1. DEFINITIONS AND ACRONYMS
1.1 DEFINITIONS
Project Specific Training
Project specific training is training, developed or accessed by the project to ensure that
project members have the competencies required for project assignments.
Project specific training includes classroom courses, on-the-job training activities,
inductions (and toolboxes).
Training Attendance Record
QA/QC Training Report is a roster template which shall be recorded during training
activities.. Minimum information that shall be included in the form is:
 Name of training,
 Place of training,
 Trainer name,
 Date, time and duration of training,
 Total man hour
 Trainee information (ID, name, surname, company/department and signature)
Training Plan
The Training Plan specifies the project training goals for project members and defines
corporate and project specific training programs to achieve those goals.
Training Register Log
Training log used to determine how many hours’ trainings performed per month and
total score of training hours.
Training Evaluation
Training Evaluation is two paged, scaled questioned evaluation sheet which will be
filled in by Trainees at the end of training sessions in order to make plans for the further
trainings.

2. INTRODUCTION
The plant is located in the town of Chamchamal, which is located about 60 Km to the west of
Suleimanya city.

MGH has signed a contract with the Ministry of Electricity in Kurdistan Region to build SGPS with
a Capacity of 1500 MW on basis BOO (Build,Operate and Own). Work Started at site early 2008.
In the first and second phases (simple cycle), eight Frame-9E gas turbines were installed and
operated to produce 1000 MW and the contract for the simple cycle was signed with the
American Company GE and the German Company ABB.

As the Third Phase of the project, MGH started converting SGPS into a Combined Cycle with
additional 500 MWs capacity, by utilizing the gas turbine exhaust heat emissions to produce
steam in Heat Recovery Steam Generators (HRSG), which will used to generate electricity in two
steam turbines. This process increases the production efficiency without using extra fuel. It also
reduces the amount of CO2 emissions and frees the environment from combustion emission.
After the completion of the combined cycle, the plant capacity will be upgraded to 1500 MW.
It is worth mentioning that Sulaymaniyah power station is designed to operate on two types of
fuel, the prime fuel (natural gas) and secondary fuel (diesel).

The main parts of the Combined Cycle are:


- 9E gas turbines manufactured by the American company (GE).
- The steam turbines of the type (C7) manufactured by the American company (GE).
- Boilers(HRSG) of Belgian company (CMI).
- Air cooling systems from the German company (Enexio).
- The main and subsidiary transformers of the French company (Alstom).
- The main control system of the American company (Emerson).
- Gas pressure reduction system from the German company Bilfinger-Rotring.

The substation accompanying the plant is 132 KV for a Simple Cycle and a 400 KV for the
combined cycle, both were supplied by the Swedish company ABB and the power is transferred
from the station site via fourteen high voltage lines connected to the national grid in the
Kurdistan region.

3. PURPOSE

This procedure defines the work process for planning, implementing and documenting the
trainings of MG-DC-JV ECP project members.

4. RESPONSIBILITIES

4.1 Project Manager


Project Manager is responsible for
 Assuring that the project adequately assesses the competencies and training needs of the
site construction workforce.
 Assuring that the project develops an appropriate Training Plan to address the training
needs of project members.
 Evaluating, with input from the Department Managers, project performance in regard to the
Training Plan.
 Review and approval of training policies and procedures and for setting training goals for
project members.
 Supporting training required and provided by the corporate central functions.

4.2 Department Managers


Department Managers are responsible for:
 Identifying the training needs of the employees.
 Taking an active role in the training sessions as being trainer if possible, or being
speaker or participant at least.
 Requesting training activities for an employee, or a group of employees in a written form
by e-mail.
 Informing the Project Manager of project performance regarding the Training Plan.
 Identify and anticipating needs for training.

4.3 QA/QC Manager


The Project Quality manager is responsible for:
 Reviewing and approving the project training plan.
 Ensuring that the training needs of the project personnel is met during the project.
 Ensuring the effective implementation of training for project members appropriate for
their assigned duties.
 Supporting training responsible in planning the training activities in the project.

6. PROCEDURE

6.1 Training Planning


 The QA/QC Manager shall ensure that the project adequately assesses the competencies
and training needs of the project members and develops the appropriate Training Plan for
Project Members to meet these needs.
 The QA/QC Manager shall approve the project training goals based on business needs and
project resources.
 The training goals shall specify project positions that will be targeted for the training and
methods that will be used to deliver training.
 Training Plan shall be prepared in coordination with appropriate personnel, which is
consistent with project requirements.
 The Plan shall ensure that training is completed in a timely manner without disruption to the
work schedule.
 The QA/QC Manager shall approve the Training Plan.

6.2 Trainings and Recordings


 Project members shall take an active role in their training through participation in
available training activities and shall apply in their jobs competencies gained
through training.
 Training for Project members is intended to ensure these personnel have the
required skills to complete the project and to provide for employee development for
potential future project assignments.
 Productive personnel shall obtain approval from their supervisors to participate in
training activities and shall enroll in training activities approved by their
supervisors.
 Unproductive personnel shall obtain approval from his/her Department Manager,
QM, and PM for external trainings.
 Records and Reports of completed project specific training shall be retained in the
project files.
