1. Introduction

Road accident data is the most important data in road safety management. According to ‘Road Accident’
definition by Ministry of Road Transport and Highways (MORTH); it is an accident (collision, overturning
or slipping) which occurred or originated on a road open to public traffic resulting in either injury or loss
of life, or damage to property, in which at least one moving vehicle is involved. MORTH have come up
with a standard Road Accident Recording Form, which is designed to record all relevant information from
a road accident in a comprehensive and systematic manner. This form is designed to help the Police
compile the mandated Road Accident Reporting. The format covers a detailed account of the accident
such that this information may be useful for identifying and implementing relevant intervention. Road
Accident Recording Form collects about 59 different data fields covering below five segments:

1. Accident Identification Details


2. Road Related Details
3. Vehicles Involved in Accident
4. Drivers Details
5. Persons Involved in Accident (other than driver)

Eighteen various reporting formats were also suggested by MORTH, for reporting yearly accident data to
the Transport Research Wing of MORTH. In Kerala overtime the SCRB was collecting road accident data
and managing them in appropriate software. GeoKAMS, RSMS, RAPID are the accident database
managing software used by SCRB, of which RAPID is the latest software used. RAPID mainly focus on
collecting accident data through police department. Currently all accident related data fields are being
filled from the relevant police station reporting the accident. In reality the accident related data source is
spread across various stakeholders, like road related details is available with Public Works Department/
custodian of the road, vehicle related details may be available with the motor vehicle department, trauma
care related details may be available with the health department, etc. An accident database system which
can bridge the deficiencies in current accident reporting and managing system is required which can
allow all the stakeholders to key in relevant data regarding the accident.

2. Introduction to Road Safety Data Management System (RSDMS):

Road safety database is the first step towards achieving scientific road safety management. Without
systematic data collection and management, the system’s performance evaluation and improvement is
difficult. An ideal Road Safety database needs to be comprehensive, to meet the statistical requirements
and to assist in planning accident reduction measures. To prepare and implement effective road safety
improvement plan, quality database of road safety related assets is prerequisite, of which the lack of such
infrastructure is major contributor to accidents. Currently the relevant asset details are managed in bits
and pieces with corresponding stake-holding departments. The integration of State wide Road Safety
related data is a major task and may be carried out through an external consultancy project. Kerala Road
Safety Authority intended to implement a state-wide Comprehensive Road Safety Data Management
System (RSDMS). This Consultancy aims for implementing a computerised Road Safety Data
Management System to meet the total road safety project planning requirement of the State.

Accident statistics forms the key retrospective assessment base for road safety related projects and for
implementing required mitigations and interventions to reduce accidents. Effective accident black spot
improvement works cannot be implemented without a reliable and powerful accident database. Road
Safety Data Management System should also have the capability to handle historic accident data within
the platform of accessing dynamic external database.

3. Objectives of the Project:


The main objective of the project is to develop a comprehensive Road Safety database meeting the
statistical requirements and assist in road safety improvement project planning. The program objective
may achieve through the following sub tasks:
1. Implement Road Safety Data Management System (RSDMS) for data-driven road safety
management in a pilot district, and then subsequent roll out to all the districts of Kerala;
2. The RSDMS should be GIS based stand-alone cum web software system, which act as a
database server for road safety related infrastructure, road accident records, collision diagrams,
GIS based analysis and reporting. GIS analysis capabilities like spatial analysis, dynamic query
building, interactive editable road networks with option for linear referencing and dynamic
segmentation, crash risk profiling analysis, administration tools, and any other relevant modules
should be available;
3. To coordinate data collection with relevant stakeholders and to develop apt database of road
safety related infrastructure and facilities including details of major junction type and safety
features, road geometric details, trauma-care hospital details, ambulance service details, details
of traffic sign, road markings, street lighting, pedestrian footpath, crossing facilities, hand-rails,
bus bay/ bus stop, on-street parking, crash cushion and crash barriers, central median, bridges
and culvert details, details of hazardous objects, obstacles, school location details, traffic
enforcement devices, traffic calming measures etc.; but not limited to this.
4. Clearly demarcate the jurisdiction area of various police stations and RTO & Sub RTO with
polygonal cordons within the GIS application. Trauma care centres and Ambulance service area
polygons may also be established with in RSDMS.
5. To assist in establishing an Road Accident Database in coordination with SCRB’s RAPID system
and set up an acceptable database within RSDMS..
6. Provide continuous support (up to 3 years) for system maintenance, data quality assurance,
data collection and management and capacity building of all stakeholders in road safety.
7. Prepare suitable standard operating procedure (SOP);
8. To conduct training to Police/MVD personnel, PWD engineers, medical personnel, other stake
holders, and establish an on-going stakeholder driven training program for sustaining RSDMS
implementation.

