Participatory Tool: Problem Tree

Objective and Relevance


This is a basic analysis tool used to deepen people’s understanding of their problems in the community by tracing the root causes of
current community issues and the effects of such problems. Problem trees are used to help community members realize that the only way
to solve their seemingly impenetrable problems is by addressing the roots.

Needed materials
manila paper, markers, meta-cards, masking tape

Procedure
1. Present and explain the problem tree to the participants. Point out the different parts of the tree and what each represents:
• Roots = the Root causes of the problem
• Trunk = the Problem
• Branches = the Consequences of the problem
2. Draw a tree with branches and roots. Identify community issues and problems.
3. Ask the participants to select a problem that the community would like to address and write it on a card. Tape the card to the
trunk of the Problem Tree.
4. Now ask the participants to identify the effects of the existing problem. Write these responses on cards and tape them to the
branches of the Problem Tree.
5. Ask the participants to list the root causes of this problem. Write each on a card and tape them to the roots of the Problem
Tree.

KEY PRINCIPLES OF PARTICIPATORY CAPACITY AND VULNERABILITY ASSESSMENT (PCVA) WORKSHOPS:

 Offsetting biases. Obtain different perspectives from different groups of people in the way realities in the community are
presented and analyzed. Be aware of your biases that inform your own way of assessing poor people’s conditions in the
community.
 Diversity and Differences. People of different origin (ethnic, socio-economic), religion, gender and age may have different
perceptions of the same situation.
 Gender Sensitivity. Check for the composition of the people participating in the PCVA workshop.
 Rapid and Progressive Learning. PCVA uses tools that can provide information about the different features of a community
within a short timeframe. Each tool contributes in building the analysis of the conditions in the community.
 Role Reversal. You as PCVA facilitators are in the community to learn from local people not to interrogate or to teach.
 Focused Learning. As time is limited for all, do not attempt to find out more than what is actually needed.

YOU AS WORKSHOP FACILITATORS SHOULD BE WILLING TO:

 “Hand over the stick”. We are facilitators, not teacher.


 Listen and learn from the people. Have the confidence that people can analyze, teach, and plan.
 Be flexible in applying, experimenting, combining different methodologies to allow people to express themselves.
 Open to commit mistakes, admit that we committed mistakes.
 Continuously try to do better.
 Be flexible with people’s priorities and schedule. We should be the one adjusting to their priorities, not them to our schedule.
 Spend enough time with the people in the field.

and to plan, act, monitor, evaluate and reflect.”
