Brief Description of

PQA
The Philippine Quality Award (PQA) is an integrated approach to
performance management that sets the standard of excellences to help
Philippine organizations achieve world-class performance. It provides
an inter-nationally comparable framework and criteria, patterned after
the Baldrige Performance Excellence Program of the US, for assessing
organizational performance. It is a template for competitiveness based on
the principles of Total Quality Management.

It is the highest level of national recognition for exemplary organizational


performance which is given by no less than the President of the Philippines
in appropriate ceremonies usually held at the Malacañan Palace.

Established through Executive Order No. 448, issued by President Fidel


V. Ramos on October 3, 1997, the award is given to organizations in the
private and public sectors which excel in quality and productivity.

It was institutionalized through the signing of Republic Act No. 9013 on


February 28, 2001 by President Gloria Macapagal-Arroyo, also known as
the Philippine Quality Award Act.

PQA ELIGIBILITY
REQUIREMENTS
1. Has been in existence for at least three (3) years at the time of
application.

2. Self-sufficient to be examined in all seven criteria categories


and can be inspected in the Philippines.

3. Compliant with all statutory and regulatory requirements.

4. Has employees who had attended the PQA Application


Development Course.

PQA APPLICATION FEE


Php 50, 000.00 - For medium to large organizations, all
provinces and cities, classes 1 & 2 municipalities, line agencies,
GOCCs and GFIs

Php 30, 000.00 - For small organizations, classes 3 - 6


municipalities, and regional offices of line agencies and bureaus

The PQA helped us design an integrated framework for academic


excellence―a guide for the institution to continuously review
and upgrade procedures in curriculum development, teaching
expertise, structural upgrading, student affairs, and global
preparedness. The PQA is a very good tool because it focuses on
the particular aspects of results, products, and process outcomes.
More than an awards-giving mechanism, we at the Lyceum view

The PQA served as an eye opener for us. We used to rest and
lay back on the fact that Makati is Metro-Manila’s premiere city
and the country’s foremost Central Business District (CBD).
The PQA knocked sense into us and reminded us of the need
to guard against the plague of complacency that afflicts many
bureaucracies and public servants. We realized that we in
local governments must always look for ways to become more
relevant, because relevance is not all about programs that make
us compete with other LGUs. It is making a visible difference in
the lives of constituents. It is more than providing them with food,
shelter, and education for their children―it is about making them
our partners in governance, securing their future, and raising their
sense of dignity and self-respect. The PQA was more than just a
window for us to look at the way we did things. It gave us valuable
insights and inputs to our operations so we could constantly
improve the quality of our services to the people.
