Adopting the CY 2017 Barangay Disaster Risk Reduction &


Management Plan & Budget
objectives

CBDRRM (Community Based Disaster Risk Reduction


Management) is a process in which at risk communities are actively
engaged in the identification, analysis, treatment, monitoring and
evaluation of disaster risks in order to reduce their vulnerabilities and to
enhance their capacities. BARANGAY MAGSAYSAY CBDRRM Objectives
are the following:

 To involve the community of the barangay in decision making and


implementation of disaster risks management activities;

 To empower the community of the barangay to have meaningful


participation in the whole process of disaster risk management;

 To prioritize the most vulnerable ones of the community in the


barangay;

 To identify different perception of risks, vulnerabilities and


capacities of the barangay;

 And, to increase awareness of the local officials and the community


in the barangay, the importance and value of disaster preparedness,
prevention and mitigation, response and recovery and rehabilitation.
Contingency plan

I. OBJECTIVE

To be able to prepare the community based on the identified and


planned early warning system and evacuation plan to lessen and avoid
risks and vulnerabilities from the disaster that may occur and achieved
the zero(0) casualty in the barangay if disaster strikes.

II. EARLY WARNING SYSTEM AND EVACUTION PLAN

A. FLOODING
1. Continuous rain for a period of 1-2 hours brought about by the
coming monsoon rains and wind – The use of Megaphone or Lapel’s
loud sound to forewarn residents for the First Warning. They will
stay on a standby basis, prepare food and water and arrange
emergency kits. The Punong Barangay calls for a meeting to convene
a reactive BDRRMC. The Command Center is also reactivated.
2. Continuous rain for a period of 3-4 hours with one (1) downpour
30mm rainfall, mud and water flows in the rivers and clogging of
water in the canals that causes flooding to some areas in the
barangay – monitoring of the surroundings, prepare personal
belongings to be brought up to higher place in case rain water rises
and inform the Evacuation Committee for any flooding that may
incur in the barangay. Continuous monitoring and giving of early
warning signals to the residents.
3. Continuous rain for a period of 5-6 hours with one(1) hour downpour
50mm rainfall and rain gradually rising to higher grounds – The use
of Megaphone or Lapel’s loud sound to forewarn the residents for
the Second Warning. The first batch of residents was evacuated and
prepares the second batch of residents for evacuation at the
designated evacuation center. Rooms needed by the evacuees were
arranged and properly coordinated by the Evacuation Committee to
the Command Center.
4. Continuous rain for a period of more than 6 hours with one(1) hour
downpour 60mm rainfall and rain water continually rising to higher
grounds – The use of Siren for one(1) minute to forewarn residents
for a Forced Evacuation. The Evacuation Committee makes sure that
residents of affected part of the barangay were forced evacuated and
helps in the management of the Evacuation Center.

B. EARTHQUAKE
1. When earthquake occurs, use of Siren from the Megaphone for 2-3
minutes to forewarn residents of the barangay. Make sure that when
this kind of disaster occurs never forget the “Cover, Duck & Hold”
technique and always go to a safer place and do not panic. Stay calm
at all times.
C. FIRE
1. When fire occurs within the barangay, continuous use of the Siren
from the Megaphone for 5 minutes to forewarn the residents in the
affected area. Secure your personal belongings if you are near the fire
scene. Prepare yourself and your family for any disastrous eventuality.

III. CONCLUSION

Achieving a positive response from the community to awareness


campaign about the hazards and vulnerabilities can be a challenged that
should be addressed. It is therefore necessary that an effective
Information, Education Campaign (IEC) design and approach should be
ensured in order to capture the attention of residents and motivate
them to act accordingly. The campaign should also be sustained and
updated regularly. And most particularly, the community especially its
leaders should not take for granted the preparedness plan on disaster
because this will help a lot if able the disaster might come or happen.

