1.0 PURPOSE:
The purpose of this procedure is to lay guidelines and requirements and to establish a
method and a method to safety & quality control the rock blasting activity.

7.0 METHODOLOGY:
The Blast Pattern shall be adapted to requirement of geological rock conditions
encountered during excavation works.
This blasting Specification has been detailed below in a chronological order,
starting with acquiring of relevant permissions for the work to be executed as per
safety norms, submissions and approval of blasting requirements. It also
includes the post blasting precautionary measures viz. Misfires, cleaning of
adjacent areas from debris/rock, etc. MYTHRI shall employ only such workmen
who are authorized to take the blast and have approved blasting license (Blaster
and Shot firer).
Drilling and Blasting shall be done in such a manner as to ensure that the rock
will break along the desired survey lines given. (Semi Controlled and Controlled
Blasting).
All the blasted/loose rock shall be removed before the next blast is taken at the
same point.
Drilling will be carried out with Jack Hammer / Crawler Rig.
For every blast, the no. of holes, amount of explosives, charging and ignition
plan, along with date and time of the blast shall be recorded.
Blasting Accessories to be used for the Blasting operations are Electrical Short
Delay Detonators/Plain Detonators, Cartridges of 25mm / 83mm diameter, and
125gm of weight (packaged explosives).
By using Semi Controlled and Controlled Blasting techniques (like using lighter
charge and delays to split the total charge and thus reducing Maximum
Instantaneous Charge), the noise levels, vibration levels and fly rock will be
minimized.
7.1 MUFFLING
When there is a possibility of fly rock from the blast causing injury to persons or damage
to structures or property, Sand Bags and blasting mats shall be used to cover the blast.
These shall be made from MS plate.
No blasting shall be allowed within 15mtrs of any existing pipeline or structure either
above ground or underground.

No blasting is allowed within 50mtrs of overhead power line cables unless specifically
approved by authority & company.
Safety distance of 100mtrs shall also apply for blasting site.
7.2 MANPOWER
MYTHRI shall use an explosive van (Having a valid License issued by the Department
of Explosives., Government of India) kept at an isolated site for storing the explosives.
The explosives and detonators shall be stored separately.
A careful day-to-day account of the use of explosives shall be kept by MYTHRI in a
register. The register shall be produced by MYTHRI, for the inspection of concerned
authorities, when so required.
The magazine shall on no account be opened during or on the approach of a
thunderstorm and no person shall remain in the vicinity of the magazine during such
period. Any loss, damage or theft shall be reported immediately to the necessary local
authority and to the Owner.
Measures shall be taken to ensure that persons entering the magazine should put on
the magazine - shoes and be careful.
No match box or inflammable material shall be allowed in the magazine. Light shall be
obtained from an electric storage battery lamp.
Only one cartridge shall be inserted at a time and gently inserted to the required depth
with the tamping rod. The sand clay or other tamping material used for filling the hole
completely shall not be tamped too hard.

Red danger flags shall prominently demonstrate at the site of blasting operations. The
order of fire shall be given only by the Supervisor In-charge of the work and this order
shall be given only after giving the warning signal two times, so as to enable all the
labor, watchmen etc. to reach safe shelter and after having ascertained that nobody is
within the danger zone.
A whistle / Bugle with a distinctive note shall be used to give the warning signals/Blast
Clearance signal. The whistle shall not be used for any other purpose. All the labour
shall be made acquainted with the sound of the whistle and shall be strictly warned to
leave their work immediately at the first warning signal and to take safe shelters, and
not to leave the shelters until the all clear signals have been given.
Any noticeable unexpected event while drilling and charging, which may require an
engineering assessment must communicate to concern department.
MYTHRI shall ensure that the blasting contractor must be an experienced and
certificate holder, MYTHRI to ensure that permissions from concerned authorities
are available prior to carrying out blasting operation.
All PPE like safety helmets, reflective vest, safety shoes, hand gloves, ear plugs
are to be used.
Only trained personnel to be deployed for this activity.
Personnel must be evacuated to a safe distance from the blasting area.
No Smoking allowed during blasting operations. Also smoke and open flame
shall not be allowed at the blasting site.
Necessary warning sign boards shall be erected at appropriate places in the
blasting site.
Proper Permit should be obtained for the job.
Blasting before & after checklist should be maintained.
Vibration record sheet to be maintained on periodical basis.

8.1 SAFETY MEASURES FOR CONTROL DRILLING AND BLASTING AS PER IS
4081 (1986) SAFETY CODE FOR BLASTING AND RELATED DRILLING
OPERATION
EXPLOSIVE TRANSPORTATION
The bore holes shall be carefully checked for the length and presence of water
etc.
Surplus explosives shall not be stocked near the work area during loading.
Explosives shall not be forced down a borehole or on obstruction in a borehole.
Loading of explosives in the boreholes shall be done by a non -Metallic fiber
stick.
Ensure barriers at a sufficient distance surrounding the area shall close all
approaches to the site, 10 minutes before the firing to take place.
First siren of 1minute duration shall be sounded for a single time for alerting and
make persons to go away from the blasting area to the safe distance.
A second siren shall be sounded three times after blasting.
Before sounding the second siren, the blaster shall ensure that all safety
measures are completed.

The blaster shall not return to the blasting area after firing, until at least 05
minutes have elapsed.
