Preface
Dun & Bradstreet India (D&B) is pleased to announce the 9th edition of
its publication ‘Leading SMEs of India’. The publication is an insightful
compendium and serves as a ready reckoner on the Indian Small and
Medium Enterprises (SMEs) sector. The publication was launched at the
‘Dun & Bradstreet – RBL Bank SME Business Excellence Awards 2018’ held
in Mumbai.
D&B’s research suggests that there are 81 mn economic entities in the country
(excluding entities involved in crop, public administration and defense). Many
of them are single-person units operating from huts in villages, non-permanent
structures etc. Excluding these entities, there are over 27 mn entities which
we term as ‘commercially visible’. MSMEs account for around 99.9% of these
27 mn entities, they contribute to 35% of India’s GDP and employ 25% of
India’s non-farm workforce. D&B’s research on MSMEs across countries suggests that most entities
evolve from micro to small to medium and (sometimes) large entities. Therefore, at any point in time
you expect to see a distribution of these entities across the spectrum, from micro through to large. In
developed markets, around 50% of the entities are micro and 40% are small/medium. In India, over
95% of total entities are micro and 4% are small/medium. The optics of the India distribution shows
a gap, which economists refers to as ‘The Missing Middle’. The reason is that Indian micro enterprises
are finding it difficult to scale up and grow into small and medium sizes. So, what holds them back?
Why do they struggle to scale up? Have their problems changed over time?
For over a decade, D&B India has done an annual survey of MSMEs to understand the issues and
challenges that they face. The library of responses we have compiled now cover thousands of MSMEs
and several years, but the problems they cite have not changed. There are four deficiencies they cite:
Access to finance, Availability of adequate infrastructure, Availability of skilled labour and Inadequate
power supply.
It is our view at D&B that of these, ‘Access to finance’ is the most critical challenge. In other markets
like Indonesia, Philippines, China, Malaysia, USA, Sri Lanka and Vietnam, an average of around 21%
of MSMEs have access to formal sources of finance. The corresponding number for India is just 4%.
Closing this gap can unlock huge potential for the Indian micro enterprises. The minority of Indian
micro enterprises that do have access to external finance report 19% Return on Capital Employed
compared to only 2% for micro enterprises that do not have access. This is a huge opportunity for
lenders: the higher profitability can be shared with lenders to serve debt which in turn can be at
higher interest rates. In other words, this is an MSME problem that can be solved, and profitably.
Over the decades, numerous government policies have attempted to address the formal source of
lending to MSMEs. But more needs to be done. And other parties need to get into the act as well:
The RBI, banks, NBFCs, private equity players to name a few.

Dun & Bradstreet has always believed in the power of small and medium
enterprises (SMEs) for the socio-economic development of the country. For
the third time in a row, Dun & Bradstreet and RBL Bank Limited have come
together to reinforce their commitment towards the development of the
small and medium enterprises (SMEs). As a sign of this commitment, we are
launching the ninth edition of the publication ‘Leading SMEs of India 2018’.
India has a long history of entrepreneurship and with India emerging as the fastest growing major
economy, the role of small and medium enterprises is greatly accentuated. Keeping in mind the
pivotal role of SMEs in national development, the government has introduced various reforms aimed
at strengthening the SME sector. Some of these include the ease of registration process of MSMEs
through the ‘Udyog Aadhaar Memorandum’ - a simple online one-page registration form; creation
of a MSME Data Bank; and the launch of a web-based application module, namely, MyMSME to
facilitate the SMEs to take benefit of the various government schemes. These initiatives along with
extensive adoption of digital technology and using e-commerce platforms to reach out to a wider
consumer base will ensure that the SMEs have a competitive edge in the long run.

Methodology
‘SME Business Excellence Awards 2018’ is a joint initiative by Dun & Bradstreet and RBL Bank Limited
for recognizing and felicitating the leading small and medium enterprises (SMEs) and Mid-Corporates
in India. This edition of awards has recognized 27 winners across various sectors and theme-based
categories. The various sectors include auto components, chemicals, digital solutions, electrical &
electronic goods, engineering & machinery (excluding auto components), food processing & agro
products, IT & IT enabled services, pharmaceuticals, professional & business services, renewable
energy, textiles & garments and transportation & logistics. Further, the initiative also recognizes
success stories in the theme-based categories such as Best Global Business, Most Socially Responsible
Company, Most Innovative Company, Best Employment Initiatives, Best Women Empowerment
Initiatives, Best Green Initiatives and the Best Woman Entrepreneur.
The Awards, in conjunction with the publication ‘Leading SMEs of India 2018’, acknowledges and
highlights the achievements of leading Indian SMEs and Mid Corporates in their respective categories.
Eligibility Criteria
Small and medium enterprises are defined as companies with FY18 annual turnover between
` 50 mn – 2,500 mn. This is based on the new proposed government definition for MSMEs (micro,
small and medium enterprises). The Mid-Corporate category is defined as companies with FY18
annual turnover between ` 2,500.01 mn – 5,000 mn.
Shortlisting Process
• Dun & Bradstreet has reached out to SMEs and Mid-Corporates across the country through
multiple channels such as print and online medium, industry associations and councils, the Dun
& Bradstreet internal database, etc.
• Through this process, we have sought financial details of SMEs and Mid-Corporates for FY18, FY17
and FY16 through annual reports, audited statements, etc. In addition to financial information,
companies were requested to provide qualitative information in the form of presentations,
certifications, client testimonials and other documents to “Make their Own Case” for excellence.
• Dun & Bradstreet used a proprietary model (employing a combination of quantitative and
qualitative parameters) to analyze various detailed submissions by companies and to shortlist
probable winners across various award categories.