ADOPTING THE CY 2017 BARANGAY DISASTER RISK REDUCTION AND


MANAGEMENT PLAN BUDGET

WHEREAS, Section 12 (a) of Republic Act No. 10121 and it’s IRR and further
reiterated by DILG MV No. 2010-143 dated December 09, 2010 mandates the
establishment of a Barangay Disaster Risk Reduction and Management Committee
(BDRRMC) in every barangay, which shall be responsible for setting the direction,
development, implementation and coordination of disaster risk management programs
within their territorial jurisdiction.

WHEREAS, Section 12 (c) (7) provides the local governments shall prepare and
submit to the local Sanggunian through the LDRRMC and the LDC the annual LDRRMO
Plan and Budget, the proposed programming of the LDRRMF, other dedicated disaster
risk reduction and management resources, and other regular funding source/s and
budgetary support of the LDRRMC/BDRRMC;

WHEREAS, Section 21 further provides that the LDRMMC shall monitor and
evaluate the use and disbursement of the LDRRMF based on the LDRRMP as
incorporated in the local development plans and annual work and financial plan;

WHEREAS, pursuant to above-mentioned provisions of the Philippine Disaster


Risk Reduction and Management Act o 2010, the BDRRMC submitted to this body the CY
2017 DRMM Plan and Budget for consideration;

WHEREAS, after thorough deliberation, it has been found out that said plan and
budget conforms with existing rules and regulations and contains programs, project and
activities necessary for disaster preparedness, risk-reduction, mitigation and
rehabilitation;

NOW THEREFORE, on motion of Barangay Kagawad Manolito R. Austria, duly


seconded by all members present and to prevent delay in the delivery of basic services
and facilities to the Barangay;

BE IT RESOLVED, AS IT IS HEREBY RESOLVED, TO APPROVED AND ADOPT


THE CY 2017 DISASTER RISK REDUCTION AND MANAGEMENT PLAN AND
BUDGET OF BARANGAY MAGSAYSAY;

RESOLVED FURTHER, to furnish copies of this resolution of the Office of the


Municipal Accountant, COA office, MLGOO and Municipal Mayor through the
MDRMMC for their information and references.

LEGAL BASES

Section 12 (a) of Republic Act No. 10121 and it’s IRR and

DRRM PLAN (4 THEMATICS)

I. DISASTER PREVENTION & MITIGATION

 Discuss the knowledge management, social


protection, public health, agriculture resiliency and
early warning system

 Empower the community of the barangay to have


meaningful participation in whole process of
disaster risk management

 Clearing of branches of trees along the barangay


streets or roadways

 Maintain the clearing or desilting operation of the


the drainage system in the barangay

 Encourage the community especially the Katipunan


ng Kabataan to conduct tree planting like
mangrove near the riverbanks or the coastal areas
II. DISASTER PREPAREDNESS PLAN

 Public awareness campaign on the Early Warning


and Evacuation System

 Identify different perception of risks, vulnerabilities


and capacities of the barangay

 Aware the community to be always prepare in case


of disaster

 Involve the community in the different


drills/training to increase their knowledge and
always ready in case of disaster

 Plan and budget for the rehabilitation site

 Providing of brochures/pamphlets to the


community about disaster preparedness
III. DISASTER RESPONSE

 Ensure that warning signals can be received by all


residents of the barangay

 Direct and supervise the evacuees to the evacuation


center during the disaster

 Locate or track injured, trap and move them to


some place where they can be treated or care for
their safety

 Distribution of supplies like canned goods,


clothing, medicines and other things needed for
operations and materials for temporary shelter and
others

 Monitor and report the condition or situation of


the extent of damages occur and identify
immediately to which areas require immediate
assistance
IV. DISASTER RECOVERY & REHABILITATION

 Make an assessment for the damage facilities

 Extent support & assistance to affected families

 Support and assistance provided from the calamity


funds

 Clearing and cleaning Anti-Dengue and De-clogging


canal Operations

 Monitor the destroyed/damaged canal cover in the


barangay

 Cotinuation/distribution of relief goods
