO SITE AND WORK AND CO-OPERATION WITH OTHER CONTRACTORS :
The Engineer-in-charge may, if he considers fit, from time to time, enter on any lands
which may be in the possession of the Contractor under the contract for the purpose
of exciting any works not included in the contract and may execute such works not
included in this contract by agents or by other contractors at his option and the
contractor shall in accordance with the requirements of Engineer-in-charge afford all
reasonable facilities for execution of he works, including occupation of lands by
structures or otherwise to any other contractor employed by the Maharashtra
Krishna Valley Devlopment Corporation, Pune and his workmen or for the workmen
of the Maharashtra Krishna Valley Devlopment Corporation, Pune who may be
employed in the execution on or near the site of work not included in the contract,
or of any contract in connection with or specially to the works and in default, the
contractor shall be liable to the Maharashtra Krishna Valley Devlopment
Corporation, Pune for any delay or experiences incurred by reason of such defaults.
The contractor shall not however, on account of any such modified, new or extra
work executed by or for the same of the Maharashtra Krishna Valley Devlopment
Corporation, Pune be entitled to claim relief from the obligation to execute the
works. The contractor shall also Co-operate with other contractors with all fairness
and mutual understanding and use the common facilities like access roads to
quarries, whether supply arrangements, etc.
The contract shall also not cause adversely or inadvertently and obstruction or
impediments in the progress of the progress of the other works beings executed by
Maharashtra Krishna Valley Devlopment Corporation, Pune or through other
agencies, In the event of dispute regarding the claim, the responsibility, liabilities etc.
in respect of such facilities, the decision of the Engineer-in-charge shall be final.
The work shall be done usually during the day time, in the interest of progress if it is
felt necessary to work during night, the contractor shall obtain specific permission of
the Engineer-in-charge. If the work is to be done at night, prior permission of
Engineer-in-charge should be obtained and adequate lighting arrangement shall be
made as directed by the Engineer-in-charge.
All documents correspondence decisions and other matters concerning the contract
shall be considered as of confidential and restricted nature by this contractor and be
shall not divulge or allow access thereto any unauthorised person.
The Contractor shall at all times, maintain on the work a staff of duly qualified
engineers and supervisors of sufficient experience of similar other jobs, to assure
that the quality of work turned out shall be as intended in the specifications. The
Contractor shall also maintain at the work, a Works Manager of sufficient status,
experience and office and duly authorise him to deal with all aspects of the day to
day work. All communications to and commitments works Manager shall be
absolutely binding on the Contractor.
The Engineer-in-charge will have the unquestionable right to ask for changes in the
quality and number of contractor’s staff. The contractor shall on the written
directives of the Engineer-in-charge remove from the works any person employed
thereon, who may in the opinion of the Engineer-in-charge be incompetent or has
misconduct himself. Such person shall not be employed again, on the work, without
the written permission of the Engineer-in-charge. The contractor shall have to
submit information regarding proof of payment of Professional Tax and the
clearance certificates in format vide Appendix ‘I’.
13.0 CONTRACTOR DYING, BECOMING INSOLVENT, BANKRUPT, INSANE
OR IMPRISONED

of work, the period of the option not exercised, the contract may be terminated by

14.0 NOTICES :
Where any legal or other notice or any other document or any other direction is to
be given to or served upon the Contractor, it shall be deemed to be duly given or
served, if it shall have been either delivered to him personally or to his recognized
agent or works Manager (including in the case of company, the Secretary of such
Company) or delivered at or sent through the post, addressed to the last known
place of business, or abode of the contractor, a notice or other documents which
shall be so given to or so served on any one of the partners in such firms, shall be
deemed to have been given or served on all of them.
15.0 PATENTS, RIGHTS ETC.
The Contractor shall fully indemnify the Maharashtra Krishna Valley Devlopment
Corporation, Pune against all actions, suits, claims, demands, costs, charges and
expenses arising from or incurred by reason of any infringement for any letters,
patent designs, trade mark or name, copy right or other protected rights in respect
of any machine, plant, work material, thing or system or method of using, fixing
working or arrangement used or fixed or supplied by the Contractor, but this
indemnity shall not extend or apply to any action, suit, claim demand, cost charges
or expenses arising from or incurred by reason of use of the works or any part
thereof otherwise than in the manner or for a purpose contemplated by the
contract. All royalties and other similar payments which may have to be paid for the
use of any such machine, plant, work, material, thing, system or method as aforesaid
(Whether payable in one sum or by installments or otherwise) shall be covered by
the contract price and payable by the Contractor.
In the event of any claim or demand being made or action or suit brought against the
Maharashtra Krishna Valley Devlopment Corporation, Pune in respect of any such
matter as or matters aforesaid, the Contractor shall be duly notified thereof, and he
shall conduct all negotiations for the settlement of such claims or demand and such
action of suit shall also be conducted by him and as far as the Maharashtra Krishna
Valley Devlopment Corporation, Pune shall think proper, to the supervision and
control of the Maharashtra Krishna Valley Devlopment Corporation, Pune through
the officer duly authorized on behalf of Maharashtra Krishna Valley Devlopment
Corporation, Pune.
If the contractor shall neglect or fail to proceed with the works, with due diligence or
he violates any of the provisions of the contract, the Engineer-in-charge may given
notice to the contractor, identifying deficiencies in performance and demanding
corrective action. The Engineer-in-charge, shall also clearly state in the notice the
nature of action that shall be taken, if contractor fails to fulfill by necessary
corrective action.
No claims, for compensation of any sort, from contractor will be entertained for
withholding the bills indefinitely till specified requirements are complied with by the
contractor.
After the issue of the notice about default by the contractor, the contractor shall not
remove, from the site any plant, equipment and materials. The Maharashtra Krishna
Valley Devlopment Corporation, Pune shall have a lien on all such plants, equipments
and materials from the date of such notice, till deficiencies have been corrected.
(This clause is applicable only if the estimated cost put to tender is more than Rs. 100
lakhs.)