Selection of Award Winners
The shortlisting of probable winners was duly evaluated by a very eminent panel of industry leaders
and experts at a jury meeting. The final award winners were selected by the jury panel on the basis of
multiple factors of excellence, during their discussion, and were agreed upon by mutual consensus.
The publication, ‘Leading SMEs of India 2018’ profiles 27 award winners of ‘SME Business Excellence
Awards 2018’ who have demonstrated exemplary performance in their respective fields. Profiles of
the award winners comprise their business operations and notable achievements that will serve as an
inspiration to other aspiring entrepreneurs. In addition to the award winners, the publication features
177 companies that participated in the awards process and that have shown strong performance and
potential for future. These companies are featured in a section titled “Featured SMEs”.
A standardised format has been used for reporting information received by the companies. Each
company featured in the publication has been allotted a unique identification number (D-U-N-S ® -
Data Universal Numbering System). This will help readers locate and obtain full-fledged information
reports on these companies from the Dun & Bradstreet database.
‘SME Business Excellence Awards 2018’ and ‘Leading SMEs of India 2018’ is a tribute acknowledging
the resilient performance of the SME sector in today’s volatile economy. This, we believe, will

MSMEs IN INDIA
MSMEs in India
India has emerged as one of the fastest growing economies of the world. The country’s remarkable jump on
World Bank’s Ease of Doing Business ranking, increase in infrastructure investment coupled with the conducive
policy environment are expected to accelerate growth momentum for the economy. At this juncture, the Micro,
Small & Medium Enterprises (MSME) segment is expected to play a crucial role in helping Indian economy
to set on high growth trajectory. The development of this segment is extremely critical as it will not only
help in India’s quest for establishing itself as a manufacturing hub, but will also generate new employment
opportunities. Moreover, MSME sector will also nurture the development of new entrepreneurs.
Definition of MSMEs
As per Micro, Small and Medium Enterprises Development (MSMED) Act, 2006, MSMEs are classified into
micro, small or medium enterprises based on their investment in plant & machinery (for manufacturing
enterprises) or equipment (for service enterprises).
In July 2018, the government introduced ‘The Micro, Small and Medium Enterprises Development (Amendment)
Bill, 2018’ in Lok Sabha. The amendment to 2006 MSME Act introduces new criteria for classification of MSMEs.
As per the amendment, all MSMEs (both manufacturing and services) will be classified on the basis of their
annual turnover. The bill is still pending in Lok Sabha.

The proposed criteria for classification of MSMEs is expected to eliminate the need for inspections as well as
improve ease of doing business.
Performance of MSMEs
With MSMEs accounting for almost 90% of all enterprises in India, the sector has played a prominent role in
the economic growth. In FY16, the sector accounted for 32% of nominal Gross Value Added (GVA) and 29% of
nominal GDP.
As per National Sample Survey (NSS), 73rd round (conducted during July 2015-June 2016 and results published
during June 2017) on unincorporated non-agricultural enterprises in manufacturing, trade and other services
sectors (excluding constructions), there were 63.4 mn unincorporated non-agricultural MSMEs in the country.

Around 36% of MSMEs were involved in trade related activities, while 33% were engaged in other services
and 31% were in manufacturing activities. The NSS data further reveals that 32.5 mn MSMEs (51.25%) were
located in rural area, while 30.9 mn MSMEs were in the urban areas. Amongst states, Uttar Pradesh had 14.2%
of estimated MSMEs in the country as per the survey, followed by West Bengal with a share of 14%. The top
10 states together accounted for a share of 74.05% of the total estimated number of MSMEs.
The category-wise distribution of enterprises reveals that the micro sector accounts for more than 99% of
total estimated number of MSMEs. On the other hand, small and medium sectors accounted for 0.52% and
0.01% of total estimated MSMEs respectively.
As per the NSS data, mere 20.4% of total estimated MSMEs are owned by female entrepreneurs, pointing
towards predominance of male owners in proprietary MSMEs. Although similar ownership pattern is seen in
rural and urban areas, there are more women entrepreneurs in rural areas (22.24%) as compared to urban

