1.0 DOCUMENT TITLE

The title of this document is PICC Standard Method of Measurement, First Edition
(May, 2010), which is abbreviated to PICCSMM1. PICCSMM1 is intended to be
utilized in conjunction with the General Conditions of Contract, PICC General
Specifications or any other relevant provisions provided elsewhere in the Contract
Documents.

The Works shall be itemized and described in Bill of Quantities in sufficient details to
enables Bidders / Tenderers to price it adequately and the method of measurement shall
be stated in the Preamble to the Bills of Quantities. The Preamble shall state the methods
of measurement other than PICCSMM1, if any, which are adopted while preparing the
Bill of Quantities and to be used for measurement of completed parts of Works. Such
methods of measurement shall comprise those not covered by the PICCSMM1.

2.0 OBJECTIVE

The objective of PICCSMM1 is to set forth the procedure according to which the Bills
of quantities shall be prepared, priced and the quantities expressed and measured.

3.0 DEFINITIONS
3.1 In this document and in Bills of Quantities prepared according to the procedure set forth
herein the following words and expressions have the meanings hereby assigned to them,
except where the context otherwise requires.

3.2 “Conditions  of  Contract”  means  the  “General  Conditions  of  Contract”  as  provided  in  the  
Bidding/Contract Documents prepared by the Pakistan Engineering Council (PEC).
3.3 Words and expressions defined in the Conditions of Contract have the same meanings
herein.

3.4 All references to clauses are references to clauses numbered in the Conditions of Contract
and reference to paragraphs are references to paragraphs numbered herein.

3.5 The word   ‘Work’   includes   work   to   be   carried   out,   goods,   materials   and   services   to   be  
supplied, and the liabilities, obligations and risks to be undertaken by the Contractor
under the Contract.

3.6 The  expression  ‘expressly  required’  means  as  shown  on  the  Drawings  or  as described in
the Specifications or as instructed by the Engineer pursuant to the relevant provisions of
Conditions of Contract.

3.7 ‘Day work’   means   the   method   of   valuing   work   on   the   basis   of   time   spent   by   the  
workmen, the materials used and the plant employed.

3.8 ‘Original  Ground  Surface’  means  the  surface  of  ground  before  any  work  has  been  carried  
out.

3.9 ‘Final   Excavated   Surface’   means   the   surface   indicated   on   the   Drawings   to   which  
excavation is to be carried out.

3.10 ‘Commencing  Ground  Surface’  for  an  item  in  a  Bill of Quantities means, the surface of
the ground from where that particular item of work has commenced.

3.11 ‘Excavated   Ground   Surface’   for   an   item   in   a   Bill   of   Quantities   means,   the   surface   to  
which excavation included in that particular item of work is to be carried out.

3.12 A hyphen between two dimensions means a range of dimensions which includes all
dimensions exceeding that preceding the hyphen but not exceeding that following the
hyphen.

4.0 GENERAL PRINCIPLES

4.1 Units of Measurement

The unit of measurement for each item shall be that stated for the item in the
PICCSMM1. The unit of measurement stated against a descriptive feature in the
PICCSMM1 shall apply to all items to which that descriptive feature applies. Meter,
Kilogram, Second (MKS) system of units has been adopted everywhere.

4.2 PICC Codes

Works   are   classified   into   various   “Sections”. Unique code has been allocated to each
item of Work for its identification and presentation in the PICCSMM1, Bill of Quantities
and elsewhere. Coding arrangement is as given hereunder:
First two digits represent the  “Section”
Next  two  digits  represent  the  “Part  of  Section”

Next digits represent the subsequent levels

4.3 Part of Section

Method of measurement has been defined for each part of the Section to be executed and
measured for payment.

4.4 Measurement Rules

Measurement rules set out the conditions under which work shall be measured and the
method by which the quantities shall be computed. In addition to measurement rules,
following general conditions shall also apply:

a. Quantities of acceptable completed work relating to any part of specification shall


be computed net using dimensions from the drawing and as per method given in
this document except otherwise specified in special provisions or else in contract
documents. No allowance shall be made for bulking, shrinkage or wastage.
b. All the work to be measured related to any part of specification, if required, shall
be classified and measured separately as per Bill of Quantities.
c. The contractor is not entitled to claim difference in quantity calculated by the
standard method of measurement and actual quantity as per site of a specific item
except provision made herein, special provisions, or elsewhere in the contract
documents.

4.5 Definition Rules

Definition rules define the extent and limits of the item of work represented by a word or
expression used in the work classification and in the Bill of Quantities prepared in
accordance with PICCSMM1.

4.6 Coverage Rules

Coverage rules provide that the work stated is deemed to be included in the appropriate
items to the extent that such work is included in the Contract. In addition to coverage
rules, following general conditions shall also apply:

a. Loading, unloading and transportation of material related to any item of work.

b. All the items and activities in PICCSMM1 shall deem to be included all
operations required to perform the work as per Contract Documents.
c. Additional coverage rule which are necessary for complete understanding of
method of measurement are given against relevant item or activity.

4.7 Additional Description Rules

Additional coverage rule which are necessary for complete understanding of


works/activities covered under method of measurement are provided against such
particular item of work.