4. Scope of Services:
The project scope is to successfully implement, maintain and sustainable usage of a comprehensive
Road Safety Data Management System (RSDMS) for the State of Kerala. Critical tasks and activities to
carry out the assignment and achieve the objectives include but need not be limited to the following;

 Customisation and implementation of a GIS based Road Safety Data Management System
(RSDMS).
 As per Kerala PWD manual, its mentioned that the PWD GIS has mapped all roads in Kerala
State including bridges, junctions, culverts and other objects of interest. It provides a complete
and accurate map of the road network in Kerala. The Road Network and other road safety asset
details from PWD GIS maybe explored and consider utilising the shape files to be used part of
our RSDMS.
 Easy amendments of RSDMS incorporating changes in data and modifications in functionalities,
under different revisions/versions, administrative controlling of online portals, and to set different
User Access Controls and different GUI’s of same version, if required.
 Explore relevant road safety related infrastructural asset/facility details and road safety deficiency
records available with stakeholders and third parties.
 Coordinating with KRSA and stockholders to set-out required data collection methodologies,
organise and supervise data collection and GIS integration process;
 The RSDMS should be made capable to incorporate details and/or plan projects on Road Safety
Audits, Vehicle / Pedestrian Traffic Counts, Road Safety Improvement Project Planning/
Proposals, etc.
 Pre-existing road accident reporting system and software accustomed in Kerala like GeoKAMS,
RSDMS, RAPID, etc should be thoroughly studied and reported. The scope for adopting /
integrating / adapting current road accident data base and other relevant data to be examined
and worked out appositely.
 Review the current accident data available in the State to allow an understanding of the present
accident scenario and also review the accident report form current being used in different parts
of the State to record information both at the accident scene and at other times as appropriate.
 Examine the reporting procedures and organisation structures which allow the entry of data into
the current recording system.
 The consultants have to provide GIS (preferably ArcGIS) based RSDMS application which can
meet the minimum requirements of the Police Department, emergency trauma medical care,
Accident site clearing recovery team and other stake holder departments.
 Review the current methods of analysis and information dissemination for the purposes of
statistical reporting, traffic & vehicle law enforcement and engineering purposes.
 Review the present status of accident database management in Trauma Care Medical Centres
under Directorate of Health Services covering Primary Health Centres (PHC), Taluk/District Head
Quarter Hospital, and Referral Hospitals at the State level. Also review the provision for covering
accident victims admitted in private hospitals.
 Integration of details from database of Directorate of Health Services pertaining to Trauma Care
Medical Centres and Ambulance available locations.