areas (18.42%). Amongst categories, male dominance is more pronounced for small and medium enterprises
with 95% or more enterprises being owned by them. On the other hand, 77.8% of micro enterprises are
owned by male owners.
As per NSS 73rd round results, MSME sector has created 111 mn jobs across the country. Out of the total
employment generation by MSMEs, 55% (61.2 mn) of jobs have been created in urban areas, while remaining
45% (49.78 mn) have been created in rural areas.
Growth of MSMEs
The growth of MSMEs can be assessed from the data on opening of new MSMEs. From Sep 2015 onwards,
Entrepreneur Memorandum Part-II have been replaced by the Udyog Aadhaar Memorandum (UAM). Since
then 5.5 mn MSMEs have been registered under UAM till date. Out of these new registrations, 89.2% are micro
enterprises, 10.4% are small enterprises and 0.4% are medium enterprises. The state-wise distribution reveals
that Bihar, Maharashtra, Tamil Nadu, Uttar Pradesh and Gujarat are the top five states which collectively
accounted for 61.4% of total UAM registrations.
On the employment generation front, 31 mn jobs have been generated by MSMEs registered under UAM.
While micro enterprises account for 61% share in total employment generation by MSMEs registered under
UAM, the share of small and medium enterprises remains at 33% and 6%.

Recent government initiatives to support MSMEs
In view of vital role played by MSMEs in the economic development, the government has taken several
initiatives to boost growth of MSMEs. Some of the key policy measures taken by the government for the
MSME sector are as follows:
The Union Budget for 2018-19 gave major thrust on MSME segment to augment employment and economic
growth. The key budget proposals are as follows:
- The allocation for individual Schemes (apart from Credit Guarantee Fund Trust for Micro and Small
Enterprises scheme) increased by 59% from ` 36.80 bn in FY18 to ` 58.52 bn in FY19.
- The allocation for National Manufacturing Competitiveness Program increased from ` 5.06 bn in FY18 to
` 10.06 bn in FY19.
- The allocation under Prime Minister Employment Generation Programme increased from ` 10.24 bn in
FY18 to ` 18 bn in FY19 for generating self-employment opportunities through establishment of about
88,000 micro enterprises in the non-farm sector, providing employment to around 0.7 mn people.
- The allocation for setting up of the state-of-the-art Technology Centres was increased more than threefold
to ` 5.5 bn in FY19 from ` 1.5 bn in FY18.
- The allocation for Khadi Grant enhanced significantly from ` 2.65 bn in FY18 to ` 4.15 bn in FY19.
- A new scheme of Solar Charkha Mission was proposed to harness non-conventional solar energy.
- The allocation for Fund for Regeneration of Traditional Industries (SFURTI) scheme was increased from
` 100 mn in FY18 to ` 1.25 bn in FY19. This is expected to provide impetus to the traditional and rural
industries.
- The allocation under ASPIRE (A Scheme for Promotion of Innovation, Rural Industry and Entrepreneurship)
increased from ` 500 mn in FY18 to ` 2.32 bn in FY19 with an aim to set up 100 livelihood business
incubators and 20 technology business incubators.
- The allocation for National SC/ST Hub was raised from ` 600 mn in FY18 to ` 939.6 mn in order to provide
support to SC/ST entrepreneurs.
- Target of ` 3 tn set for lending under the Pradhan Mantri MUDRA Yojana for FY19.
- Extension of the benefit of corporate tax rate of 25% to companies who have reported turnover up to
` 2.5 bn in FY17.
- Contribution of 12% to EPF for new employees for three years by the government in sectors employing
large number of people like textile, leather and footwear.
Access to Credit
- The launch of the 59-minute loan portal - Loans upto ` 10 mn can be granted in-principal approval through
this portal in just 59 minutes.
- A 2% interest subvention for all GST registered MSMEs, on fresh or incremental loans. Further, increase
in interest rebate from 3% to 5% for exporters who receive loans in the pre-shipment and post-shipment
period.
- All companies with turnover more than ` 5 bn must now compulsorily be brought on the Trade Receivable
e-Discounting System (TReDS). This will enable entrepreneurs to access credit from banks based on their
upcoming receivables, which in turn will resolve their problem of cash cycle.
Access to Market
- PSEs will be asked to procure 25%, instead of 20% of their total purchases, from MSMEs. Out of this 25%
public procurement mandated from MSMEs, 3% must be reserved for women entrepreneurs.
- All public sector undertaking of the Union Government must now be a part of Government e-Marketplace
(GeM). They should also get all their vendors registered on GeM.
Technology Upgradation
- 20 hubs will be formed across the country and 100 spokes in the form of tool rooms will be established.

