CHAPTER I
THE PROBLEM AND ITS SETTING
Background of the Study
Profiling is defined as the demographic interpretation of data
enumerated as follows: faculty member’s name, school affiliation, age,
employment status, annual gross income, length of service, current
academic rank, subjects being taught, highest level of education, and
industry practice.
According to Commission on Higher Education (CHED)
Memorandum Order No. 34 Series of 2001: Policies, Standards and
Guidelines for Engineering Education states that every civil
engineering faculty member is required to have a license issued by the
Professional Regulation Commission (PRC) and have obtained a
master’s degree in civil engineering or allied programs. The allied
programs to BSCE are Architecture, Electrical Engineering,

Electronics Engineering, Computer Engineering, Geodetic
Engineering, Industrial Engineering, Management Engineering,
Mechanical Engineering, and Sanitary Engineering.
According to Commission on Higher Education (CHED)
Memorandum Order No. 34 Series of 2001: Policies, Standards and
Guidelines for Engineering Education, at any given time, at least 10%
of the faculty members of the school or college of engineering should
be holders of the master’s degree. As an alternative, the holders of the
master’s degree must be set at 5%, provided that the other 5% of the
faculty have had at least ten (10) year experience in teaching
professional engineering subjects or ten (10) years of professional
practice.
The province of Pampanga has 11 schools which offer civil
engineering program namely: Angeles University Foundation (AUF),
Holy Angel University (HAU), Our Lady of Fatima University (OLFU),
Republic Central Colleges (RCC), Don Honorio Ventura State
University (Main Campus), Don Honorio Ventura State University
(Lubao Campus), St. Mary’s Angel, San Sebastian College, Don
Honorio Ventura State University (Mexico Campus), Guagua National

Colleges (GNC) and University of the Assumption (UA).
Statement of the Problem
Commission on Higher Education (CHED) provisioned
memorandum in Civil Engineering program. The memorandum was
provisioned last October 15, 2001, almost 18 years since it was
approved. The researchers came up with the following questions:
1. What is the percentage of faculty members with Master’s degree
in Civil Engineering and allied programs of each school in the
province of Pampanga offering civil engineering program, and do
these schools meet the percentage of Master’s Degree set at
10% or 5% each for Master’s Degree and industry practice?
2. What is the relationship of the six board exam results of the
school for three years with respect to the number of faculty with
Master’s degree in Civil Engineering and allied programs,
industry practice and teaching experience?
3. What is the total number of schools complying with the 10%
minimum percentage for Master’s Degree in Civil Engineering
and allied programs?

4. What is the total number of school complying with the 5%
percentage for 10 years of industry practice and 5% for 10 years
of teaching experience?
5. What is the percentage of compliance with the 10% master’s
degree, 5% of industry practice and 5% of teaching experiences
of each sampled school?
Significance of the Study
The significance of the study are as follows:
1. The result of the study provided an update to the Commission on
Higher Education with the lists of schools complying with the
Commission on Higher Education Memorandum Order No.34 Series of
2001.
2. The result of the study has given the Commission on Higher
Education the correlation of the six board exam results with the
number of faculty members with Master’s Degree in Civil
Engineering and Allied Programs, actual industry practice, and
teaching experience.

Scope and Delimitation
This study is limited to faculty members of civil engineering
program teaching Mathematics, General Engineering, and
Professional Subjects from first year to fifth year. Faculty members who
are teaching General Education, Mandated Courses, Physical
Education and National Service and Training Program (NSTP) are not
included. Schools that are not included in this research are Republic
Central Colleges and Don Honorio Ventura State University (Lubao
Campus and Mexico Campus).
This study is limited to faculty members with Master’s Degree in
Civil Engineering and Allied Programs. The master’s degree in
education and Business Administration are not included.
Included in the study are the data regarding the faculty profile of
civil engineering department of eight (8) schools in Pampanga, namely
Angeles University Foundation (AUF), Holy Angel University (HAU),
Our Lady Of Fatima University (OLFU), Don Honorio Ventura
Technological State University (Main Campus), St. Mary’s Angel,
Guagua National Colleges (GNC), and San Sebastian College.