25.0 GST:
No alteration in the form of tender and the schedule of tender and no additions in
the scope of special stipulations will be permitted. The rates quoted by the
contractor shall be exclusive of the GST but inclusive of all other applicable taxes that
the contractor will have to pay for performance of this contract. The employer shall
pay to the contractor GST on the accepted contract value at the rates applicable to
the works contracts. The Employer will perform such duties in regard to the
deduction of such taxes at source as per applicable law.
i) The contractor, shall unless otherwise specified by the Engineer, insure the
plant/ their working staff and shall keep it insured against destruction of
damage by fire, earthquake, flood, storm under exposure to weather or
through riot, Civil, commotion, war or rebellion, theft, etc. for the full value
of the plant and materials / working staff until the plant is taken over.
ii) The insurance for the equipment / working staff shall be effected by the
contractor with Government insurance Fund on behalf of the Maharashtra
Krishna Valley Devlopment Corporation, Pune covering the risks towards
handing transit, storage at site, re-transporting up to place of erection,
testing and commissioning of the equipment at site and also for further
period of 90 days, for replacement value of the plant and material/ working
staff. The address of Government Insurance fund is as below.
iv) The tenderer shall note that insurance effected through and other company

v) The Contractor shall take the policy in the name of the consignee of the

policy then will be assigned to the contractor for further operation. The

what is said above. The claims arising out of composite insurance policy shall
be dealt with or handled by the contractor at his own cost after receipt of
preliminary damage / loss intimation given by the Maharashtra Krishna Valley
Devlopment Corporation, Pune or damage / loss noticed by the contractor
himself.
vi) The Insurance of plan up to a period of 90 days beyond period of One Month
for completion of work as per clause and satisfactory performance and
guarantee test shall be on the account of contractor.
vii) Third party Insurance: In addition to above the contractor shall indemnity the
Maharashtra Krishna Valley Devlopment Corporation, Pune against the loss
or damages to the property of the third party and or injuries to the third
person which may arises out of or in consequences of transport, storage and
erection, testing and commissioning of the goods / equipment.
viii) The rates in the schedule B in case of DSR Items are inclusive of all taxes,
cesses, Insurance, overhead & transportation. So as per Government

In case of those defective parts which are not repairable at site but are essential for
commercial operation of equipment, the supplier & the Purchaser shall mutually
agree to a program of replacement or renewal which minimize interruption in the
operation of the equipment.
At the end of the guarantee period, the Contractor liability ceases except for latent
defects in respect of goods supplied by sub-Contractors to the Contractor. Where a
longer guarantee (more than 12 months) is provided by the sub-Contractors, the
Maharashtra Krishna Valley Devlopment Corporation, Pune shall be entitled to the
benefit of such longer guarantee.
B) The cost of above facility is deemed to be included in the tender cost & no
separate payemnt will be made for the same.
SECTION – V
SPECIAL TECHNICAL CONDITIONS OF CONTRACT
(PART-II)
Each drawing submitted by the Contractor shall be clearly marked with the name of
the Engineer and the name of the project. If standard catalogue pages are
submitted, the applicable items shall be indicated therein. All titles, noting, markings
and writing on the drawings shall be in English. All dimensions should be in Metric
Units. Approved drawing and specifications will be forwarded to Contractor to start
the work.
All manufacturing and fabrication work in connection with the equipment prior to
the approval of the drawings shall be at the Contractor’s risk. The Contractor may
make any changes in the design which are necessary to make the0 equipment
conform to the provisions and intent of the contract and such changes will again be
subjected to the approval by the Engineer.
Approval of the drawings or work by the Engineers shall not relieve the Contractor of
any of the responsibilities and liabilities under the contract.
The contract drawings read together with the contract specifications are intended to
show and explain the manner of executing the work and to indicate the type of class
of material to be used. The work shall be carried out in accordance with the
directions of Engineer-in-Charge and in accordance with the drawings and
specifications, which form part of the contract; and also in accordance with such
further drawings, details and instructions as may, from time to time, be given by the
Engineer-in-charge.
It shall be the responsibility of the Contractor to promptly bring to the notice of the
Engineer any error or discrepancies in the contract documents and obtain his orders
thereon.
2.0 SPECIFICATIONS
The specifications of the work as enclosed with this contract document are drawn
with a specific reference to site conditions and do not everywhere include the
details of the standard tests and procedures which are already laid down and
available in the current Indian Standard Specifications. Wherever such details are
not specified in this contract, the provision under current Indian Standard
Specifications shall be deemed to be applicable. On approval of detailed designs of
equipment and components by the competent authorities the specifications are
likely to be changed. The relevant specifications will be binding to the contractor and
no extra claims on this regard will be entertained.
B) The information in connection with the works and work site as well as
specifications are contained in this book of contract in general and in
particular in two parts, viz, special conditions and specifications for item of
work in case of any discrepancy or repugnancy in the clauses in these
sections, the specifications will prevail over special conditions.
C) The special conditions of contract and the specifications shall prevail over
various clauses of B-1 tender form.
Tenderer shall fill up his work program as per proforma given in Appendix-K
Contractor shall adhere to the work program as per Contract Agreement. In case, it is
found necessary to alter the program, including the changes in the sequence of the
items, the Contractor shall submit in good time a revised detailed program.
Additional detailed program if required for each quarter of the year shall be
submitted to the Engineer-in-Charge and got approved. The Engineer-in-Charge is
further empowered to ask for more detailed program, say week by week for any
items of special importance, and Contractor shall supply the same as and when
asked for without delay.
7.0 QUALITY AND MATERIAL
All materials and equipment incorporated in the work shall be new, of the best
commercial quality and suitable for the purpose intended. The quality of
workmanship produced by skilled knowledgeable and experienced workman,
mechanics and artisans is required for the work. Particular attention shall be given to
the appearance and finish of exposed work.
Equipment furnished shall be complete in every respect with all mountings, fittings,
fixtures and standard accessories normally provided with such equipment and / or
needed for erection, completion and safe operation of the equipment as required by
applicable National and International codes though they may not have been
specifically mentioned in the detailed specifications. All similar standard equipment
provided, shall be interchangeable with one another.
If it shall appear, that the work has been executed with unsound, imperfect or of an
inferior quality or otherwise not in accordance with the contract documents, the
Contractor shall at his own cost rectify, reform, remove or reconstruct the same,
whole or in part as may be, directed by the Engineer, whether or not, the value of
any such work of material shall have been included in any payment made to the
Contractor. The Executive Engineer may, if he thinks fir, allow such work to be paid
at reduced rates and his decision will be final and binding, provided further that the
rates and his decision will be final and binding, provided further that the rates fixed
by the Engineer, be not acceptable to the Contractor, he shall have the option to
replace the defective work or materials with ones in accordance with the specified
standards.
It is not the intention to completely specify details of the design and construction of
various equipment. However, the equipments shall conform in all respect to high
standards of engineering, design and workmanship. It shall be capable of performing
continuous commercial operation in a manner acceptable to the purchaser who will
interpret the meaning of drawings and specification and shall have power to reject
any work or material which, in his judgment, is not in accordance there with. The
equipment offered shall be complete with all components necessary for their
effective and trouble free operation. Such components shall be deemed to be within
the scope of supplier’s supply, irrespective of Whether these are specifically brought
out in this specification and /or commercial order or not.
The Contractor shall be responsible for the selection and design of appropriate
equipment to provide the best co-ordination performance of the entire system. The
basic design requirements and detailed out in item wise specification. The design of
various components, subassemblies and assemblies shall be so done, that it
facilitates easy field assembly and maintenance.
The tests specified under this clause shall be carried out as per the provision of IS
and in presence of the representatives of the department as directed by the
Engineer in charge. An advance intimation of not less than 7 days shall be given to
the department about the readiness of the material/sub-assembly / equipment for
inspection and testing. No dispatch of the equipment shall be made unless the test
certificates are approved by the Purchaser subsequent to the inspection made by the
representative. The acceptance of approval of the test certificates of any materials /
equipment shall not absolve the contractor from the responsibility for guaranteed
performance.
