his slogan "Hindi Bukas, Kundi Ngayon" that fuels him and his co-public servants under this new city administration
he labeled as the "Apuradong Administrayon," where the city government a fast and quality service that is never
rushed. Let us all welcome Mayor Lucilo Bayron.

Message from the Provincial Governor:

And now I would like to invite the current governor of the Province of Palawan to give us a few words. He is visionary
and a genius in the realm of business and trade, he now leads the province of Palawan on its journey through the
daang matuwid, en routeto achieve the elusive promise of genuine change and inclusive development. Through his
brainchild and now flagship local government initiative, that is the I.H.E.L.P Program, Infrastracture development,
Healthcare, Education, Livelihood and Environmental Protection are now treated as the five focus or key areas for
the long term development of Palawan. He is known to every Palaweno as "JCA", there is no other than, Governor
Jose Chaves Alvarez.

Message from the DOTr Secretary:

And now with much honour I would like to call upon the Department of Transportation Undersecretary. Since 2004,
he has been working as a transportation and traffic consultant for various infrastracture and urban development
projects. He has been engaged by various local and international consultancy firms, private firms, national
government agencies, and multilateral donor agencies. His specialization includes urban planning, transportation
planning, traffic engineering and traffic management, transport and traffic surveys planning and supervision, and
traffic impact assessment. In addition, he also has academic researches on road safety, specifically accident factor
analysis and accident mapping. Without further a due, let us all welcome Undersecretary Mark Richmund de Leon.
