CONSUMER’S WELFARE AND

PROTECTION
Republic Act 7394 (RA 7394) is the "Consumer Act of the Philippines" which was
promulgated on July 15, 1992. It is the policy of the State to protect the interest of
the consumer, promote his generalwelfare and to establish standards of conduct for
business and industry.

THE CONSUMER PROTECTION GROUP

The Consumer Protection Group (CPG), headed by Undersecretary


Ruth B. Castelo, is in charge of the enforcement of laws to
protect consumers, consumer education, and formation of
consumer groups.

Under the CPG are the following bureaus/offices:

Bureau of Philippine Standards (BPS)


Develops, promotes, and implements standards and related
programs nationwide. It also participates and represents the
country in various standards-related activities worldwide and an
active member of the International Organization for
Standardization (ISO), the International Electrotechnical
Commission (IEC), the Asia Pacific Economic Cooperation (APEC),
and the ASEAN Consultative Committee for Standards and
Quality.

Consumer Protection and Advocacy Bureau (CPAB)


Functions as a policy-making body and oversees the advocacy of
trade and consumer protection laws.
Fair Trade Enforcement Bureau (FTEB)
Oversees the overall implementation of trade and consumer
protection laws. FTEB handles import regulation, sales promotion,
product standards monitoring, business licensing, enforcement,
mediation, and adjudication as regards the Consumer Act, Price
Act, and Business Name Laws.

DEPARTMENT OF HEALTH (DOH)


-The Department of Health (DOH) is the principal health agency
in the Philippines. It is responsible for ensuring access to basic
public health services to all Filipinos through the provision of
quality health care and regulation of providers of health goods and
services.

FOOD AND DRUG ADMINISTRATION (FAD)

-The Food and Drug Administration of the Philippines (formerly


called the Bureau of Food and Drugs)was created under the
Department of Health to license, monitor, and regulate the flow of
food, drugs, cosmetics, medical devices, and household hazardous
waste in the Philippines.

DOH through BFAD has been ensuring food safety by enforcing


the following activities:
• Inspection and licensing of food establishments;
• product registration; and
• continuous post marketing surveillance which includes monitoring
of trade outlets and product advertisements and product sampling
at manufacturers’ level
DEPARTMENT OF TRADE AND INDUSTRY PHILIPPINES
(DTI)
- is responsible for realizing the country's goal of globally
competitive and innovative industry and services sector that
contribute to inclusive growth and employment generation.

NATIONAL FOOD AUTHORITY


This Program aims to ensure that prices of staple rice and corn
are reasonable and affordable to consuming public. This is
undertaken through the various distribution strategies wherein
rice is sold at different accredited market outlets such as
accredited retailers, government agencies, private
institutions/others.