Further, Contractor shall not without written authorization, permit entry on site of
work of any person except authorized representative of the Maharashtra Krishna
Valley Devlopment Corporation, Pune or the Engineer or the Contractor’s staff and
labour directly engaged on and in connection with the work.
The tests and inspections of major items specified in Schedule-B at Contractor’s
Manufacturer’s works or sub-works shall be witnessed by representative of
Monitoring and Inspection cell, Mumbai/ representative of Superintending Engineer,
Construction circle, Kolhapur /representatives of Engineer in charge / representative
of MSEDCL / MSETCL ( if required). The Contractor will provide the cost of travel,
lodging and boarding of the Inspectors. The travel shall be arranged generally by Air,
1st class Railway or Car. The Maharashtra Krishna Valley Devlopment Corporation,
Pune reserves the right to appoint and deploy the services of the outside agency or
any other reputed agency in association with the Maharashtra Krishna Valley
Devlopment Corporation, Pune for said purposes; however charges for the services
of the outside agency will be borne by the Maharashtra Krishna Valley Devlopment
Corporation, Pune. The acceptance of the test shall be entirely with the Engineer or
his authorized representative. Intimation of not less than 15 days shall be given by
the suppliers for this purpose.
The equipment should be dispatched only after the approval of test reports by the
Engineer-in-charge.
The test report of manufacturer’s factory inspector certifying that the equipment is
manufactured as per specifications of the tenderer shall be furnished by the
Contractor.
Contractor cannot be relieved from the responsibility even if the drawing and quality
are approved by the Engineer-in-Charge for the purpose of guarantee and quality of
equipment.
All the equipment furnished under the contract and arriving at site shall be promptly
received, unloaded and transported in the storage spaces by the Contactor.
Contractor shall make sufficient storage sheds to ensure safety of the materials.
Watch and ward of all the supplied material is Contractors responsibility.
Contractor shall examine all the shipment and notify the Engineer immediately of
any damage, shortage, discrepancy, etc for the purpose of Engineer’s information
only. The Contractor shall submit to the Engineer every week a report detailing all
the receipts during the week. However, the Contractor shall be solely responsible
for any shortages or damage in transit, handling and or in storage and erection of the
equipment at the site.
The Contractor shall maintain an accurate and exhaustive record of all equipment
received by him for the purpose of erection and keep such record open for the
inspection by the Engineer at any time.
All equipment shall be handled very carefully to prevent any damage or loss. The
equipment stored shall be property protected to prevent damage either to the
equipment or to the floor where they are sorted. The equipment from the store shall
be moved to the actual location at the appropriate time so as to avoid damage of
such equipment at site.
All electrical panels, control gears, and such other devices shall be properly dried by
heating before they are installed and energized. and other exposed parts shall be
protected against moisture ingress and corrosion during storage and periodically
inspected.
All the electrical equipments shall be tested for insulation resistance at least once in
three months from the date of receipt till the date of commissioning and a record of
such measured insulation values maintained by the contractor. Such record shall be
open for inspection by the Engineer.
The consumable and other supplies likely to deteriorate due to storage must be
thoroughly protected and stored in a suitable manner to prevent damage or
deterioration in quality by storage.
All the materials stored in the open or dusty location must be covered with suitable
weather proof and flame proof covering material wherever applicable.
The Contractor shall be responsible for making suitable indoor storage facilities to
store all equipment which require indoor storage. Normally all the electrical
equipments shall be stored in the closed storage space. The Engineer, in addition,
may direct the Contractor to move certain other materials which in his opinion will
require indoor storage, to indoor storage areas which the Contractor shall strictly
comply with.
He shall be solely responsible for proper and sufficient storage, safe custody and
security of all equipment at his cost. The Contractor shall arrange watch and ward of
the material and equipment still handing over of work. No responsibility of any
material of the Contractor will be taken by the department
13.0 COMMUNICATIONS
The Contractor will make his own arrangement for all his communication needs such
as telephone, fax or cable, etc. at his site office and his residential area.
Maharashtra Krishna Valley Devlopment Corporation, Pune will assist the Contractor
in getting the above facilities, in case he faces any difficulties.
The Contractor shall protect the adjoining site against structural, decorative and
other damages that could be caused by the execution of these works and make good
at his cost any such damage.
a) The contractor shall be responsible for the proper lighting, fencing, guarding
and necessary health and safety measures while executing all works under
this contract and for proper provision of temporary roadways, guards,
footways, fences, caution notices, etc. as far as the same may be rendered
necessary by reasons of the work, for the accommodation of the workmen,
foot passengers or other traffic and of owners and occupiers of adjacent
property and of the public and at all remain responsible for any accidents
that may occur on account of his failure to take proper and timely precaution.
b) Maintenance of Services:
After all the work under this contract is completed and accepted as such, in
case the Engineer-in-charge so directs, the contractor shall maintain the
lighting, Ventilation, communication facilities etc. upto a date determined by
the Engineer-in-charge, but not longer than for a period of twelve months.
All reasonable charges for such maintenance otherwise not required by the
Contractor for his purposes under the contract will be borne by Maharashtra
Krishna Valley Devlopment Corporation, Pune. As regards the
reasonableness of such charges, the decision of the Engineer-in-charge shall
be final and binding on the Contractor.
16.0 ACCESS TO SITE AND WORK AND CO-OPERATION AND CO-ORDINATION WITH
OTHER CONTRACTORS
The Engineer-in-Charge may, if he considers fit, from time to time, enter on any
lands which may be in the possession of the Contractor under the contract for the
purpose of executing any works not included in the contract and may execute such
works not included in this contract by agents or by other Contractors at his option
and the Contractor shall in accordance with the requirements of Engineer-in-Charge
afford all reasonable facilities for execution to the works, including occupation of
The Contractor shall also not cause advertently or inadvertently any obstruction or
impediments in the progress of the other works being executed by Maharashtra
Krishna Valley Devlopment Corporation, Pune or through other agencies. In the
event of dispute regarding the claim, the responsibility liabilities etc, in respect of
such facilities, the decision of the Engineer-in-Charge shall be final.
In cases where performance of the erection work by the Contractor affects the
operation of the system facilities of the Maharashtra Krishna Valley Devlopment
Corporation, Pune, such erection work of the Contractor shall be scheduled to be
performed only in the manner stipulated by the Engineer and the same shall be
acceptable at all time to the Contractor. The Engineer may impose such restrictions
on the facilities provided to the Contractor such as electricity, water etc, as he may
think fit in the interest of the Maharashtra Krishna Valley Devlopment Corporation,
Pune and the Contractor shall strictly adhere to such restrictions and co-operate
with the Engineer.
The Engineer shall be notified promptly by the Contractor of any defects in the other
Contractor’s work that could affect his own work. The Engineer shall determine the
corrective measures, if any, required to rectify this situation after inspection the
works and such decisions by the Engineer shall be binding on the Contractor.
