FORWARD

Common Schedule of Rates (CSR) being published by Punjab, PWD from time to time is a very
comprehensive document and useful in execution of development works in Punjab. Apart from Punjab
PWD this CSR is being used by number of Boards, Corporations, Public Sector Undertakings, Private
Sector Builders and Architects etc.

The CSR was first published in the year 1962 followed by revision in the year 1987. During the last 23
years, CSR has not been revised. 25 Nos. Addenda and Corrigenda on CSR-1987 have been issued from
time to time. The prices of Labour and Material have increased many fold and to update the rates, the
ceiling premium are being fixed from time to time by Zonal Committee of Superintending Engineers of
various departments.

It is utmost needed to revise the CSR due to introduction of new items in the market and evolution of
new material, machinery and modern construction techniques so as to make it really useful document.

I wish to place on record the technical input and effective co-ordination on the part of various
technical committees and the efforts put in by staff of CSR cell to finalize the CSR-2010

I am also thankful to all the Chief Engineers and Superintending Engineers for giving their valuable
advice and Executive Engineers and other staff members who gave their valuable suggestions and full co-
operation in the finalization of CSR-2010

I am sure that this CSR will be quite helpful to all the concerned in construction industry and
development works.

This CSR has been issued with the approval of the Direction Committee of Chief Engineers, in the
meeting held on 11.07.2011.

PREFACE

CSR - 2010
1 The Common Schedule of Rates 1962 was converted into metric system during 1965-66 as Interim
Common Schedule of Rates. Then it was revised in 1987. Then in 2010 reprint of CSR-1987 was
issued with the approval of the Committee of Direction of Chief Engineers by incorporating the A&C
slips No 1 to 21 and 25 (A&C slip No 22 to 24 relate to specifications).

2 Now the revision of CSR has become utmost necessary due to phenomenal increase in the rates of
material and labour and addition of new items in the market and evolution of new material machinery
and modern construction techniques over the past two decades.

3 As desired by hon'ble Chief Minister Punjab the revision work of CSR is undertaken on the
persuasions of Lt. Gen. (Retd.) B.S.Dhaliwal, Technical Adviser to Hon'ble Chief Minister Punjab. To
complete this task, Chief Engineer, PWD B&R, Chief Engineer Electrical (B&R), Chief Engineer
Water Supply and Sanitation and Chief Engineer Irrigation (Canal) were designated as Nodal Officers
vide Memo No. A.T.P.B/05/CSR dated 19th March 2010. The Chapters relating to Irrigation, Water
Supply and Sanitation and Electrical have been revised by the concerned departments and for
revising the remaining Chapters of B&R, 8 Nos. sub committees of convenors was constituted for
revising the different chapters. These revised chapters have been compiled and now the CSR - 2010
comprises the following chapters:-

(i) Chapter No. 1 to 27 and 31 to 32 Buildings and Culverts, Bridge, Road Works,
Irrigation Works such as Outlets, Lining and River
and Canal Protection works etc.

(ii) Chapter No 28 to 30 Public Health Works such as Water Supply,


Sewerage and Drainage and Sanitary Installations.

(iii) Chapter No.33 Electrical

4 This Common Schedule of Rates is applicable to the works to be executed by the various Branches
of the State PWD Punjab.

5 The Common Schedule of Rates-2010 based on market rate as on April 2010.

6 The rates given in this Schedule are for normal construction and maintenance works. For large scale
projects, specialized and emergent works like closure works, flood works etc. separate rates may be
determined by, the Chief Engineer of the Department concerned.

7 This Schedule will not be applicable to the agreements and work orders already in vogue and these
will continue to be operated on the basis of the previous Schedule till their completion.

8 The areas in the state have been sub-divided into the following two zones :-

PLAINS
Area of all districts of Punjab excluding sub-mountainous region but including Chandigarh and
Municipal areas/notified areas of towns of the Sub-mountainous region and road land width of
Ambala-Chandigarh-Hoshiarpur-Pathankot-Madhopur-Jammu road.