Ease of Doing Business
- Clusters will be formed of pharma MSMEs. 70% cost of establishing these clusters will be borne by the
Union government.
- The return under 8 labour laws and 10 union regulations must now be filed only once a year leading to
simplification of government procedures.
- The establishments to be visited by an inspector will now be decided through a computerised random
allotment.
- For both air pollution and water pollution laws, there would now be a single consent. Further, the return
will be accepted through self-certification.
- An ordinance has been brought, under which, for minor violations under the Companies Act, the
entrepreneur will no longer have to approach the courts, but can correct them through simple procedures.

The current usage of ICT in Indian MSMEs
Amongst Indian MSMEs, the degree of ICT adoption varies widely across sectors and scale. For instance, micro
and small enterprises mainly use less intricate ICT instruments like fixed line or mobile phones, computers and
LAN for communication, data processing and promotion purposes. In addition to this, some small enterprises
have started using applications to automate some standalone functions. Medium enterprises, on the other
hand, have started adopting ICT at a larger scale. This mainly involves automation of core business functions.
The companies in this group are using ICT systems like Enterprise Level Resource Planning (ERP) application
which helps them integrate various business processes across functional departments. Apart from this, some
MSMEs have started using ICT innovatively in the areas like decision support systems and e-commerce to
enhance efficiency and minimise costs.
Nonetheless, given that micro enterprises which form major chunk in all MSMEs use basic ICT instruments,
the overall ICT penetration of the sector has remained low. There is a combination of reasons that have led to
low infusion of ICT in businesses by MSME sector. These include:
- Lack of awareness – There is a lack of awareness amongst MSMEs especially micro and small enterprises
about the benefits that ICT can deliver across the value chain.
- Lack of guidance – Micro and small enterprises have dearth of innovative human resources that can
execute ICT effectively in their businesses.
- Set-up expenses – In order to adopt next level ICT solutions, enterprises need to incur some upfront
investments. The micro and small enterprises that are often cash strapped cannot afford such set-up
expenses.
- Lack of skilled manpower – Enterprises often find shortage of skilled manpower to manage technology
setups. Moreover, very few MSME employees undergo IT training that makes it difficult to manage
technology efficiently.
- Concerns related to ICT infrastructure – Reliability and affordability of network are key concerns for
MSMEs.
Apart from traditional ICT solutions, SMAC (i.e. Social Media, Mobility, Analytics and Cloud Computing) is
evolving as a key business enabler. In case of Indian MSME sector, at least social media and mobility aspects
of SMAC are gradually getting adopted by urban MSMEs. The key drivers for adoption of SMAC technology
are growth in the usage of smart devices that provide access to 3G or 4G networks, the increased awareness
about benefits of social media and advancements made in analytics which has made it businesses friendly.
The use of SMAC by MSMEs that led to improvement in marketing has in turn resulted in revenue growth.

Concluding remarks
Over the years, Indian MSME sector has evolved from manufacture of simple goods to manufacture of
sophisticated products in electronics industry. Having realised the importance of MSME sector in the country’s
economic growth, the government has reiterated its commitment towards promotion of MSMEs in recent
years. It has implemented various support measures in the fields of credit, technology upgradation, marketing
and ease of doing business. This has not only helped boost growth of Indian MSME but has also enhanced
their competitiveness in the domestic as well as international markets.
However, in the current challenging economic conditions, in order to maintain their competitiveness, Indian
MSMEs need to adopt information and communication technologies at a larger scale. Currently, the extent of
ICT penetration in micro and small enterprises is quite a low. However, the emergence of new technologies
like cloud computing that allows sharing of IT infrastructure will help them to overcome this technological gap.
Apart from implementation of new age technologies, the MSME sector also needs to focus on development of
indigenous technology as well as technology collaboration with global partners.
Besides technology, adequate, timely and low-cost credit has always remained a key growth constraint for
Indian MSMEs. Nonetheless, the advent of Fintech companies is expected to facilitate MSME lending, which
in turn will improve their growth prospects. Thus, the credit support and adoption of new age technology are
the twin engines that will accelerate growth of Indian MSMEs going forward.

What Happened – A fertiliser company suffered a damage to their stocks stored in
godown in Andhra Pradesh due to Hudhud Cyclone that was followed by inundation. The
Cyclone winds swept at a reported speed of 220 Km/hr and left a trail of destruction. The
roof sheets of the godown were blown away and this resulted in direct fall of rain water on
the stored Stocks, besides lashing winds carrying the rain water and causing inundation of
water inside the godown with water level rising up to 1 to 2 feet.
