At the end of this write-shop, attendees will:
- Understand the laws that govern the practice of
Professional Mechanical Engineering
- be aware of the process of the PME examination
- Identify the requirements for PME application
- Will be able to construct the title of their proposed
engineering report
- Will be able to construct the abstract of their chosen
topic
- Have full understanding on the PME application
process
Republic Act 8495
• Title: This Act shall be known as the –
Philippine Mechanical Engineering Act of
1998
• An Act Regulating the Practice of Mechanical
Engineering in the Philippines
Practice of Profession
A person shall be deemed to be practicing mechanical
engineering or rendering mechanical engineering service
within the meaning and intent of this Act when he performs
the following:
1. Consultation, valuation, investigation and management
services requiring mechanical engineering knowledge;
2. Engineering design, preparation of plans, specifications and
projects studies or estimates for mechanical equipment,
machinery, or processes of any mechanical works, projects or
plants;
3. Management or supervision of the erection, installation,
alteration, testing and commissioning of mechanical
equipment, machinery, or processes in mechanical works,
projects or plants;
Practice of Profession
4. Management, supervision, operation, tending or
maintenance of any mechanical equipment, machinery or
processes in mechanical work, projects or plants;
5. Management or supervision of the manufacture, sale,
supply or distribution of mechanical equipment parts or
components;
6. Teaching of mechanical engineering professional subjects
in government recognized and accredited engineering
schools; and
7. Employment in government as a professional mechanical
engineer, registered mechanical engineer, or certified
plant mechanic if the nature and character of his work is
in line with his profession requiring professional
knowledge of the science of mechanical engineering.
Practice of the Profession
Field of Action Authorized for Each Category:
Prohibition.- It shall be unlawful for any person,
unless authorized under this Act:
1. to be in responsible charge of the preparation of
plans, designs, investigations, valuation, technical
reports, specifications, project studies or
estimates or to be in performance of other
professional mechanical engineering activities
unless he is a duly licensed Professional
Mechanical Engineer

2. to teach professional subjects in mechanical
engineering course unless he is a duly licensed
Professional Mechanical Engineer, or a Masters-
degree or Doctorate degree holder in mechanical
engineering
3. to be in responsible charge of the construction,
erection, installation, alteration, or of the
performance of a mechanical engineering service in
connection with the manufacture, sale, supply or
distribution of any mechanical works, project or
plant either for himself or for others, unless he is a
duly registered Professional Mechanical Engineer
or Mechanical Engineer

1. Original and photocopy of Birth Certificate of NSO-Issued
Birth Certificate in NSO security paper.
2. Original and photocopy of NSO-Issued Marriage Certificate
in NSO security paper (for married female)
3. Lists of designs undertaken with the supervision of a PME
4. Curriculum vitae
5. Two (2) titles of proposed engineering report each with a
short write-up and table of contents
6. NBI Clearance
7. Updated Professional ID as Mechanical Engineer

8. Affidavit of Competency – 2 copies with valid PRC ID of
PME
9. Affidavit of Applicant
10.Certificate of Experience (PRC Form 104) duly notarized
signed by a registered PME
11.Detailed Description of Machineries and Equipment
Handled (PRC Form 105.20.1-A)
12.Application Fee/Oral Examination Fee – Php 900 upon
filing

Topic Selection
- Propose two report titles from your field of
expertise
- Previous projects done/completed or current
project proposals
- Title may start with Design, Installation,
Commissioning, Operation and Maintenance of
(size/capacity of system) of (project name),
(location of project)
Activity: Propose 2 Titles
Abstract Preparation
• Should be concise but detailed.
• May be prepared in three (3) paragraphs:
1. Introduction – includes the purpose of the report,
the ownership, other introductory details
2. Body – includes the system to be included in the
design
3. Conclusion – includes the importance and
benefits of the study
Activity: Draft the Abstract
Timeline
1. Preparation of documents – 1 week

2. Submission to PRC – 1 day
3. 1st Interview – BME will provide the schedule
4. Report Preparation – 60 days from the date f the
1st interview