The Contractor should note that there will be other agencies including Maharashtra
Krishna Valley Devlopment Corporation, Pune, working in the same area for works
other than that included in this contract. The Contractor shall co-operate with these
agencies to the fullest extent and shall allow them reasonable facility and co-
ordination for execution of work, simultaneously and satisfactorily as intended in the
contract conditions, specifications and drawings.
All the materials available from excavation will be the property of Maharashtra
Krishna Valley Devlopment Corporation, Pune and shall be disposed off only as
directed by the Engineer-in-charge. The materials of approved quality available from
the excavation including that carried out by the Maharashtra Krishna Valley
Devlopment Corporation, Pune may be used by the contractor in the items of works
included in Schedule ‘B’ or for ancillary or preparatory work, free of cost Prior
approval of Engineer-in-charge for such use shall, however, be taken. The contractor
shall make proper arrangements for sorting out and stacking material of approved
quality that he proposes to use as aforesaid. Maharashtra Krishna Valley
Devlopment Corporation, Pune will be free to make use other materials not required
or not likely to be required for use by the contractor as will be determined by the
Engineer-in-charge.
The excavated material not to be used by the contractor as above or stacked for his
use, but remaining unused at site after completion of works, shall be disposed off by
the contractor at his own cost in manner and at place shown in the drawings or as
and where the Engineer-in-charge may direct.
The contractor should utilise material available from excavated stuff for back filling.
a) The contractor shall be responsible for the true and proper setting put of the
work and for the correctness of the position, levels, and dimension alignment
of all parts of the work and for the provisions of all necessary instruments,
appliances and labour in connection with this.
b) For the purpose of setting out, one permanent bench mark shall be
established the contractor near the value of which shall be given to the
contractor, by the Engineer-in-charge on demand by the contractor. Similarly
the reference line in the form of centre line of junction wall and of some
other components, if found by the Engineer-in-charge for complete setting
out the structure shall be given. All the setting out shall be with reference to
this bench mark and reference line.
c) If at time during the progress of works the error shall appear or arise in the
possible, level, dimensional alignment of any part of the work, the contractor
shall rectify such error to the satisfaction of Engineer-in-charge without any
extra cost towards the Maharashtra Krishna Valley Devlopment Corporation,
Pune.
the discrepancy at his own cost and without any compensation for the
additional work involved. Wherever such discrepancies, if any, are found to
arise between the works of different contractors at the junction of their
works, the relative liability to set right their respective discrepancies shall be
fixed by the Engineer-in-charge, whose decision shall be final and binding on
the contractors concerned. The Engineer-in-charge shall further have the
unquestioned right to rectify the discrepancies and recover the costs from
the contractor or contractors according to proportions as he may consider
reasonable.
Before starting the work, and at the end before the work is covered, levels for
plotting the longitudinal section (along the axis as decided by the Engineer-in-charge
or his authorised representative) and cross sections of the proton of the work shall
be taken by the authorised Engineer of the contractor in the presence of the
Engineer-in-charge or his duly authorized representative and the same shall have to
be got attested form the Engineer-in-charge or his representative in the authorised
books shall be final and finding on the contractor. For this purpose, suitable date or
date shall be fixed by the Engineer-in-charge and intimated to the contractor at least
three days in advance, if the contractor or his duly authorised agent fails to attend
on the appointed date or dates, the levels will be taken on such alignment and cross
sections as will be useful for reference permanently and described under
specifications for ‘Excavation’. The point of locations for he level will depend upon
the roughness of the area and will also be at last in conformity with the
requirements for specifications for ‘Excavation’ as far as possible.
The advance on the material brought to the site of work will be accounted for while
arriving at the progress achieved by the contractor in terms of proportion of the
total work tendered for.
a) Cement
All cement required for the work under this contract (If work cost is more
than Rs. 100 lakhs) shall be procured, well in advance by the contractor in
polyphone bags to twenty to a metric ton as received from the cement
actuaries. The cement bags shall be branded by words’ GOVERNMENT OF
The contractor shall produce proof of purpose of cement form the cement
form the cement factories the purpose bill supported by Delivery Challan and
Excise Gate Pass shall constitute adequate proof of purchase.
Cement shall be stored in such a way as to allow the removal and use of
cement in chronological order of receipt i.e. first received being first used.
Cement shall be kept in a store under double locking arrangement (one lock
to be operated by contractor and second lock to be operated by the
authorised person of Maharashtra Krishna Valley Devlopment Corporation,
Pune) so that it can be taken out or fresh stock admitted with the knowledge
of supervising staff of the Maharashtra Krishna Valley Devlopment
Corporation, Pune. The watch and word of the cement stores shall be the
responsibility of the contractor.
1 To transfer the cement in branded bags, with prior written permission from
the Engineer-in-charge to any of the contract work with the Maharashtra
Krishna Valley Devlopment Corporation, Pune and account for the same
therein.
2 To sell the cement in branded bags with prior written permission from the
Engineer-in-charge to any of the contractors carrying out the works on
contract with the Maharashtra Krishna Valley Devlopment Corporation,
Pune at a price to be negotiated by both the contract account for the same.
3 To sell the cement in branded bags with prior written permission from the
Engineer-in-charged to the Maharashtra Krishna Valley Devlopment
Corporation, Pune at the Ex-factory price = Sales tax + Octroi, if any +
delivery at Maharashtra Krishna Valley Devlopment Corporation, Pune go
down as directed by the Maharashtra Krishna Valley Devlopment
Corporation, Pune. If the purchases prices paid by the contractor plus
delivery at Maharashtra Krishna Valley Devlopment Corporation, Pune go
down are the above, the lower of the two shall be considered. The
Maharashtra Krishna Valley Devlopment Corporation, Pune will accept the
cement in branded bags only if the same is as per the specifications and of
acceptable quality.
For works costing less than Rs. 100 lakhs, cement shall be supplied by
Maharashtra Krishna Valley Devlopment Corporation, Pune at the rtes and
place of delivery as specified in schedule ‘A’
Whenever the testing of materials concert maxis, motor and also of foundations of
completed works are equipped as per the detailed specifications or otherwise
required by the Engineer-in-charge at Contractor’s cost and the results given by this
laboratory shall be considered correct and authentic by the contract.
The materials, mixes and any other arrangements, including labours, shall be
supplied by the contractor to the Maharashtra Krishna Valley Devlopment
Corporation, Pune free of cost. The samples for testing shall be taken in the presence
of Engineer-in-charge or his representative present on site.
The Contractor or his authorised representative shall have a free access in these
laboratories, to get himself satisfied about procedures of testing etc. Even if the
After the completion of the work of excavation, the same will be checked and passed
by the Executive Engineer. No masonry or concrete or back filling shall be laid unless
the foundation is so passed. No concreting shall commence unless the centering and
the reinforcement is checked and passed by the Engineer-in-charge.
a) The contractor shall at all times keep the construction areas and his colony
and storage free from accumulation of waste or rejected materials.
b) Prior to the complain of the work, the contractor shall remove all rubbish
from and around the premises and all tools, scaffolding equipment, and
materials which are not part of permanent structures except otherwise asked
for or as provided under any other clauses of this contract, the premises will
be left in a manner fully satisfactory to the Engineer-in-charge.
