CHAPTER 1 PROBLEM AND ITS BACKGROUND

1.1 INTRODUCTION

Caloocan City is located at the National Capital Region (NCR) which is

divided into two parts: North and South Caloocan City. The city population is

dense which results to the overcrowded of the area. Barangay 7 of

Sangandaan of South Caloocan City is one example of an overcrowded of

residential spaces. Based on the National Statistics Office, as of 2015 the city

has a population of 1,583,978.

Also, spaces for parks and recreation in South Caloocan is very limited.

The area for open spaces and parks is decreasing due to the high number of

commercial and residential developments. It is stated in the Comprehensive

Land Use Program that the South Caloocan City has 0.10% of land area for

parks and recreation or a total of 1.30 hectares. This total area for parks and

recreation is deficient a lot of hectares according to the land use standards for

municipal parks per 1000-population. The required total area for 2013 would

be 27.9 hectares based on 500 square meters per 1,000– population. By 2025

the required area for parks and recreation would be 30 hectares.

As the establishments and population increases, the needs of opens

spaces also increase. The researchers propose for an urban recreational forest

to the residents of barangay 7.

Thus, the study will present the projected situations of the residents of

barangay 7 Sangandaan to address the standard ratio of open spaces at

Caloocan City. This research also targets to solve the mentioned problems

architecturally in an ecological way.

1.2 BACKGROUND OF THE STUDY

Caloocan City is one of the most urbanized City in Metro Manila. It is

also one of the busiest City in National Capital Region (NCR). Investments in

industrial and commercial businesses are increasing rapidly because the city

is the gateway to the North that make Caloocan City more accessible. Many

commercial and residential developments are arising in the city because of the

increase population and rising economic status.

Unbalance ratio of open spaces to the establishments in an urban area

is the major concern in this research. The aim of this proposal is to provide

awareness to the people of Caloocan City on how an open space is important

to the urbanized cities.

1.2.1 LEGAL BASES

A. PRESIDENTIAL DECREE No. 1216

Defining "open space" in residential subdivisions and amending section

31 of presidential decree no. 957 requiring subdivision owners to provide

roads, alleys, sidewalks and reserveD open space for parks or recreational

use.

B. CALOOCAN CITY COMPREHENSIVE LAND USE DEVELOPMENT PLAN

1.3 STATEMENT OF THE PROBLEM

As the demand of the residential and commercial space increase, the

availability of open spaces decreases. The impression of open spaces for

business district is that an open space is lack of income generating. Aside from

that, carbon emission is also a problem in the Caloocan City. Too much carbon

emission brings pollution to the city which cause to affect the health of the

people and the ecological balance of Caloocan City.

1.4 GOALS AND OBJECTIVES

GOAL

• To create an urban recreational forest that will provide an ecological

balance to the community of Caloocan City.

OBJECTIVES

• To provide an urban forest that will protect natural resources that will

benefit the current and future generations.

• To provide a recreational area within the ecological environment that

will promote improvement of quality of life

• To establish a space that will give a good environmental impact on the

community.

• To provide a healing environment for the health of residents of Caloocan

City.

1.5 SCOPE AND DELIMITATION

SCOPE

The scope of the study focuses on developing the open space into an

urban recreational forest that will help to improve the quality of life and to

provide ecological balance to the city of Caloocan.

DELIMITATION

The study is concerned solely with the architectural solutions response

to the need of open spaces in Caloocan.

1.6 SIGNIFICANCE OF THE PROJECT

The prime beneficiaries of this project are the group of residents/ people

within the area of Sangandaan, Caloocan City.

BARANGAY LEVEL

Provide a best open space for barangay 7 Sangandaan. Improve the

quality of life of residents in the community.

CITY LEVEL

Improve the environmental impact of open space in Caloocan City.

Reduce the carbon footprint produced by the establishments. Increase urban

biodiversity in Caloocan City. To promote the importance of open spaces

within the City.

REGIONAL LEVEL

Reducing of pollution due to developing of urban forest. Decrease the

mortality rate in Caloocan City. To promote of the importance of open spaces

in National Capital Region (NCR).
