SUBJECT: TEN YEAR DEVELOPMENT PLAN OF MERGED AREAS

Reference PIP Section’s Memorandum No. 4(1-42)/PIP/PC/2018-19 dated

19th November, 2018 on the subject cited above. The subject plan document has been
examined and following comments are furnished as desired please:-

(i) A separate pillar under the subjects of (i) Promotion of Social

Entrepreneurship,(ii) Education Training and Rehabilitation of Persons
with Disabilities, (iii) Empowerment of Women and (iv) Promotion of
Religious Tourism may be incorporated.
(ii) Gender/Women Development and special education may be allocated
funds according to their population in said Development Plan.
(iii) Under the above highlighted subject areas, entrepreneurial promotion
ideas for the region and development of start-ups for increasing
employment of youth are essential for the area.
(iv) The women are required to be provided skills and entrepreneurship
trainings along with access and awareness to the opportunities.
(v) Special Education Centers for education training and rehabilitation of
Persons with Disabilities be established in merged areas under the subject
plan.
(vi) For promotion of tolerance in the society and integration of minority
communities, the potential of religious tourism in the region may be
explored and promoted for pluralistic society.

(i) SARRC Center for Social Development may be established in one

of the country engaging leading social sector specialist of the
region and a degree program in Development Studies may be
devised for the representatives of public, private and of civil society
organizations by granting scholarships.

(ii) Capacity building initiatives/trainings/seminars/workshops may be

organized as a regular feature with the representation of each
country of the region.

(iii) Funds for Social Window of SARRAC Development Fund may be

enhanced and projects in social development may be encouraged
for sponsorship.

(iv) Exchange Visits of students, public representatives, strengthening

MEMORANDUM

Subject: 6TH JAPAN – PAKISTAN HIGH LEVEL ECONOMIC POLICY DIALOGUE

(PJHLEPD)

Reference ITF Section’s Memorandum No. 11(23)/ITF/PD/19 dated 15th January,

2019 on the above cited subject. The following proposals for Human Resource Development of
the officers of the Social Welfare Sector are submitted for consideration:-

i) Long & Short Term courses in social development planning, public policy
and special education for officers of the federal and provincial
governments.
ii) Capacity building initiatives/trainings/seminars/workshops may be
organized as a regular feature with the representation of each country of
the region.
iii) Knowledge sharing exchange visits of Japan in area of inclusive
education, training and rehabilitation of Persons with Disabilities (PWDs).
iv) Exchange Visits of students, public representatives, strengthening women
entrepreneurs and civil society for creating better understanding of social
issues across the region and strengthen regional coordination and
prosperity
v) Experience sharing in the field of welfare initiatives for ageing population,
care and rehabilitation of older people.