The contractor shall give not less than seven days notice in writing to the Engineer-
in-charge of the work which is proposed to be covered up or placed beyond the
reach of measurements so that the measurements may be taken before the work is
covered up or placed beyond the reach of measurements. No work shall be covered
up or placed beyond the reach of measurements before ensuring that the
measurements of work to be covered up are recorded. Any work covered up or
placed beyond the reach of measurements without such notice having been given or
consent obtained, the same shall be uncovered at the Contractor’s expenses and in
default there of no payment or allowance shall be made for such work or for
materials with which the same was executed.
If it shall appear, that the work has been executed with unsound, imperfect or of an
inferior quality or otherwise not in accordance with the contract documents, the
contractor shall at his own cost rectify, reform, remove or reconstruct the same,
wherein whole or in part as may be, directed by the Engineer, whether or not, the
value of any such work of material shall have been included in any payment made to
the contractor. The decision of the Engineer may, if he thinks fit, allow such work to
be paid at reduced rates and his decision will be final and binding, provided further
that the rates fixed by the Engineer, be not acceptable to the contractor, he shall
have the option to replace the defective work or materials with ones in accordance
with the specified standards.
After the works are completed in all respects in accordance with the contract
conditions a completion certificate will be issued by the Engineer-in-charge.
Within a period of twelve (12) months after commissioning of respective work or
completion of work wherever applicable the Contractor shall be liable and
responsible to make good at his own expenses for the replacement of any part of
work found to be defective from the causes arising from faulty materials or
workmanship or other causes, including labour, material, transport, replacement,
dismantling, re-erection etc, for which in the judgment of the Engineer-in-charge,
All notices of such defects shall be given to the Contractor promptly. In case the
Contractor fails to make goods such defects, all expenses consequent thereof and
incidental thereto shall be borne by the Contractor.
Contractor has to provide the arrangement for running and maintenance of the work
completed and commissioned during defect liability period. The arrangement
includes men, machinery, skilled / unskilled labour, parts, equipment required for
running & maintenance of the work.

The machinery shall be entirely in the custody of the Maharashtra Krishna Valley
Devlopment Corporation, Pune. It shall be issued to the contractor at the yard where
they are stationed. The machinery will not be allowed to level the work area on any
account. All machinery so hired will be entirely operated and maintained by the
Maharashtra Krishna Valley Devlopment Corporation, Pune in consideration of the
hire charges to be paid by the contractor.
Reckoning of working hours will start from the time the machinery leaves
Maharashtra Krishna Valley Devlopment Corporation, Pune yard, where it has to
return to it daily and in other cases when the machinery actually states working.
Cosign time of working will be when it returns to the Maharashtra Krishna Valley
Devlopment Corporation, Pune yard or actually ceases working for the day,
respectively.
Log books shall be maintained by the Engineer or his authorised representative for
each piece of equipment in the form laid down by the engineer. The Contractor or
his duly authorised agent shall verify and sign in the log book or on the machinery
duly slip in lieu thereof, daily. If the contractor’s representative fails to sign the log
book, the entries made by the Maharashtra Krishna Valley Devlopment Corporation,
Pune's representative shall be binding on the contractor. Any complaint or
representation regarding the recorded working hours must be submitted in writing
with 24(twenty four) hours of the close of the shift. The Engineer’s decision
regarding such disputes pertaining to working hours shall be final and binding on the
Contractor. Complaints or representations made after lapse of 24 (twenty four)
hours limit shall not be considered. The log nooks shall form the basis for raising
debits against the Contractor.
All expenses in respect of oil, fuel, grease, cotton waste etc. shall be borne by the
Maharashtra Krishna Valley Devlopment Corporation, Pune. Crew for operating the
equipment shall be provided by the Maharashtra Krishna Valley Devlopment
Corporation, Pune.
All minor and major repairs shall be carried out by the Maharashtra Krishna Valley
Devlopment Corporation, Pune, to keep the equipment in working condition.
However in case of any breakage, damages, slips etc. which may occur due to the
negligence of contractors labour, equipment or staff or by reason, for which
Maharashtra Krishna Valley Devlopment Corporation, Pune personnel are not
responsible the cost of such damages shall be recovered from the contractor. The
decision regarding fixing of responsibility for any damages shall rest with the
Engineer-in-charge and decision given by him shall be binding on the Contractor.
Equipment shall be given on hire only when these can be spared. No claim on
account of sickness or non availability of machinery shall be entertained.
When damage is due to rough handling, that damage to trucks/tippers hue to bad
haulage roads will also be recovered from the contractor. Decision of the Engineer-
in-charge regarding of repairs and cause of damage shall be final and binding on the
contractor.
A truck, tipper, tanker and any other equipment may be hired for a single day at a
time and the minimum charges to be levied will be 8 (eight) hours plus mileage or for
8 (eight) hours when mileage is not applicable.
Compressor and concrete mixers shall not be hired or less than a day time and
minimum charges for hire will be that for four hours per day. Crusher shall not be
hired for a period less than a moth at a time. The minimum charges for hire will be
those for 25 (twenty five) days and 8 (eight) hours per day.
40.0 THE CONTRACTOR TO SUPPLY AND BE RESPONSIBLE FOR THE SUFFICIENCY OF THE
MEANS EMPLOYED:
The contractor shall supply and take upon himself the entire responsibility of the
sufficiency of the scaffolding, timbering, tools, implements and generally of all the
means irrespective of whether such means may or may not have been approved of
or recommended by the Engineer-in-charge and the Contractor must accept all risks
of accidents or damages from whatever cause they may arise, until the completion
of this contract.
The quantities of work under the various items in the Schedule “B” Part – I Schedule
of Quantities and Bid Rates as estimated by the Maharashtra Krishna Valley
Devlopment Corporation, Pune’s have been provided as could be reasonably
anticipated and should be taken as indicative only. The amount of work will depend
upon the actual conditions that will be encountered in the construction and the
results of detailed designs which will continue to be refined as more field date and
information comes to hand. If the work is stated by the Maharashtra Krishna Valley
Devlopment Corporation, Pune, the quantities put to tender shall be reduced to the
extent the work is done by the Maharashtra Krishna Valley Devlopment Corporation,
Pune up to the date of starting the work by the contractor. No claims due to
reduction in quantity on his account will be entertained.
42.0 ELECTRIC POWER
The Contractor shall have to arrange power supply at his own cost wherever
required. The Contractor will have to lay and maintain the distribution lines and
wiring for the works at his cost by observing all requirement of the Indian Electricity
Act, 1910, 1948 and Indian Electricity Rules, 1956 and rules in existence from time to
time. The layouts and methods of laying the line and wring shall have the prior
approval of Engineer-in-Charge.