SUB-MOUNTAINOUS REGION
Sub-mountainous area includes the North Eastern side of Ambala-Chandigarh-Ropar-Garhshanker-
Hoshiarpur-Dasuya-Mukerian-Pathankot-Madhopur-Jammu road.
(i)
The works at New Delhi and Delhi shall be carried out on the basis of C.P.W.D. Schedule of Rates
and specifications.

9 The schedule of Rates, 2010 is based on detailed analysis of rates for each item of work.

10 The rates given in this Schedule are based on the latest edition of the Punjab P.W.D. specifications
including subsequent Addenda and Corrigenda issued from time to time for all chapters except
Chapter No.21, 22 "Bridges," Chapter No.24 "Road work" for which the specifications of Road and
Bridge work evolved by the roads wings of the Ministry of Road Transport & Highways Published by
the Indian Roads Congress New Delhi, are to be adopted. The rates in respects of "Electrical
Installations" Chapter 33 are based on revised specifications, 1985.

11 Unless otherwise specified, the labour rates for various items of construction include handling of
materials within 100 metres. The through rates include all rehandling of materials at site of work and
no payment is due to the contractor on this account.

12 The through rates, given in the Schedule, include the carriage of materials as follows :-

(a) For such materials as timber, and electrical goods, etc., which have to be arranged by the
contractor, the entire carriage is included in the rate, irrespective of the lead. For such materials
as bricks, brick ballast, bajri, sand, stone, bitumen and cinder, extra lead involved beyond 5 km,
is payable as per carriage rates.

(c) For bricks the through rates include the carriage within a radius of 5km. of site of work, if the
source of bricks is within that limit. In case the source is beyond the radius of 5 km. of the site of
work, the through rates include carriage upto first 5 km. measured from source of bricks
irrespective of the fact whether this initial distance consists of katcha and pucca or partly katcha
and pucca. The lead beyond this initial distance of 5 km. will be payable at the rates provided in
the Schedule of Rates for the corresponding subsequent kilometres. For this purpose the
source of bricks shall be the nearest possible working kiln or dump from where the bricks can be
obtained and the resources shall be certified as such by the Sub Divisional Engineer in writing
before releasing the payment.

13 The through rates include all octroi charges, toll tax, VAT, Labour Welfare Cess, turnover tax and
other local taxes etc., paid by the contractor in bringing the material to the site of work.

14 The through rates include the wastage and breakage of various materials during construction.

15 Unless otherwise specified, the labour rates include the cost of water, tools and plants, labour and
materials for scaffolding and cost of good earth for mud mortar and mud plaster wherever required.

16 In case of works below ground level like basement of buildings and public health works such as
sewers, disposal works etc, the rates upto a depth of 4 metres below ground level, shall be the same
as for work in superstructure above first storey. For depths greater than 4 metres, additional rates for
subsequent storeys shall be added. For works which are not deeper than 1.5 metres from ground
level, ordinary rates for works in foundation and plinth shall apply.

17 Where the description of any item is too long, only essential portion may be written in estimates,
tenders contract and measurement books, although it will be deemed to cover the entire item as
described fully in the Common Schedule of Rates.

18 Wherever the column for "Rates" is neither headed by "Plains" nor by "Sub-mountainous Region" the
same may be considered to apply to both the regions.

20 DECIMAL POINTS UPTO WHICH MEASUREMENTS SHALL BE TAKEN ARE AS UNDER:-

(i) All items of Punjab P.W.D. Common .. (a) Dimensions shall be measured to the
Schedule of Rates 2010 except as nearest 0.01 metre. However, rounding off the
mentioned below : figures shall not be applicable to conversion
of basic dimensions of material and as
restricted in the P.W.D. Specifications
(Punjab) in force from time to time.
(b) Area shall be worked out to the nearest
0.01 sq m.
(c) Cubic contents shall be worked out to
the nearest 0.01 cu m.

(ii) Loading, un-loading, stacking and carriage. .. Length, breadth and height of stack shall be
measured correct to a cm. Suitable deduction
shall be made to account for voids in loose
stacking according to factor, mentioned in
relevant chapters of specifications or
Schedule.

