Skills Enhancement Training on Good Governance for Barangay Officials


(Peace and Order, Financial Administration, Disaster Preparedness, Social
Protection, Business-Friendliness and Competitiveness and Environmental
Management)

Training Design

RATIONALE

The role of the barangays is quite vital in the Philippine Government for they are the
primary local government unit mandated to plan development projects in its territory and to
deliver some of basic services of the government to its people services.

Strengthening barangay governance through barangay empowerment is thus at the


heart of making government more effective, transparent, accountable and inclusive in its
public service. Considering the dynamics and directions in current development efforts of the
government, it is inevitable for barangays to come to the fore and spearhead development in
the grassroots. Enhancing the skills and competencies of the barangay officials and
functionaries are important to enable them to respond to their emerging roles as policy maker,
program planner and provider of basic services to their constituency.

One of the components of Barangay Newly Elected Officials towards Grassroots


Renewal and Empowerment for Accountable and Transparent Barangays (BNEO-GREAT) is
Sharpening the Saw through Skills Enhancement Training. This component is the deepening
component of the program. It is a flexible and demand driven component, in which barangay
officials are enabled to select and deepen their knowledge and skills on barangay governance.

In this light, the barangay officials, through this skills enhancement training will
become more effective, efficient and empowered barangay leaders.

Hence, this design.

OBJECTIVES

General
Provide participants the required competencies as necessary foundation as they
perform their mandated functions as local development managers

Specific
At the end of the training, participants shall be able to:

 Peace & Order:
o Barangay Anti-Drug Abuse Council and Barangay Peace and Order
Committee Functionality
o Katarungang Pambarangay Process
o Lupong Tagapamayapa Incentive Awards
o Maintenance of Registry of Barangay Inhabitants
 Financial Administration:
o Barangay Full Disclosure Policy
 Disaster Preparedness:
o Functionality of the Barangay Disaster Risk Reduction Management
Committee
o Risk assessment and Early Warning System
o CBDRRM & Contingency plan
 Social Protection:
o GAD Plan & Budget
o Functionality of the Violence Against Women Desk and Barangay
Development Council & BCPC
 Business Friendliness and Competitiveness:
o Barangay Tax Ordinance
o Reengineering of barangay systems & procedures
 Environmental Management:
o Compliance with the Ecological Solid Waste Management Act of 2000
o Materials Recovery Facility
o Functionality of the Barangay Ecological Solid Waste Management
Committee
 Seal of Good Local Governance for Barangays (SGLGB)

METHODOLOGY

Audio visual presentations, discussions and feedbacking will be utilized in the activities
to ensure that the objectives are met. (see attached session guide)

DATE AND VENUE

The activity will be held on February 23-25, 2018 at the Venus Parkview Hotel, Baguio
City.

A total of 120 participants from the barangays of Pagsanjan, Laguna are expected to
attend the activity, broken down as follows:

A total of ten thousand pesos (P10,000) will be allotted for the conduct of this activity
charged against MOOE, GAD and DRRM to defray the expenses subject to its availability and
the usual accounting and auditing rules and regulations

RESPONSIBILITY

The activity will be managed by the the Liga ng mga barangay and closely coordinated
with the DILG Municipal Local Government Operations Officer. Terminal report will be
submitted 10 days after the conduct of the training.