The nature of the connected load shall have the prior approval of the Engineer-in-
Charge.
The Contractor shall be and remain answerable and liable for any loss or damage or
injury to any person or any property of the Maharashtra Krishna Valley Devlopment
Contractor shall make arrangements to supply fuel for domestic use to all labours
engaged on site and prevent the labours from cutting trees for the purpose of fuel.
If the contractor‘s labour found to cut the trees the contractor shall be held
responsible for the same and shall be punished as per the provision in Forest
Conservation Act, 1980.
the appliances, obtain permission of the Engineer detailing of sockets to which the
appliances may be connected.
The Engineer will not grant permission to connect until he is satisfied that the
appliance is in good condition and is fitted with a suitable plug. The appliance is
fitted with a suitable cable having two earth conductors. One of which shall be an
earthed metal sheath surrounding the cores.
No electric cable in use by the Contractor/ Maharashtra Krishna Valley Devlopment
Corporation, Pune will be disturbed without prior permission. No weight of any
description will be imposed on any such cable and no ladder of similar equipment
will rest against or be attached to it.
No work will be carried out on any live equipment. The equipment must be made
safe and a permit to work is issued by the Engineer before any work is carried out.
The Contractor shall employ the necessary number of qualified, full time electricians
to maintain his temporary electrical installation.
The Contractor shall comply with the provision of the Indian Electricity Rules and
Indian Electricity Acts in force in respect of electrical installations. The Contractor
shall follow scrupulously the provisions and rules of Indian Electricity Act in all
electrical installation works The Contractor shall at his own expense arrange for the
safety in his operations as required including the provisions of the safety code
published by the Central Water Commission, New Delhi (latest edition). In case the
Contractor fails to make such arrangements, the Engineer shall be entitled to cause
them to be provided and to recover the cost thereof from the Contractor.
All the connections made shall be got checked from authorized Electrical Inspector &
a certificate shall be obtained prior to submission of the bill.
46.0 TOOLS AND PLANT FOR ERECTION, TESTING ETC.
The Contractor shall provide all types of tools, tackles, erection appliances or any
machine/plant that may be required for erection/installation, assembly, disassembly
and maintenance of the complete equipment under this contract. The equipment
required for handling and erection work such as mobile crane, compressors, etc. if
available with the Maharashtra Krishna Valley Devlopment Corporation, Pune at the
site of work, will be made available to the Contractor on hire basis. The hire charges
shall be charged at the prevailing rates and as per rules of the Maharashtra Krishna
Valley Devlopment Corporation, Pune.
The Contractor shall execute the agreement bond as prescribed by the Maharashtra
Krishna Valley Devlopment Corporation, Pune, and shall agree to the specific rates of
hire and supervision charges in force on the day of transaction in writing before
machinery is taken out of the Maharashtra Krishna Valley Devlopment Corporation,
Pune’s yard by him.
The Contractor shall pay irrevocable bank guarantee for a value equal to 25% of the
cost of the similar new machinery for a period equal to period of hire plus three
months.
The machinery shall be entirely in the custody of the Maharashtra Krishna Valley
Devlopment Corporation, Pune. It shall be issued to the Contractor at the yard
where it is stationed. The machinery will not be allowed to leave the work area on
any account. All machinery so hired will be entirely operated and maintained by the
Maharashtra Krishna Valley Devlopment Corporation, Pune in consideration of the
hire charges to be paid by the Contractor.
If any equipment is to be used in excess of 8 (eight) hours per day, permission of the
Engineer-in-Charge shall be obtained in advance.
Reckoning of working hours will start from the time the machinery leaves
Maharashtra Krishna Valley Devlopment Corporation, Pune yard, where it has to
return daily and in other cases, when the machinery actually starts working. Closing
time of working will be when it returns to the Maharashtra Krishna Valley
Devlopment Corporation, Pune yard or actually ceases working for the day,
respectively.
Log books shall be maintained by the Engineer or his authorized representative for
each place of equipment in, the form laid down by the Engineer. The Contractor or
his duty authorized agent shall verify and sign in the log book or on the machinery
duly slip in lieu thereof, daily. If the Contractors representative fails to sign the log
book, the entries made by the Maharashtra Krishna Valley Devlopment Corporation,
Pune representative shall be binding on the Contractor. Any compliant or
representation regarding the recorded working hours must be submitted in writing
within 24 hours of the close, of the shift. The Engineer’s decision regarding such
disputes pertaining to working hours shall be final and binding on the Contractor.
Complaints or representations made after lapse of 24 (Twenty Four) hours limit shall
not be considered. The log books shall form the basis for raising debits against the
Contractor.
All expenses in respect of oil, fuel, grease, cotton waste etc, shall be borne by the
Maharashtra Krishna Valley Devlopment Corporation, Pune. Crew for operating the
equipment shall be provided by the Maharashtra Krishna Valley Devlopment
Corporation, Pune. All minor and major repairs shall be carried out by the
Maharashtra Krishna Valley Devlopment Corporation, Pune to keep the equipment in
working condition. However, in case of any breakage, damages, slips etc which may
occur due to the negligence of Contractor’s labor, equipment or staff or by reason,
for which Maharashtra Krishna Valley Devlopment Corporation, Pune personnel are
not responsible, the cost of such damages shall be recovered from the Contractor.
The decision regarding fixing of responsibility for any damages shall rest with the
Engineer-in-Charge and decision given by him shall be binding on the Contractor.
Equipment shall be given on hire only when these can be spared. No claim on
account of sickness or non-availability of machinery shall be entertained.
In case of damage to the equipment during haulage to site of work from
Maharashtra Krishna Valley Devlopment Corporation, Pune stores or servicing yard,
full cost of repairs shall be recovered from the Contractor when damage is due to
rough handling. The damage to trucks/tippers due to bad haulage roads will also be
recovered from the Contractor Decision of the Engineer-in-Charge regarding cost of
repairs and cause of damage shall be final and binding on the Contractor.
A truck, tipper, tanker and any other equipment may be hired for a single day at a
time and the minimum charges to be levied will be 8 (eight) hours when mileage is
not applicable.
Machinery shall not be hired for less than a day time an minimum charges for hire
will be that for four hours per day.
The Contractor shall supply and take upon himself the entire responsibility of the
sufficiency of the tools, lifting tackles, handling equipment, machinery, implements
and generally of all the means irrespective of whether such means may or may not
have been approved of or recommended by the Engineer-in-Charge and the
Contractor must accept all risks of accidents or damages from whatever cause they
may arise, until the completion of this contract.
47.0 PRESERVATIVE COATING OF METALLIC SURFACE
All exposed metallic surface subject to corrosion shall be protected by shop
application of suitable coating. All surfaces which will not be easily accessible after
the shop assembly, shall beforehand be treated and protected for the life of the
equipment. All surfaces shall be thoroughly cleaned of all mill scale, oxide and other
coating and prepared in the shop. The surfaces those are to be finish painted after
installation or require corrosion protection until installation shall be shop painted
with at least two coats of primer. Transformers and other electrical equipment, if
included shall be shop finished with one or more coats of primer and two coats of
high grade resistance enamel. The finished colours shall be as per manufacturers’
standards to be selected and specified by the Engineer.