(iii) Dismantling .. Measurements to be taken correct upto the


place of decimal, as per respective original
items, mentioned in this para.

(iv) Supply and filling cinder on roof including .. Length and breadth shall be measured
light ramming. correct to a cm and average depth to 5mm.

(v) Items of skirting and dados, including that .. Correct to 3 mm where the height of skirting
on risers and treads of stairs of plaster, does not exceed 30 cm and where the height
precast terrazzo tiles, Agra red stone and of skirting exceeds 30 cm, it shall be
of terrazzo, etc. measured correct to a cm.

(vi) Items of skirting and dados, including that .. Correct to 1 mm where the height of skirting
on risers and treads of stairs of white does not exceed 30 cm, and where the height
Makrana Marble, Chittor Black Marble and of skirting exceeds 30 cm it shall be
of Kotah Stone, measured correct to a cm.

(vii) Hoisting of wooden beams. .. Length shall be measured correct to a cm and


breadth and depth, correct to 5 mm.

(viii) Wood work wrought, planed and fixed for .. In cubic metres nearest to four places of
trusses, chowkats etc. decimal. Length of each piece shall be
measured nearest to a cm and X-sectional
dimensions shall be measured as specified in
Ch. 17 of the Schedule, correct to 5 mm.

(ix) Shutters of all type. .. Shutters shall be measured in sqm nearest to


2 places of decimal, in close position,
covering the rebate of the frame. Over lap of
two shutters shall not be measured. The
width and height of shutter shall be measured
correct to a cm.

(x) Pelmets. .. The pelmets shall be measured along the


sides and face of planking correct to a cm.
(vi)
(xi) (a) Steel reinforcement. .. In accordance with the instructions contained
in the book of P.W.D. specifications, the
standard factor prescribed therein, shall be
taken in calculating the consumption of steel.
The change in the standard factor is
permissible only when the steel is weighed,
measured, and the conversion factor is
arrived at by a committee of the concerned
the Executive Engineer & the concerned Sub
Divisional Engineer of the work immediately
on receipt of the steel.

(b) Structural steel, steel window Finished sections shall be measured in


running metres correct to a cm and their
weight calculated, on the basis of which steel
is supplied to the contractor, by the Deptt. or
from standard tables for tested steel.

21 FOR ROUNDING OFF THE VALUES, THE FOLLOWING RULES SHOULD BE APPLIED.

(i) When the figure, next beyond the last figure or place to be retained, is less than 5, the figure in
the last place retained, shall be left unchanged.

(ii) When the figure, next beyond the last figure or place to be retained, is more than or equal to 5,
followed by any figures, the figure in the last place retained, shall be increased by 1.

23 The implications of tendered premium above or below (plus or minus) the ceiling premium fixed by
the Zonal Committee shall be as under:-
"The percentage tendered premium/abatement shall be added to/subtracted from Zonal Ceiling
Premium only. The percentage so arrived at shall be applicable to the basic rates printed in C.S.R."

DAILY WAGES
Notes :-
(i) The wages given below have been adopted for analysing the rates of various items of works.

(ii) The payment to the labour on daily wages will be paid as per rate fixed by the Labour Department
as per Minimum Wages Act from time to time.

(iii) The Chief Engineer of a branch, shall have full powers to authorise any increase in the labour
wages for departmental work for any length of time in any particular locality.

(iv) These rates are exclusive of contractor's profit and overheads expenses but inclusive of weekly
rest.

(v) The labour rates taken in this chapter are on the basis of minimum wages in Punjab fixed by
Labour Department, Government of Punjab as per notification of labour deptt. Punjab No. 11645 dt.
30-4-2010.

(vi) The rates of skilled & semi-skilled labour are inclusive of all necessary tools which are normally
carried by them according to trade practice in the locality.

Notes :-
(i) The Rates given below have been adopted for analysing the rates of various items of works and not
for obtaining supplies from market.

(vi) While making measurements for payment purposes, suitable deduction shall be made for voids to

CHAPTER NO. 4

LOADING AND UNLOADING


Notes :-
(i) These rates are inclusive of all taxes, Labour Welfare Cess and contractor's profit.

