LESSON RATIONALE
This lesson digs deeper into the power of government. Students will learn about different services that are provided to citizens
by the government. We will also discuss their role in the services (paying taxes) by being a citizen. To show their knowledge of
the content, students will make a flap book and pick three services to focus on.

READINESS
I. Goals/Objectives/Standard(s)
A. Goal: Students will be able to describe the functions of multiple services provided by the government.
B. Objective: Given a specific service provided by the government, students will be able to explain the importance of it.
C. Standards: 3.2.1: Discuss the reasons governments are needed and identify specific goods and services that
governments provide (examples: governments provide community services such as fire and police protection, trash
and snow removal, and safe drinking water)
NCSS: Standard 1: Content Knowledge – Candidates demonstrate knowledge of social studies disciplines. Candidates
are knowledgeable of disciplinary concepts, facts, and tools; structures of inquiry; and forms of representation.
II. Management Plan
a. Materials:
• Boxes (police/fire cars, trash bag, bottle of water)
• Functions of government handout (examples)
• Paper for flap book
• Crayons pencils

b. Time: 25-45 minutes


c. Space
• Students will be at their desks

d. Behavior
• Students will be expected to sit quietly and pay attention to the lesson
• They will also be expected to participate in group / partner activities
• I will provide engaging material to help support the students and ensure they are
paying attention.
III. Adaptation to Individual Differences and Diverse Learners:
• For students who may struggling with comprehending, or coming up with different functions of government, I will
provide a handout with examples of functions they can reference throughout the lesson. The card will include eight
different functions provided. Students will be able to use this to come up with ideas or think of different services on
their own.

IV. Anticipatory Set
• Bring in three different boxes, each box will have a different item in it (fire/police cars, trash bag, bottle of water).
Open the boxes in front of students
• “Today I brought three boxes with me. I need all of your help to identify what’s in each box.” Open the first box. Show
item to students. Ask, “What’s in this box?” Allow time for student responses. Open the second box. Show item to
students. Ask, “What’s in this box?” Allow time for student responses. Open the third box. Show item to students.
Ask, “What’s in this box?” Allow time for student responses.
• “Now that we have opened all of the boxes, turn to your elbow partner and discuss similarities within these objects.
What connections do these objects have together?” Allow time for students to discuss. Come together and have a
whole class conversation. “What did you all talk about?” Allow time for tables to share ideas. “These objects all
represent services the government provides to us as citizens. Without these services, our world would look very
different.”

V. Purpose: “Today, we are going to discuss how the government provides different services for us, including police and fire
protection, trash removal, and safe drinking water. We are also going to discuss as we, as citizens, play a role in this
process”

VI. Lesson Presentation (Input/Output)


• Start by defining the word – government.
o “Before we can talk about what the government does for us, we need to remind ourselves what the
government is. Does anybody know/remember what the government is?” Allow time for student response.
(If students are able to say – use verbal praise – “That’s right! Good job!” If they aren’t able to say, give
them the definition – “A government is the governing body of a nation, state, or community. This means
that they have the authority to conduct the policy, actions, and affairs of a state, organization, or people”
• Explain some functions of the government
o “There are multiple functions a government is able to produce. Some of these functions include: public
transportation, military, postal service, and much more. We are going to watch a quick video to explain
more of what the government provides for us. As we watch this video, pay close attention to the types of
services the government provides that we haven’t talked about yet.” Watch video.

o “Turn and talk to a partner and discuss services you saw within the video.” Allow time for students to
discuss. “What services did you see within the video?” Talk as a whole class.

• Government provides schooling, roads for transportation, police protection, public
libraries
• Government is able to provide this for us by citizens paying taxes on items they buy
• We all work together to keep the country going
o Flap Book Activity
▪ “I’m going to pass out handouts that have examples of services provided by the government. I am
also going to pass out another piece of paper that you will use to write about three different
services. You can use the handout and pick three services, or you can come up with your own
ideas.”
▪ Pass out materials. Allow time for students to work. Walk around, observing and helping as
needed.
• “First, write your name on the back of your paper. Then, fold your paper hotdog style
and make sure the crease is on the left side. Now, take your pencil and draw two lines on
the paper, so that it makes three boxes. Take your scissors and cut along the lines you
drew. This is how each service you chose will be separated. On the front of your flap
book, you will write the name of the service you chose. One the inside, you will draw a
picture, and then next to it, write about the importance of your specific service you
chose.”
• I will have a flap book already completed to bring in, so students can use as a reference.
I will also make one with them, to model how it is done.
▪ After work time, allow students to share flap books with table groups.

VII. Check for understanding:


• Flap book activity
• Look for student comprehension on services provided by the government
• Check by ability to draw a picture representing the service and write out the significance of that specific
service
VIII. Review learning outcomes / Closure
• Allow time for students to share their flap books with classmates at tables. Then ask for three volunteers to share
with whole class.

• “Before moving on, I have one more task for you to complete. You each have a sticky note on your
desk. One that sticky note I want you to write about how public libraries are a service provided by
the government. Make sure you use specific details to support your ideas.”