Included in the study are the 6 board exam results of each school
for the months of November and May in civil engineering of the eight
schools for the last three years.
Review of Related Literature
According to Tancinco (2016), the Pearson correlation analysis
result of the faculty profile with Master’s degree and student
performance in the Licensure Examination for Teachers in Naval State
University proved that eligibility of the faculty (r=0.75, p=<.01), the
faculty members’ teaching experience (r=0.75, p=<.01), and subjects
taught for the last three years (r=0.78, p=<.01) were highly related to
their level of teaching performance. However, the highest educational
attainment was not significantly related to the LET performance.
According to Sanosa (2016), with an overall average in Major
Course posted at 47.96 of Naval State University in the Licensure
Examination for Teacher correlated for faculty with Master’s Degree,
revealed that the first time takers had a better performance in Major
Courses than in Professional Education.

According to RAND researchers (2004), the relationship
between the teacher’s educational attainment such as Master’s

Degree and student achievement by analyzing five years of board
exam performance reading in Los Angeles Unified School District
(LAUSD) suggest that, while the teacher is an important determinant
of a student’s achievement, there was no direct connection between
the assumed measure of degree and student achievement over time.
CHAPTER II
Research Methodology

Research Design
The descriptive method of research was used in the study which
examined the relationship of the faculty member’s Master’s degree,
industry practice and teaching experience with the board exam
performance for three (3) years of the schools and colleges in
Pampanga offering Civil Engineering program. The data gathered were
used to look for cause and effect relationships and therefore, were
used to make predictions and analysis.
Data Gathering Procedure
The data collection methods are as follows:
1. A letter was submitted to Commission on Higher Education
signed by the Dean requesting for endorsement that allowed the
researchers to conduct a survey in questionnaire form to the eight (8)
schools in
Pampanga.
2. A letter of endorsement was issued by the Commission on
Higher of Education for the research to be conducted.

3. A questionnaire was formulated and is subjected for approval by
the Dean and Commission on Higher Education.
4. The questionnaires are distributed to selected civil engineering
faculty members of each school with a standard allowable time of ten
(10) minutes per respondent.
Population and Sample of the Study
The respondents of the study were the faculty members of
schools offering civil engineering program. The method of sampling
that was used in this research was selective sampling since the
population size (66) is relatively small and the unavailability of some
faculty members is observed. In some cases, respondents may refuse
to speak against their organizations and some available respondents
may refuse to answer the survey questionnaires. The researchers
selected sample based on the characteristics of the population and
objective of the study. The sample selected must satisfy the given
alternative by the CHED Memorandum Order No.34 Series of 2001
that every faculty must have a minimum percentage of 10% with
Master’s Degree. Each of the samples of each school must contain

faculty with master’s degree in civil engineering and allied programs,
industry practice and teaching experiences. The margin of error is 0.12
(squared) as calculated in Slovin’s Formula.
In the current research, the sample members that were selected
had special relationship with the faculty profile and of the board exam
performance for three (3) years of the schools and colleges sampled.
Sufficient and relevant work experiences, good school graduate
background, high educational attainment and sufficient gross income
annually are considered for the study.
Statistical Treatment of Data
The data gathered were treated statistically using descriptive
statistics. The relationship between the board exam performance for
three years and the master’s degree in civil engineering and allied
programs, length of service and actual industry practice was
determined by the means of correlation. The correlation methods used
were Pearson’s Karl and T-test.

The table 1 shows the age of the faculty members of the eight (8)
schools offering Civil Engineering Program in Pampanga. It showed
that Guagua National Colleges faculty members are aged higher than
50 with 66.67%, Our Lady of Fatima University are aged 21-30 with
60%, St. Mary’s Angels College are aged 31-50 with 50%, Holy Angel
University are aged 21-30 with 87.5%, Angeles University Foundation
are aged 21-30 with 66.67%, Don Honorio Ventura State University are
aged 21-30 with 44.44%, San Sebastian College are aged higher than
50 with 66.67%, and University of the Assumption are aged 3140 with
50%.

