Total no. of dwelling units = total population/5 (since, 5 persons per dwelling unit)

= 18,000 / 5 = 3600 dwelling units

= 3600 / 3 = 1200 plots

Now, the total no. of HIG plots will be = (total plots) x (Ratio of HIG plots) ÷ (Sum of Ratios)

= 1200 x 2 ÷ (2+3+5)
= 1200 x 2 ÷ 10

= 240 HIG plots.
