Quality Management 2014 - Solution

(a) ISO 9001-2008's quality management system requirements would help facilitate good site waste management for the project by requiring procedures for planning, doing, checking, and acting. These procedures include setting policy and targets, preparing designs to reduce waste, forecasting and planning for waste reduction, managing actual waste movements, and reporting on performance. (b) To minimize waste, the company engaged a specialist team to design a waste forecast and management strategy. A diagram is required showing the outsourcing process between the client, design team, contractor, subcontractors, and waste management team according to the work described in part (a).

Question on Quality Management (by Sorn)

An infrastructure project in a main central business district is being planned for.  The project owner
has requested tenderers to prepare the tender with the management plan of the project.  The
owner has also requested to have a specific plan for the site waste management.

(a) Discuss how the quality management system requirements stated in ISO9001‐2008 will help
support and facilitate good practice in the site waste management of the project.  Noting
that good practice includes minimising the waste and its environmental impact, considering
reused and recyclable materials, etc.

According to ISO9001‐2008, procedures need to be defined for Plan‐Do‐Check‐Act.  The
procedures are:
Policy setup: administration details (responsibilities) and setting targets (objectives)
Preparation and concept design: to reduce/minimise wastes
Detailed design: waste forecast and waste reduction actions
Pre‐construction phase: waste carriers, waste destinations, waste management and
recovery actions
Construction phase: recording actual waste movements
Post‐construction phase: key performance indexes, reporting, comparing actual quantities
with estimates and the declaration

Answers are based on Watson and Howarth (2011),Construction Quality Management, Principles and

(b) A process required to minimise the waste is by conducting a proper design for waste
forecasts and waste management strategy.  Your company decided to engage a specialist
team to carry out the design task as well as the site management task.    Based on your
knowledge of ISO9001‐2008, draw a diagram to show the plan for this outsourcing process.

Students must provide a diagram involving client, design team, contractor & team, sub‐

The diagram must have links to show process flow according to the work as described in (a).