 Calibration and validation of accident database by various available data sources; including
review of Birth and Death Registers maintained in concerned departments to keep a tag on the
accident victims for a specified period after discharge from hospital.
 The consultants should identify and review modern accident reporting systems used in agencies
around the world that can be considered best practice. Specifically included should be any
system that would be particularly suited to Indian conditions.
 Review current best practice in GIS and map technologies with regard to the needs of a State
Road safety data management system, and equipping institutional capacity to handle the
technology.
 Develop or recommend new process – if required, which considers, the accident reporting
process and report form, methodologies for the efficient and accurate entry of data and the
development of information generated for clearly identified purposes. Design of any new process
should also ensure the outputs Police presently get through the existing system and shall be in
conformity with Ministry of Road Transport and Highways (MORTH) guidelines in respect of
consistency in the procedure for accident data collection and analysis.
 Consultant shall study the accident ground reference systems presently being followed by the
Police. If found inappropriate, need to equip police with proper GPS mechanism for accurate
ground referencing system in accident recording to facilitate accident spot related analyses and
future implementation of accident reduction measures.
 The consultant may have to develop mobile based application (for Android and iOS) or
suggest/provide customized handheld devices for easy, accurate and on the spot data capturing.
The device should be self-contained and capable of having - Accident Report Form (ARF),
Collision Diagram Platform, GPS, State Map, Camera, Wireless/mobile connectivity for
uploading data from accident spot.

5. GIS based Road Safety Management System


Geographic Information Systems (GIS) is preferred in road safety analysis due to the fact that spatial
factors such as land use, population density, population distribution, socio-economic factors as well as
environmental factors have strong influences on crash occurrence in addition to the commonly known
geometric design elements of roadways. GIS has been widely used for the geo-coding of accident
locations and developing map of crashes. Not only for visual representation, GIS has also been used to
enhance data integration and efficient handling of information from various sources.
GIS is considered as an efficient system for storing and managing accident data and also as a potential
tool for improving accident analysis process. Traditional identification methods for accident prone
locations are purely based on accident data reported by police. Important information such as, the land
categories, population density, roadway features, traffic characteristics and geographical characteristics
in accident sites are not taken into consideration for analysis. These information are the main data layer
for analyzes in GIS to ascertain the true cause of accidents and to suggest effective and efficient
countermeasures to improve road safety situation.

6. Road Network
The database is to be built as a geographic information system (GIS) to enable users to create/edit the
road safety and accidents data on digital maps. At the initial stage of implementation, consultants may

explore the availability of digitised GIS road networks from various stakeholders. PWD GIS has mapped
all roads in Kerala State including bridges, junctions, culverts and other objects of interest. It provides a
complete and accurate map of the road network in Kerala. If the available maps may not be highly
accurate in nature, then the road network should be updated and the system shall be designed taking
into account this factor. Maps of different scales need to be brought to a uniform scale and the base maps
need to be projected to a common projection system. Consultants need to work further on these maps to
the extent necessary to make it usable in the RSDMS implementation. RSDMS should have facility for
map import for updating of the digital map whenever more accurate maps area available. Consultants
also need to customise the system in such a way that road safety and accidents data not falling on the
digital maps are properly accounted and captured by the system so that accident data analysis cover all
the accidents occurred in the State.

The consultants need to implement tablet/mobile oriented web-based GIS enabled interface of RSDMS
and to customise with operational rights for various sake-hold users. The consultants shall technically
support installation and distribution of Tablets installed with relevant RSDMS app/web page with
appropriate user rights to all sake-hold organisations. The system should be designed in such a way that
RSDMS could be operational for both situations of with physical/ground references & punching the
locations on the digital map or with GPS in future and data entry process to be available in offline mode
as well. The Software shall meet the highest standards in quality, user friendly and flexible. It should be
easy to install and administer. The application should have help files and quality user manuals for benefit
of non-IT persons. Also suitable standard operating procedure (SOP) needs to be set out. RSDMS
version should be periodically or as and when required updated to best adapt to Kerala scenario or to
mitigate any flaws/bugs or to improve operation or to incorporate new capabilities, or any other need
identified within contract period.
The RSDMS should be capable of auto suggesting mitigation proposals for accident hotspots based on
its crash analysis capabilities, road safety deficiency records and created mitigation library. The RSDMS
should be developed as a tool to plan for type of road safety improvement projects, to identify road safety
improvement project corridor or area wise prioritisation and also assist in the financial planning road
safety improvement projects.
