India believe that security dilemma will always become every nation concern since
the very beginning and the dilemma was even stronger during the cold era which led the
world in a massive arms race in 20th century between superpower countries. India
acknowledge that the conflict today exists not only between United States and Russian
Federation, but it has escalated to other states actor including India-Pakistan, Israel–Arab
states, Greece-Turkey, Armenia-Azerbaijan and so on. This could lead us to a new
dreadful cold war or even worse. Delegate of India also recognize several problems that
we are facing, such as, the development of Hypersonic missiles by Russia and India,
missiles deployment on Spartly Island by China in South China Sea disputes, missiles
attack by United States, France, and United Kingdom to Syria since 2017, missiles attack
by Iranian – backed Houti Rebels in Yemen, the risk of uncontrolled Artificial
Intelligence in weapon and illegal smuggling of dangerous weapons and the list goes on.
The new problem escalates in the early 2018 when Russia created a new type of
missile known as the Hypersonic missile. This weapon can travel 10 times faster than the
speed of sound and is able to surpass almost all anti-missile defense systems. Several
states are developing the hypersonic missile for defensive – offensive purpose with first
use policy and India feels gravely endangered with this. India believes the arms race occur
because of the ambition of several countries to dominate other country militarily. India
condemn this purpose entirely. India had developed Mark I, Mark II and BrahMos
missile, collaborating with Russia as the fastest weapon ever created only as a protection
and defensive purpose. India’s interest in the involvement of this missile is done due to
the ongoing border conflict with Pakistan and China. The fact that they have stockpile
missile arsenals makes our Nation’s Interest to protect our country not to withstand any
consequences in weaken our military defense, emphasizing that India uses the same
weapon in a peaceful way.
As a country that has been raised with peaceful wisdom and attitude, India is deeply
saddens towards the causes of several missiles attack, amount of causalities, and the
destruction of infrastructure and we want that to stop this immediately. Henceforth, India
pays attention on the developing Artificial Intelligent (AI) on weapon alongside with the
debates regarding the prohibition or allowance on AI. Seeing from our perspective, we
believe AI is a new opportunity to reach on modern – efficient – accurate era and India is
interested in doing further research towards AI. India is also aware of the incident of the
Gaza strip where Iran adequately smuggled materials and supplies to Hamas militias that
was further used as a weapon to harm and terrorize other. India believes that this is an act
of intervention that could endanger every state. According to A/RES/50/172 “Respect for
the principles of national sovereignty and non-interference in the internal affairs of states
in their electoral processes”
In order to solve these international matters, especially on Hypersonic Missiles,
delegate of India proposes the Disarmament and International Security committee the
following solutions:
1. To avoid a massive development of Hypersonic Missiles, India propose an
establishment of a new body to set regulation and limitation, namely:
“International Hypersonic Missile Agency (IHMA)” involving 10 members
states namely; Republic of India, Russian Federation, Peoples of Republic of
China, United States, South Korea, Turkey, Japan, Taiwan, Iran and Israel.
a. India feels that it is just and possible to refer to these 10 states as
“Hypersonic-missiles Weapon Country” who were able and have
successfully test this type of missile;
b. Having the Mandate to limit and regulate Member States from developing
the Hypersonic. This body also observe and make reports to be sent
directly to UNODA and UNGA;
c. The purpose of this body is to avoid a massive development and
preventing arm race. Same like the reason of the establishment of Non-
Nuclear Proliferation Treaty which is to stop the development of nuclear;
d. This body will be under the supervision of UNODA;
2. Recalling Group of Governmental Expert (GGE) to research the advantage-
negativity of Artificial Intelligence (AI) on missiles and its ethical standard
with International Humanitarian Law (IHL). India understands that the reason
on why some countries want to stop the development of AI is because they are
afraid about the advancement of Artificial Intelligent technology. India believe
that we need a lot of research concerning this issue to make a wiser judgement on
how to utilize AI in weapons ethically and efficiently.
3. As a country that is raised with a peaceful ideology, India believe the most
peaceful and diplomacy way to solve any kind of conflict or war is through
Confidence Building Measure (CBMs) between disputes countries. India wish
to call upon the mediator from United Nations General Assembly towards the
negotiation table for dispute between member states.
4. India also suggest on maximizing The United Nations Convention against
Transnational Organized Crime (UNOTAC) role to surveillance and make
annual report to DISEC for controlling and eradicating smuggled materials and
supplies. India believes that the most dangerous enemy is the one from our own
borders, thus, every member state needs to maintain borders security.
Understanding that illicit trafficking has become an International Issue, India
encourages every state to be more cooperative and transparent on giving out
information of suspicious cargos and illegal arms trafficking. India also suggest
for a joint task force between neighboring countries to be formed in order to
keep a better and more secure border control.
Above all, Delegate of India encourages all States to believe with India and remind each
other that we are in here to reach peace, and seek out solutions, we are here to bring peace
to our world, we want to be Mahatma Gandhi in this committee. We hope to have a fruitful
discussion with all states to reach the best possible way.
