INTRODUCTION

Quality Assurance for an organization is a must because an organization that guarantees its quality is an
organization that always meets the needs and satisfaction of its customers, because satisfied customers
will increase to become loyal customers and this will give benefits to the organization concerned. The
legal basis of the quality assurance system is Law Number 20 of 2003 concerning the National Education
System and PP 19 of 2005 concerning National Education Standards, in the National Education System
Law No.20 of 2003 Article 50 paragraph 2 implies "The government determines national policies and
standards national education for Quality Assurance, then in article 51 paragraph 2 it is said that the
management of higher education units is carried out based on the principles of autonomy, accountability,
transparent Quality Assurance and evaluation.

The Cause of Not Running the Internal Quality Assurance System due to Lack of Knowledge and Experience
and the lack of training on Academic Quality Assurance. Understanding SPMI Safeguarded In Article 53 of
the Law on Dikt, SPM Dikti consists of SPMI and SPME or Accreditation. PMI is a systematic activity of
quality assurance of higher education by each university autonomously or independently to control and
improve the tertiary education in a planned and sustainable manner.

Aris Junaidi (2010) Quality Assurance System is a management system to direct and control an
organization / institution in determining policies, objectives, plans and quality processes / procedures and
their continuous achievement. Definition Quality assurance according to Elliot (1993) is all systematic
plans and actions that are important for providing trust that is used to satisfy certain needs. Where these
needs are a reflection of customer needs. Quality assurance usually requires continuous evaluation and is
usually used as a tool for management. The Purpose of SPMI The Internal Quality Assurance System aims
to guarantee the quality of higher education organized by universities, through the implementation of the
Tridharma of Higher Education, in order to realize the vision and meet the needs of stakeholders.

The achievement of quality assurance objectives through SPMI, in turn will be accredited through the
external quality assurance system (SPME) by BAN-PT. This can be implemented internally by the relevant
PT, controlled and audited through accreditation activities carried out by the National Accreditation
Agency (BAN) High or other institutions externally. So that the objective assessment of the maintenance
and improvement of academic quality on an ongoing basis in a college can be realized. As described above,
SPMI (and SPME or Accreditation) aims to improve the quality of education in a planned and sustainable
manner. This goal can only be achieved if each university has implemented SPMI properly and correctly,
and outside is requested for accreditation (SPME). How far the Higher Education Exceeds the Directorate
General of Higher Education which shows the standard setting of the Higher Education set by the tertiary
institution is an embodiment of the two other objectives of the SPMI, namely to: a. Achieving the vision
and implementation of the college's mission, and b. Meeting the needs of the high education
stakeholders.

General Purpose of SPMI The objectives of quality assurance activities are as follows: 1. Assist continuous
and continuous improvement and improvement through best practice and innovation. 2. Make it easy to
get help, either money loans or other facilities or assistance from a strong clan institution can be trusted.
3. Providing information to the community according to their goals and time consistently, and if possible,
comparing standards that have been achieved with competitor standards. 4. Ensure that there are no
unwanted things.

In addition, the purpose of holding quality assurance is to satisfy various parties involved in it, so that they
can achieve their respective goals. 5. Maintain and improve the quality of educational institutions in a
sustainable manner, which is run by an educational institution internally to realize its vision and mission.
6. To meet the needs of stakeholders through the implementation of education. In a sense, with the
existence of quality assurance it is expected that graduates (educational output) have superior
qualifications in accordance with the expectations of the government and society. Achieving quality
assurance objectives through quality assurance activities carried out internally, will be controlled and
audited through accreditation activities carried out by BAN-
