I. General Background Information
UNIDO is currently implementing a project titled RURAL ENERGY FOR PRODUCTIVE USE AND
INCOME GENERATION IN CAMBODIA, which has the objective to demonstrate the technical and
commercial viability of renewable energy technologies with a focus on mini hydro, biomass, and
solar applications in terms of energy services as a vehicle for poverty reduction, UNIDO is
implementing a project consisting largely of four components:
1. To install PV battery charging stations.
2. To introduce solar drying for high value commodities (solar tunnel dryers).
3. To install the 150kW rice husk gasifier system.
4. To build local and national capacity "energy service companies" to utilize the
commercial potential of Renewable Energy Technologies, mainly hydro and biomass.
The TOR refers to third component of UNIDO project, namely setting up the 150kW Rice Husk
gasifier system at Charchouk Commune in Siem Riep Province, Angkorchum district, Cambodia.
This component consists an installation and commissioning of the gasifier system in order to
substitute old and costly diesel gensets which currently supply the distribution network. About
400 clients are connected to the distribution grid with a total estimated number of reachable
households of 650 in the license zone of the Rural Electrification Entreprise (REE).
II. Aim of the Procurement
The purpose of this requisition is the supply of equipment and provision of technical services for
the electrification of Charchouk Commune in Siem Riep Province, Angkorchum district,
Cambodia.
Offers should be submitted in the English Language.

The scope of UNIDO supply is:


a) 150kW rice husk gasification system (Vendor is not going to provide a 150 kW generator
set),
b) 50kW net output producer gas-engine;
c) Installation, commissioning and training.

V. Transportation
Transportation of all equipments is to be DDU – Incoterms up to project site at Dounsvar Village,
Charchouk Commune, Angkorchum District, Siem Reap Province, and Kingdom of Cambodia
including unloading.. The detail address will be provided. UNIDO and Ministry of Industry, Mines
and Energy will ensure import duty exemption.

VI. Installation

The installation of the system (Gasifier, producer gas gen-set, and connection to the distribution
grid) will be the responsibility of Supplier. The Supplier will ensure high quality performance of
the system. Human safety protection and environmental safeguards must be applied according
to EAC (Electricity Authority of Cambodia) standards.

VII. Training and maintenance


The training of 10 operators at the plant-site, participants would be selected by the commune
authorities and Plant Manager. Focus would be largely on explanation and demonstration of
procedures for operation and maintenance of the gasifier system and producer engine, and must
be conducted hands on, and imply close involvement of the operating staff during the
installation and commissioning phases.

Operational procedures would include:

1. Start up of gasifier;
2. Monitor of the gas flow, gas pressure and gas quality before injecting gas into the engines.
3. Monitor and follow up of the engine and gasifier system operation via the control panel.

Maintenance procedures should include:


1. Monitor and maintenance of gasifier and gas gen-set systems, including all related equipment
in accordance with the manufacturer’s maintenance manual;
2. Training and demonstration of methods of cleaning, replacing and installing component parts,
and initiating routine repair to piping, filters and pumps;
3. Training on trouble shooting.

Training Time:

Initial training would be for 45 days and this includes installation and commissioning periods.
The training process is expected to continue after commissioning during periodic after-sale
services visits throughout year 1 of operation (3 – 4 visits). The Vendor is to provide cost rate
per visit and total sum for 4 visits.

VIII. GENERAL TIME SCHEDULE


All works under the TOR have to be completed 5 calendar months after signature of contract.

IX. DELIVERABLES
The following will be submitted:
1) Installation, commissioning and training reports including certificate of
commissioning;
2) Final report with 1 month of test running report;

X. EVALUATION CRITERIA
 Compliance with the Technical specifications of proposed equipment;
 Minimum 3 years experience in design, installation and operation of biomass

gasification systems and provision of training services;
 At least one similar project completed (with references) in the last 3 years.

XI. PERFORMANCE & OTHER GUARANTEE


The guarantee period for materials and workmanship is 12 months from the date of acceptance
and operation of the plant.
The guarantee shall cover cost of replacement or repair of any defective equipment and freight.
If any repair is of specialist nature the Supplier shall provide a technician to carry out the work
at his own expense