Shop primer for all steel surfaces shall be selected, after obtaining specific approval
All other steel surfaces which are not to be painted shall be coated with suitable rust
preventive compound subject of the approval of the Engineer.
All registration and statutory inspection fees, if any in respect of his work pursuant
to this contract shall be to the account of the Contractor.
However, any registration, statutory inspection fees, lawfully payable under the
provision of any statutory laws and its amendments from time to time during
erection in respect of the plant and equipment ultimately to be owned by the
Maharashtra Krishna Valley Devlopment Corporation, Pune, shall be borne by the
Maharashtra Krishna Valley Devlopment Corporation, Pune, Should any such
inspection or registration need to be re- arranged due to the fault of the Contractor
or his Sub-Contractors, the additional fees for such inspection and / or registration
shall be borne by the Contractor.
The tenderer is required to get approved the various drawings for the transmission
line/Switchyard from the concerned Electrical Inspector within 15 days from the
notification award.
The contractor shall get charging permission from Electrical inspector before putting
in to operation of the plant.
In case of labour contract, Authorisation letter from Electrical Inspecter for deploying
the technical staff described in this contract shall be submitted to the Engineer-in-
charge before starting the work. Only those workers will be accepted to work whose
names are in the said letter.
The tenderer is required to get approved the various drawings , showing line profile,
proposal of PTCC / railway crossing / Road crossing etc. from competent authority at
his own cost. Engineer-in-charge will pursue the proposal to concerns authorities
which will be get approved by tenderer before charging the line. The cost of
protection work suggested by PTCC / railway crossing / Road crossing authorities will
be reimbursed to the contractor at actual through the bills against proof of
document.
The tenderer is required to get approved the various drawings , plans, profile,
proposal of etc. from MSEDCL competent authority at his own cost. Engineer-in-
charge will persue the proposal to concerns authorities which will be get approved
by tenderer before charging the line.
All the work and materials shall be handing over to MSEDCL Company. Their will be
the entire liability & responsibility of the contractor for guarding, maintaining and
making good any damages of any magnitude before handing over & taken over by
MSEDCL Company. The handing over by the contractor and taking over by the
MSEDCL Company or his authorised representative will be always in writing of which
copies will go to the Executive Engineer or his authorised representative and the
contractor. One copy
Evaluation & comparison of the offers shall be carried out on the cost for work
quoted in the Envelope No.2 Load losses & No load losses will be considered for
Evaluation purpose for transformers.
No change in the price after the opening of the Envelope No. 2 will be allowed.
Weightage will be given to the Tenderer who will pay Sales Tax / Turnover Tax to
Government of Maharashtra according to the payment declared vide clause 59 of
special condition of contract.
The bidder has to quote the guaranteed values for the losses in the data
sheet as below.
The penalty will be limited to 10% of contract price of trans. If the penalty exceeds
10% of the contract price the trans. will be rejected.
SECTION – VI
TECHNICAL SPECIFICATION OF THE PROJECT
TECHNICAL SPECIFICATION
NAME OF WORK
Supplying, erection, testing & commissioning of 220 V, DC (2 V x 110 Cells), 300 AH,
battery set in control room of MSEDCL area at Tembhu Lift Irrigation Scheme Stage 1
A, Tembhu.
The scope of this specification shall comprise but not limited to the following.
Design, test before dispatch, proper packing, delivery to site including loading at
works and unloading at site, insurance till commissioning, proper erection, testing
and commissioning of VRLA Battery Set.
1.0.1 220V, 300 AH, VRLA Battery Set with standard accessories.etc complete for
switchyard at Tembhu Lift Irrigation Scheme stage -IA.
1.0.2 The tenderer shall become any items required for completion of work but not
specified in the specification.
1.0.3 Except as modified in the specification, the material and work covered under this
specifications, shall conformed to the latest revision with amendments there of the
Indian standards and equivalent international standards.
1.0.4 The tenderer shall be responsible for transportation of all the materials to be
provided by the tenderer. He shall have to arrange proper storage and preservation
at their own cost until such time the erected items are taken over by the owner. For
storage of materials open yard or the owner (if available) will make package shade
available to the tenderer. However watch and ward of the same shall have to be
arranged by the tenderer.
2.0.1 The Battery, Battery Charger and DCDB will constitute the DC control supply for
substation loads at Mhaisal Lift Irrigation Scheme stage I to V.
2.0.2 The equipment will be installed at Tembhu Lift Irrigation Scheme stage I control
room .
2.0.3 The battery and charger combination shall be such as to ensure continuity of 220 V
DC supply at load terminals at all times without even momentary interruption.
2.0.4 The voltage at load terminals shall be 220 VDC for Tembhu LIS stage I
2.0.5 The battery shall be sized to meet emergency load duty cycle requirements for at
least one hour.
3.0.1 The float charger will be normally ‘ON ‘supplying the stabilized DC Voltage to the
station load and the same time float / trickle charge the battery under normal
operating conditions A Boost Charger to quick charge the batteries after mains
supply failure, during which station loads are powered by the batteries which
consequently, get discharged and DC Distribution board consisting of Distribution
feeders for controlling the various station DC Load In the rare event of Float Charger
becoming faulty the Boost Charger shall have provision to function as a Float
Charger till original float charger is put back in operation Adequate redundancy shall
be provided to ensure uninterrupted DC Power supply to loads . The characteristics
shall be such that if load is high and exceeds the charger capacity then excess load
will be supplied by the battery.
3.0.2 The boost charger will be normally in stand by mode and has to put in circuit
manually.
3.0.3 On failure of station AC Supply both Float and Boost Chargers will get out of
services and battery will take over to supply station 220V/ DC loads.
3.0.4 The total unit of Float cum Boost charger shall be powered by 415 VAC, 50HZ 3
Phase mains available in the Narwad sub station. All the components,
semiconductors devices in the unit shall be natural air cooled protected by fast
acting fuses surge suppressors .annunciation circuits shall be provided to raise alarm
in case of failure of the any component.
3.0.5 The output of the float and Boost charger shall be so interlinked that under normal
operating condition the float charger is connected to the station load via DC
Distribution Board and the battery for floating the battery. When the Boost Charger
is switched on following the mains failure and subsequent restoration of the mains
the battery is isolated from the float charger output and gets supply only from Boost
Charger . The Float Charger operating in a constant voltage mode continues to
supply the station load while the boost charger quick charges the battery in constant
current mode of operation During mains failure the total battery gets connected to
the load automatically. The load shall get uninterrupted 220V/ DC Supply under all
circumstances. Analog type meters shall be provided on the front panel to monitor
Float Charger Boost Charger Current and Battery Charging / Discharging current A
DC Voltmeter in conjunction with selector switch monitor the output voltage of the
float charger, Boost Charger or the Battery.
