Level of Service Descriptions LOS D
• Speeds decline slightly Highway traffic congestion is expressed in terms of Level of Service (LOS) with increasing flows as defined by the Highway Capacity Manual (HCM). LOS is a letter code • Density increases ranging from “A” for excellent conditions to “F” for failure conditions. The more quickly conditions defining the LOS for roadways are summarized as follows: • Freedom to maneuver is more noticeable limited LOS A • Minor incidents create queuing • Free-flow (FF) operation LOS E LOS B • Operation near or • Reasonably free-flow at capacity • Ability to maneuver is • No usable gaps in only slightly restricted the traffic stream • Effects of minor • Operations extremely volatile incidents still easily • Any disruption causes queuing absorbed LOS F LOS C • Breakdown in flow • Speeds at or near FF • Queues form behind • Freedom to maneuver breakdown points is noticeably restricted • Demand is greater • Queues may form than capacity