The table 2 showed the employment and teaching status of the eight
(8) schools in Pampanga. Guagua National Colleges are full time and
probationary with 66.67% and 100% respectively, Our Lady of Fatima
University are full time and probationary with 60% and 100%
respectively, St. Mary’s Angels College are full time and probationary
with 75% each, Holy Angel University are 100% probationary and full
time, Angeles University Foundation are tenured and full time with
66.67% and 100% respectively, Don Honorio Ventura State
University are probationary and full time with 66.67% each, San
Sebastian College are 100% full time and probationary, and University

The table 3 showed the length of service of each faculty members of
the eight (8) schools in Pampanga. Guagua National Colleges all
worked for more than 6 years, Our Lady of Fatima University all worked
for 1 to 3 years, St. Mary’s Angels Colleges has 25% of faculty
members worked for 1 to 3 years, 50% working for 3-6 years, and 25%
working for more than 6 years, Holy Angel University’s faculty
members are working for 1 to 3 years with 50%, Angeles
University Foundation, San Sebastian College and Don Honorio
Ventura State University has 33.33% of faculty members who worked
for more than six (6) years, and University of the Assumption has 50%
of faculty members who worked for more than 6 years.

in Pampanga. Guagua National Colleges has 33.33% of faculty
members having an annual gross income higher than 180,000, Our
Lady of Fatima University has 40% of faculty members having an
annual gross income higher than 180,000, St. Mary’s Angels College
has 50% of faculty members having a gross income higher than
180,000, Holy Angel University and Angeles University Foundation has

The result showed that 8 out of 11 schools in Pampanga are complying
with the memorandum.
The result also showed that Guagua National Colleges is the
school that has high percentage of compliance with the CMO No.34
S.2001.

Findings and Discussion
The computed data showed that eight (8) schools sampled in
Pampanga offering Civil Engineering Program complies with the
Commission on Higher Education (CHED) Memorandum Order No. 34
Series of 2001.
In terms of 10% minimum of faculty members with Master’s
Degree in Civil Engineering and Allied Programs, only seven (7) out of
eight (8) schools complied. The result showed that University of the
Assumption had 0% of faculty with Master’s Degree but had 50% of
faculty members with 10 years of actual industry practice and 0% of
faculty members with 10 year of teaching experience. San Sebastian
College placed as the school with most faculty members having
Master’s Degree in Civil Engineering and Allied Programs with a
percentage of 66.67%. The 66.67% of faculty members in San
Sebastian College had Master in Civil Engineering Major in Structural
Engineering, and Master in Engineering Major in Electronics and
Communication Engineering respectively but the school had 0% each
for actual industry practice and teaching experience.

Guagua National Colleges have 33.33% of faculty members with
Master’s Degree in Civil Engineering and Allied Programs, 67% of
faculty with 10 years of teaching experience, and 33.33% of faculty
with actual industry practice.
Don Honorio Ventura State University have 11.11% of faculty
members with Master’s Degree, 33.33% with 10 year of teaching
experience and 11.11% with 10 year of actual industry practice.
Angeles University Foundation both have 33.33% in Master’s
Degree and teaching experience and 0% for actual industry practice.
Holy Angel University have 25% of faculty members with
Master’s Degree in Civil Engineering, 12.50% with 10 year of teaching
experience and 0% of faculty members with actual industry practice.
Our Lady of Fatima University had 60% of faculty members with
Master’s Degree in Civil Engineering, 0% of faculty members with 10
years of teaching experience, and 20% of faculty with 10 years of

Conclusion
Based from the findings on the study, Guagua National
Colleges complies with all the alternatives given by Commission on
Higher Education Memorandum Order Series of 2001. The school has
33.33% of faculty members with Master’s Degree, 67% of faculty with
10 years of teaching experience and 33.33% of faculty with 10 years
of actual industry practice. The highest board exam passing rate of the
school is 70% on the May 2017 board exam while the lowest passing
rate of the school in the board exam is 34.78% on November 2018
board exam.
Holy Angel University complied in terms of Master’s Degree and
Length of Service. The school has 25% of faculty members with
Master’s Degree and 12.5% of faculty members with more than 10
years of teaching experience. It is one of the best performing school in
the board exam for three years. The highest passing rate of the school

in the board exam is 63.98 in the November 2017 board exam while
the lowest passing rate is 38.24% on the May 2018 board exam.
St. Mary’s Angels College complied in terms of Master’s
Degree. The school has 33.33% of faculty members with Master’s
Degree. The board exam performance of the school is improving since
2016. The lowest board exam passing rate of the school is 9.52% on
the November 2016 board exam and the highest passing rate is 25%
in the May 2018 board exam.
Our Lady of Fatima University complied in terms of Master’s
Degree and actual industry practice. The school has 60% of faculty
members with Master’s Degree and 20% of actual industry practice.
The lowest board exam passing rate of the school is 0% in the May
2016 board exam and the highest passing rate is 28.57% in the May
2017 board exam.
Angeles University Foundation complied in terms of Master’s
Degree and length of service. The school has 33.33% both for
Master’s Degree and length of service. It is one of the best performing
school in the board exam. The highest board exam passing rate of the
school is 83.33% on May 2016 board exam.