These batteries works on oxygen recombination principle and do not require any
topping up with distilled water during its life time.
Valve regulated lead acid batteries are supplied in factory charged condition. The
user of this battery shall follow the recommendations of supplier for handling and
storage instructions as per manufacturer’s instructions. The cells shall be free
The venting device shall be designed to relieve the excessive pressure from the cell.
Seating of valve either shall be integral part of the cell lid or a provision in lid for
separate venting device. Each cell shall be provided with venting device such that it
cannot be opened without a proper tool. The valve shall be capable to withstand the
internal pressure specified by the manufacturer.
Each valve regulated venting device shall be provided with flame arrestor capable of
preventing the ingress of moisture/flame into the cell interior when the valve
releases the gas mixture.
The opening and closing pressure shall be within + 1 psi variation and manufacturer
shall declare the closing and opening pressure values.
4.0.4 Lot
All batteries of the same type, design and rating manufactured by the same factory
during the same Period, using the same process and materials, offered for inspection
at a time shall constitute a lot.
5.0.1 General
All the materials used in the manufacture of stationary valve regulated lead acid
batteries shall be the best of their respective kind, free from flaws and defects and
shall conform to the relevant Indian Standard, if any. There shall be no impurities
that be harmful to the performance or life of a cell or battery.
5.0.2 Containers
The cell lids shall be made of same plastic material as that of container material and
suitable either for resin bonding type or permanently sealing type based on the cell
sealing design adopted by the manufacturer.
5.0.4 Plates
The plates shall be of pasted construction and of good workmanship. These shall be
free from cracks, white patches and other imperfections, which may affect the life
and performance of the battery.
5.0.5 Separators
The separators used shall be of glass mat having high acid absorption capability,
resistance to sulphuric acid and good insulating properties. The separator shall meet
the test requirements as given in this standard.
Positive and negative terminals posts shall have built in lead plated copper or brass
inserts. Terminals of cells shall be clearly and unmistakably identifiable and marking
shall be of permanent nature. Terminal posts shall be suitably sealed at the lid to
prevent leakage of any gas. Any gas escape shall be only through the venting device
provided.
5.0.7 Fasteners Nuts and bolts for connecting the cells shall be made of copper, brass or
stainless steel. Copper or brass nuts and bolts shall be effectively lead coated to
prevent corrosion. Stainless steel bolts and nuts shall be passivated to prevent
corrosion with acid.
5.0.8 Electrolyte
The sulphuric and water used for the preparation of electrolyte shall conform to IS
266 and IS 1069 respectively.
5.0.9 Connectors
When it is not possible to bolt the cell terminals directly to assemble the battery, a
separate lead coated copper connectors or flexible copper cable connectors of
suitable cross-section shall be provided to join the cells. The lead plating on copper
connectors shall not be less than 25 micron.
Valve regulated venting device of each cell shall be provided with flame arrestors to
prevent any sparking flame from entering the cell.
Batteries shall be installed on MS racks to be supplied with to fit in the battery room.
Racks/Trays shall be powder coated with anti corrosive paint. Rack shall
accommodate 110 cells plus 2 spares. Racks/Tray shall be suitably treated before
painting for protection against fungus growth and other harmful effects due to
tropical environment. The colour of the supporting racks shall conform to RAL 7032
shade.
6.0.1 Rating
The rating assigned to the cell or battery shall be the capacity expressed in ampere
hours ( Ah) ( After correction to 27°C ) stated by the manufacturer to the obtainable
when the cell or battery is discharged at the 10-hour rate to an end voltage of 1.75
V. This rating is known as 10-hour rating of the cell or battery and shall be
designated as C 10.
Cells shall be suitably designated in order to identify the type, capacity and rating,
etc.
The following information shall be durably marked on the outside of the cell or
battery or battery module.
a) Manufacturers’ name,
b) Cell designation,
c) Cell Ah capacity,
a) Visual examination
9.0 CHARGERS
This shall be constant potential type with current and voltage limiting facility. The
charger shall have.
The battery charger and all the components of the charger shall be routine tested
accordingly to their relevant standard. This shall include the following:
a) Operational check for boost and float charger. Auto manual change over
from float to boost to float etc.
b) Ambient temperature
i)Maximum : 45º C
ii)Minimum : 10º C

11.0 ACCESSORIES
The Battery shall be complete with accessories and devices including but not limited
to the following.
1.0 The racks for supporting Battery constructed of channel with acid resistance
coating. With 3 coats of antiacid paint.
2.0 Set of inter cell connectors and inter stack connectors, Terminal Take off,
Terminal Shrouds ,Bolts , Fasteners, Insulation Pads for the complete
installation
12.0.1 The DC Distribution Board housed in the same enclosure .consisting of an incoming
switch fuse unit powering the DC Bus bars suitable numbers of the required rating
are tapped from the bus bar via individual switch and fuse combination. .An
emergency lighting feeder shall be provided for automatically switching the
substation emergency lights from the DC Supply in the event of single phase AC
Supply. Under and over voltage detector circuits shall be provided to monitor the
load bus voltage and raise the alarm in case of abnormal voltage conditions. Earth
fault detector circuit with its attendant alarm shall also be provided to detect
insulation failure at the load terminals A centre zero miliameter shall be provided to
indicate the leakage current flowing to earth .
12.0.2 2 nos. of incoming 63A DP for chargers. & and 15 nos. 16 amps. DC Outgoing feeders
with MCB unit.
12.0.3 One change over switch for selection of charger for connection to either load bus or
charge bus. One load bus, one charge bus and one common negative bus. Two MCBS
/ Breakers Contactors suitable for connection with batteries to charge bus and load
bus.
12.0.4 One 96 sq. mm. 0-400 V, D.C., voltmeter for indication of voltage from each charger
and Battery.
12.0.5 One hand set over voltage relay / Module tripping the MCBS / Breaker for charger
connected to load bus in case voltage exceeds floating voltage.
12.0.6 One under voltage relay / Module with time delay in drop for alarm operating at 220
volt and transferring battery from charge bus to load bus.
12.0.7 One earth fault relay / Module along with 0.5 sec. Time delay relay and setting range
of 1 mA to 7 mA in steps of 1 mA.
12.0.8 Two indicating lamps for indication whether the load bus and charge bus are
charged.
12.0.9 A feeder with relay AC/DC Conductor etc., for emergency DC, lighting, Degree of
protection of DCDB should be IP – 52.
12.0.10 All indication lamps of Battery charger and DCDB shall be of LED type.
12.0.12 One 96 sq. mm D.C. 0-50A Ammeter for output loads with shunt.
12.0.13 One hand set over voltage relay tripping the MCBS/Breaker for charger
connected to load bus in case voltage exceeds floating voltage.
12.0.14 One under voltage relay with time delay in drop for alarm operating at 100
volt and transferring battery from charge bus to load bus.
12.0.15 Arrangement for mid points earthing of battery with switch, a Milli –
Ammeter and high resistance.
