The Meeting was called to order at 9:00 AM.

AGENDA/HIGHLIGHTS OF THE MEETING

1. Barangay Drug Clearing Program

Agent Charry Ann Guan of PDEA Tarlac reoriented all present


with regard to the following pertinent laws, rules and regulations relevant
to Barangay Drug Clearing Operations, viz:

DDB Resolution No. 12, s. 2004 – Guidelines in the Conduct of


Barangay Drug Clearing Operations;
DDB Resolution No. 02, s., 2007 – Providing for Revised Guidelines
in the Conduct of Barangay Drug Clearing;
DDB Resolution No. 03 s, 2017 – Strengthening the Implementation
of Barangay Drug Clearing Program;
New Parameters of Barangay Drug Affectation;
Parameters of Drug-Cleared Barangay;
Documentation and Preparation of Drug Clearing Folders;
Implementation of Drug Clearing Operations;
Activation of BADACs;
Organization of House Clusters;
Collection of Information and Communication of Watch list;
Drug Personality Profile;
Management of Watch list;
Establishment of Referral Rehabilitation Desk;
Processing of Voluntary and Compulsory Rehabilitation;
Oversight Committee on Barangay Drug Clearing; and
Safeguards after Declaration of Drug-Free Barangay.

2. Drug Dependency Examination

MLGOO Aimee L. Tavisora gave un update with regard to the


barangays who have sent their drug surrenderers for Drug Dependency
Examination (DDE) at the Drug and Alcohol Treatment and Rehabilitation
Center, Tarlac City. She reminded everyone that aforesaid examination is
a significant requirement for the issuance of “drug cleared” certification
from PDEA.

Moreover, she announced the barangays that are in the process


of acquiring Barangay Drug Free Certification from PDEA: Sinigpit, San
Juan de Milla, Nagmisaan and Cayanga.

3. Peace and Order Update

PInsp Teddy Martin of reported on the following matters:

A. Operational Accomplishment (January – September 2018)

a. Managing Police Operation

1. Conduct of Checkpoint – 2 checkpoints/day or a total of 972


from January to November to preempt any incident
perpetrated by lawless elements particularly Motorcycle
Riding Suspect;
2. Conduct of Oplan Bakal/Sita 2 Oplan Sita/day or a total of 648
from January to November 2018;
3. Beat and Mobile Patrol – 41,472 Beat Patrol and 57,024
Manhours Motorcycle and Mobile Patrolling from January –
November 2018; and
4. Oplan Katok Firearms – 332 FA holders were visited and 56
were renewed.

b. Focused Crime Police Operation – PNP Paniqui has recorded a


total of 66 Focus Crime Incident.

B. Anti-Illegal Gambling Accomplishment – 7 Anti-Illegal Gambling


Operations which resulted to the arrest of 34 personalities.

C. LOI Manhunt Charlie Accomplishment – arrest of 64 wanted persons


with warrant of arrest coming from lower and higher courts.

D. Police Response Accomplishment – 195 personalities who


committed different crimes were arrested.

E. Project Double Barrel Accomplishment – a total of 69 Anti-Illegal


Drugs Operations were conducted which resulted to the arrest of 78
drug suspects and death of 5 during armed encounter.
