Madam:
I have the honor to request permission from your good office to please
allow me implement an advocacy in strengthening the partnership of the
school and the community entitled “PROJECT TAPAT” which stands for “Trace
and tap All the Potential School-Partners through Appreciative Approach and
Transparent Leadership”. This aims to mobilize all the potential school partners
within the community who can help the school realize the improvement plans
toward pupil, teacher and school development.

All the pupils, parents and teachers of Bigbiga Elementary School

V. Rationale:

Bigbiga Elementary School is situated in Bigbiga, Mayantoc, Tarlac


which is considered as one of the most progressive barangays in town.
Despite of its location being one of the farthest barangays from the
town proper and being the last barangay of Mayantoc before the
Municipality of San Jose, still there are many who are successful in their
fields as government employees specifically in the PNP, AFP/PSG, PAG-
ASA and in the DepEd. To mention a few, they are Police Senior
Superintendent Bayani Manuel-Razalan and Police Superintendent
Diosdado Lagasca in the PNP. In the DepEd, they are Dr. Janet
Razalan-Martin and Dr. Maria Caroline G. Razalan, both Principal II and
known for being excellent in performing their duties. Likewise, there are
many who are working successfully in abroad specially in Israel,
Germany, France and in Italy.

So with these kind of community, it is possible to make BIGBIGA


ELEMENTARY SCHOOL one of the best in the province if only these
potential school-partners will be mobilized in realizing the school
improvement plans. They can absolutely make a difference in
providing child friendly environment which can be of great
contributory in the attainment of quality learning from among the
learners.

Therefore, “PROJECT TAPAT” which stands for “Trace and tap All the
Potential School-Partners through Appreciative Approach and
Transparent Leadership” was developed. Appreciative approach
involved in this advocacy/innovation has been inspired by the what
Carl W. Buecher has said which states that “people may forget what
you said but they will never forget how you made them feel”. Let the
potential school-partners feel their importance in realizing the school
improvement plans and if they have done something even how simple
it may be; due appreciation must be given immediately. This is to make
them feel that their existence is indeed worthwhile. In this case, they
will be more actively engaged in the school programs and activities.

On the other hand, transparent leadership which will be applied in


this advocacy/innovation is rooted from the proponent’s own principle
in life which is HONESTY AT ALL TIMES specially when money matter is
involve for as Walter Cronkite said, “success is more permanent when
you achieve it without destroying your principles”. In here, the
proponent strongly believes that when all the financial statements will
be an open book to everyone, then community’s trust and confidence
will be strengthened. As a result, they will be more willing to give for
they know that their donations will be in good hand and it will not be in
vain.

VI. Objectives:

The project aims to:

1. Trace the potential school-partners living in Bigbiga, Mayantoc, Tarlac;


2. Tap or mobilize the potential school-partners within the community in
providing a child friendly environment to all the learners of Bigbiga
Elementary School;

3. Strengthen the linkage among the school and the private


organizations/individuals in the community such as BIA (Bigbiga-Israel
Association) and the like;

4. Develop the leadership skills of the teachers in identifying projects


needed by the school and let them do some ways on how to source
out fund through rigid assistance by the proponent;

5. Encourage the active involvement of the GPTA and barangay officials


in realizing the proposed project;

6. Develop a sense of responsibility, commitment, strong camaraderie


and friendship among the PTA, school personnel, Barangay Officials
and even the pupils while implementing this project.

7. Give due appreciation to all the school-partners by giving certificates


of appreciation and the like;

VII. Project Description and Components


Project TAPAT (“Trace and tap All the Potential School-Partners
through Appreciative Approach and Transparent Leadership) is an
advocacy of the newly installed principal and at the same time the
proponent of this project which aims to make a difference in the
school through the help of the potential school-partners within the
community.
In here, the very first job of the proponent is to inspire trust from
among the potential school-partners for it is integral to building high-
performance because it enables an organization to work as it should;
it’s the first defense against dysfunction and the first step towards
delivering better outcomes. Trust can be achieved through honest and
transparent leading. If trust has been successfully established, it is
expected that overflowing donations will follow.
Moreover, this project gives emphasis in the power of praise and
appreciation. It is being encouraged to give certificates and the like to
the school partners as a simple way of thanksgiving in return of the
good deeds that they have done.
Project TAPAT will be implemented from January 2018 to June 2018
just after the Brigada Eskwela 2018.
VIII. Funding Requirement

Funding for this project will only be used in printing of solicitation


letters to the potential school-partners. Since there are office supplies
purchased for this month from the MOOE-January 2018, no more fund
will be needed.
Funding Requirement: None

Note:

If in case donations will be given by the potential school-


partners, liquidation report will be attached to the accomplishment
report of this project which will be passed on June 2018 just after the
Brigada Eskwela 2018.

B. Implementation

This project will be implemented at Bigbiga Elementary School


and the following activities will be done:
1. Convene all the GPTA officers, barangay officials and teachers
for tracing and listing all the potential school-partners within the
community;
2. Brainstorm on how to reach the potential school-partners within
the community;
3. Meet the teachers for the orientation and coaching in making
project proposal of their identified project to be done which can
benefit everyone specially the learners. Teachers will serve as
project team leader in each project they will be proposing to;
4. In every proposed project, project team leader and members
will be in-charge in reaching out the potential school-partners
within the community with the assistance of the proponent.
5. Conduct a regular monthly meeting with the GPTA officers,
barangay officials and teachers for updates;
6. If donation has been given may it be in cash or in kind, proper
record keeping and liquidation must be done for transparency
purposes;
7. Conduct a thanksgiving ceremony to all the school partners who
gave their all-out support towards the fulfillment of the school
improvement plans.
