SGLGB Technical Notes
DILG MC No. 2018-135 dated August 16, 2018 provides for the Technical Guide Notes on the

A INCENTIVES Based on DILG MC No. 2016-58 dated April 29, 2016, the determination of the official entries

4. MAINTENANCE Section 394 (d)(6) of the Local Government Code provides that the barangay secretary is Barangay Document RBI

3. 20% Component of the IRA Utilization. Information detail on the yearly barangay set in, with
expenditures on social development, economic development and environmental photo
management and other barangay expenses using the barangay IRA share. It shall be documentation
posted at the beginning of the specified fiscal year and shall remain posted for the
entire period covered.
6. Itemized Monthly Collections and Disbursements. This shall be posted within ten
(10) days following the end of every month by the barangay treasurer pursuant to
Section 513 of the Local Government Code of 1991 (RA 7160). All preceding monthly
documents shall remain posted under the subsequent monthly documents for
reference.
2. PERCENTAGE Based on Section 152 of the Local Government Code of 1991, the barangays may levy the Barangay Document Barangay

RESOURCES (a) Taxes – On stores or retailers with fixed business establishments with gross sales or from the Local

(b) Service Fees or Charges – Barangay may collect reasonable fees or charges for

properties or service facilities such as palay, copra, or tobacco dryers.
(c) Barangay Clearance – no city or municipality may issue any license or permit for
any business or activity unless a clearance is first obtained from the Barangay
where such business or activity is located or conducted. For such clearance, the
Sangguniang Barangay may impose a reasonable fee. The application for clearance
shall be acted upon within seven (7) working days from the filing thereof. In the
event that the clearance is not issued within the said period, the city or municipality
may issue the said license or permit.
(d) Other Fees and Charges – The Barangay may levy reasonable fees and charges:

(1) On commercial breeding of fighting cocks, cockfighting and cockpits;
(2) On places of recreation which charge admission fees; and
(3) On billboards, signboards, neon signs, and outdoor advertisements.

the same, to wit:

Rule VI Section 6 of the IRR of RA 9003 provide for the creation of a BESWMC and

DILG Memorandum Circular No. 2018-112 dated July 12, 2018 provides for the
organization or reorganization of the BESWMC.
DILG Memorandum Circular No. 2008-126 dated August 21, 2008 provides for the

guidelines in monitoring the functionality of LCPCs at all levels.
JMC No. 2016-01 dated January 12, 2016 among DILG, DBM, NEDA and PCW
was issued, providing for the guidelines in the preparation of GAD plans and
budget.

The establishment of MRF with the necessary or required stations/facility therein shall