Don Honorio Ventura State University complied in all the given
alternatives. The school has 11.11% of faculty members with Master’s
Degree, 33.33% of faculty members with 10 years of teaching
experience and 11.11% of faculty members with 10 years of actual
industry practice. The highest board exam passing rate is 51.95% in
the November 2017 board exam while the lowest passing rate is
27.03% in the May 2018 board exam.
University of the Assumption complied in terms of length of
service. The school has 50% of faculty members with 10 years of
teaching experience. The school is still competent in the board exam
with highest passing rate of 45.45% in the November 2018 board exam
and lowest passing rate of 25% in the May 2016 board exam.
Colegio De Sebastian complied in terms of Master’s Degree.
The school has 66.67% of faculty members with Master’s Degree. The
school has the highest percentage in terms of faculty with
Master’s Degree. Despite having the highest percentage of Master’s
Degree, it is the least performing school in the board exam with 0% of
passing rate for the past three years.

The correlation result for schools with Master’s Degree in Civil
Engineering and Allied Programs proved that there is no significance
for the year 2016 and 2017. The result proved that there is significance
for the year 2018 with a p value of 0.01 and 0.05 respectively. The
Master’s Degree in Civil Engineering is highly required for each faculty
members.
The correlation result for schools with actual industry practice
proved that there is no significance for the 2016 and 2017 board exam
results. The results proved that there is significance with the board
exam performance in the year 2018 with a p value of 0.05 in the
November 2018 board exam. Therefore, it is necessary to have an
actual industry practice of less than 1 year or more.
The correlation result for length of service proved that a faculty
member with more than 6 years of teaching is significant with the board
exam performance of each school. The p value for all the board exam
performances for three years is always >0.05. Therefore, it is required
for a faculty member to have a teaching experience of more than 6
years.

Recommendation
1. The researchers recommend to the Commission on Higher
Education to have an update of the CMO No.34 S.2001 which allows
faculty members to have an actual industry practice of less than 1 year
or more.
2. The researchers recommend to the Commission on Higher
Education to have scholarship grants for faculty members planning to
take a Master’s Degree in Civil Engineering or Allied Programs.
3. The researchers recommend to Commission on Higher
Education that this study is subjected for change for the incoming years
and need a constant update.

Background of the Study

Profiling is defined as the demographic interpretation of data

enumerated as follows: faculty member’s name, school affiliation, age,

employment status, annual gross income, length of service, current

academic rank, subjects being taught, highest level of education, and

Memorandum Order No. 34 Series of 2001: Policies, Standards and

Guidelines for Engineering Education states that every civil

engineering faculty member is required to have a license issued by the

Professional Regulation Commission (PRC) and have obtained a

master’s degree in civil engineering or allied programs. The allied

programs to BSCE are Architecture, Electrical Engineering,

Engineering, Industrial Engineering, Management Engineering,

Mechanical Engineering, and Sanitary Engineering.

Guidelines for Engineering Education, at any given time, at least 10%

of the faculty members of the school or college of engineering should

be holders of the master’s degree. As an alternative, the holders of the

faculty have had at least ten (10) year experience in teaching

professional engineering subjects or ten (10) years of professional

Holy Angel University (HAU), Our Lady of Fatima University (OLFU),

Republic Central Colleges (RCC), Don Honorio Ventura State

University (Main Campus), Don Honorio Ventura State University

(Lubao Campus), St. Mary’s Angel, San Sebastian College, Don

Honorio Ventura State University (Mexico Campus), Guagua National

Statement of the Problem

Commission on Higher Education (CHED) provisioned

memorandum in Civil Engineering program. The memorandum was

provisioned last October 15, 2001, almost 18 years since it was

approved. The researchers came up with the following questions:

1. What is the percentage of faculty members with Master’s degree

in Civil Engineering and allied programs of each school in the

province of Pampanga offering civil engineering program, and do

these schools meet the percentage of Master’s Degree set at