(ii) Where the lead for loading and unloading is more than the lead specified in the following rates, this
should be paid at carriage rates (Chapter No. 5) for second and third chains of 30 metres length as
the case may be.

(iii) The following rates do not provide for any special arrangements such as provision of mechanical
equipment for loading purposes. The unloading of heavy machinery or consignments requiring crane
work or special arrangements, will be done departmentally or paid for on the merit of each case.

(iv) While making measurements for loading, unloading or stacking suitable deductions shall be made to
account for voids in the loose stacking according to the factors mentioned in the relevant
specifications of materials as given in chapter No. 3 of the P.W.D specifications.

(v) The rates of loading, unloading and stacking shall also include the loading, unloading and stacking
of containers in which the materials are contained. For instance, if 100 tonnes of bitumen are loaded
or unloaded in 160/200 litres drums, the net weight of bitumen will be 100 tonnes and weight of the
drum will be over and above this weight. Nothing extra will be paid for the weight of the bitumen
drums which are supposed to be carried in addition to the bitumen with in the same rate.

(vi) Bricks and tiles shall be properly stacked in vehicles and not dumped. While unloading these shall
be directly placed into stacks and not dumped on the ground and then stacked.

(vii) The rates of item No. 4.29 to 4.40 are not payable over and above the rates of item No. 4.3, 4.7, 4.9
to 4.11 and 4.20 to 4.24.

(viii) Where the earth work is involved more than 100 cum than no unloading will be paid because
unloading shall be done by tipping.

CHAPTER NO. 5

CARRIAGE
Notes :-

(i) The rates for carriage of materials manually upto 0.50 km and by mechanical means for every km
lead, have been given. The actual lead is to be paid if the lead is in fraction, the rate is to be
worked out by interpolation.

(ii) These rates are inclusive of all taxes and contractor's profit.

(iii) These rates are worked out keeping in view the Hon'ble Supreme Court directions to stop
overloading. These rates are worked out taking into consideration the stipulated load to be carried by
the vehicle. If during the execution of work, it is found that over-loading of material is carried by the
agencies then the carriage rates are to be reduced by 50% and the recovery will be made from the
bill of agency suitable condition to this effect is to be provided in the DNIT.

(iv) Unless otherwise stated, the carriage rates do not include loading unloading and stacking for
purposes of measurements.

(v) For carriage of materials on river choe beds, 23 percent extra over the basic rates of kilometres
concerned, should be paid for actual river or choe bed-length involved.

(vi) For carriage of materials on unmetalled roads, 20 percent extra on the basic rates of kilometres
concerned excepting those for item No. 5.3 to 5.5 should be paid.

(vii) For carriage in sub mountainous area, the SE concerned may increase the carriage rates suitably
upto maximum of 30% of the rates provided for the plains, in case he is satisfied that the existing
schedule rates are not workable.

(viii) For carriage of lengths above 6 metres of heavy steel sections like RS Joists, rails etc. which cannot
be easily bent, increase the rates for steel in item No. 5.2 by 50 percent.

(ix) Carriage work if done by boats shall be paid at the same rate as given in this chapter for carriage by
road.

(x) Carriage rates of all materials carried in the containers include the carriage of containers in which the
materials are carried. Only the net weight of material carried, is payable excluding the weight of
container.

(xi) While making measurements of materials for the purposes of payment for carriage, suitable
deduction shall be made to account for voids in loose stacking. The factor will be different with
different materials and may be ascertained from the relevant specifications of that material, as given
in chapter No. 5 of PWD specifications.

(xii) The Superintending Engineer concerned may sanction the approved rates of Truck operators Unions
in specific and emergent cases, in case he feels that the existing schedule rates are not workable.

(xiii) The rates under item No. 5.6 do not provide for special carriage arrangements like cranes, trailors
etc. Carriage of machinery not covered by this item should be paid at special rates to be determined
after inviting quotations or tenders or the work may be got done by employing departmental labour.
