1.0 SCOPE OF SPECIFICATION

1.1 Introduction

1.1.1 This specification covers the minimum requirements for the design, specification, material selection,
installation, inspection and testing of motor operated valve actuators.

1.1.2 This specification applies to equipment for refineries, onshore oil and gas installations and processing
facilities including items purchased either directly or as part of a package.

1.1.3 The Vendor/Contractor shall comply fully with the provisions laid down in this specification. Any
exception must be authorised in writing by the Owner.

1.1.4 In the event of any conflict between this specification and the data sheets, or with any of the applicable
codes and standards, the Vendor/Contractor shall inform the Owner in writing and receive written
clarification before proceeding with the work.

1.1.5 This General Engineering Specification will form part of the Purchase Order/Contract.

1.2 Other NOC Specifications

non-compliance will have to be approved by the Owner:

1.3 Data Sheets

The technical data supplied by the Owner for the equipment is given on the Valve Data Sheets. The
Vendor/Contractor shall complete the Data Sheets with the remaining information.

2.0 DEFINITIONS

2.1 Technical

The technical terms used in this specification are defined as follows:

Multi-turn Actuator

Actuator for a valve where the rotary movement of the actuator is translated into a linear movement of gate
and globe valves etc.

Quarter Turn Actuator

Actuator for a valve where a rotary movement through 90° is required, e.g. ball and butterfly valves.

2.2 Contractual

The commercial terms used in this specification are defined as follows:

Owner

The oil and gas company, an associate or subsidiary, who is the end user of the equipment and facilities.

Vendor

The company supplying the equipment and material.

Contractor

The main contractor for a defined piece of work.

Sub-Contractor

A company awarded a contract by a Contractor to do part of the work awarded to the Contractor.

Inspection Authority

The organisation representing the Owner or Vendor/Contractor that verifies that the equipment and
facilities have been designed, constructed, inspected and tested in accordance with the requirements of this
specification and the Purchase Order/Contract.

Inspector

A qualified individual representing the Owner, Vendor/Contractor or the assigned Inspection Authority,
who verifies that the equipment and facilities have been designed, constructed, inspected and tested in
accordance with the requirements of this specification and the Purchase Order/Contract.

3.0 DESIGN

3.1 Codes and Standards

The motor operated valve actuators manufactured to this specification shall conform to the following Codes

3.2 General

A motor operated valve is actuated by an electric motor together with a gearbox.

The critical actuator parameters are torque and speed. The required torque is normally specified by the
valve manufacturer. The speed is determined by the required valve opening and closing time.

3.3 Actuator Operation

3.3.1 The actuators shall be normally based on the use of a 3-phase supply of standard voltage and frequency.
Single phase actuators may, however, be used where 3-phase supplies are not available.

3.3.2 The actuator shall be sized to guarantee valve closure within the required time and at the specified valve
differential pressure. The actuator shall develop adequate torque to seat and unseat the valve at the nominal
voltage minus 10%.

The actuator shall develop adequate torque to operate the torque trip switch at the nominal voltage minus
10%.

3.3.3 The actuator shall be rated for a minimum of 60 operations per hour, where used for isolating duties, and
1200 operations per hour, where used for modulating control.

3.3.4 Actuators used for isolating duties shall have an average maintenance free life of 10,000 operations.

3.3.5 Actuators shall include a direction correcting circuit to ensure correct motor rotation regardless of the phase
sequence or polarity of the power supply. As an alternative, actuators may be provided with phase
discrimination relays to prevent three phase motor starting either on single phase or with incorrect phase
rotation.

3.3.6 Actuators shall be capable of operating in an ambient temperature of up to 160°F (70°C).

3.3.7 Actuator motors shall be insulated to a minimum of Class F, with a time rating of at least 15 minutes at a
maximum temperature of 104°F (40°C) and at an average load of at least one third of the maximum valve
torque.

3.3.8 The actuator gearing shall be totally enclosed in a lubricated gear case and be suitable for operation at any
angle.

3.3.9 The actuator shall be specified for multi or quarter turn valve operation. If the torque requirement for a
quarter turn actuator exceeds that possible with direct gearing, then a multiple turn actuator together with a
quarter turn gearbox may be used.

3.3.10 The actuator shaft shall include a removable drive coupling suitable for the attachment of the valve stem.
Multi-turn actuators shall comply with ISO 5210, and quarter turn actuators with ISO 5211. The drive
coupling shall be positioned in the base of the actuator to facilitate the use of standard valve stem lengths.

3.3.11 For rising spindle valves, the actuator output shaft shall be hollow to accept the rising stem.

3.3.12 The actuator shall include a thrust base incorporating lubricated ball or roller thrust bearings. Torque only
actuators may be specified where the thrust is absorbed by the valve itself, e.g. ball and butterfly valves.

3.3.13 The design shall permit the gearbox to be opened for inspection or the replacement of components without
removing either the valve from the line or the actuator from the valve.

3.3.14 The actuator shall retain the valve stem in a secure position during a fire, and meet the temperature
requirements of API 607.

3.3.15 A handwheel shall be provided for emergency operation of the valve. Clockwise rotation of the
handwheel shall give a closing movement to the valve unless otherwise specified. The handwheel shall not
be driven by the motor.

3.3.16 The handwheel shall be mechanically independent of the motor drive and shall operate even though the
motor and its gearing has failed.

3.3.17 The handwheel shall be engaged by means of a hand/auto selection lever which shall be lockable in either
position. Padlocking in the Hand position shall prevent motor drive whilst padlocking in the Auto position
shall prevent handwheel drive.

3.3.18 It shall be possible to transfer from auto to hand whilst the actuator motor is running. It shall also be
possible to start the actuator motor whilst the selector is set to hand without damage to the actuator.

3.4 Actuator Control and Protection

3.4.1 Unless otherwise specified, the motor contactors (or solid state switches) and control transformer shall be
housed within the actuator body.

3.4.2 The actuator motor shall be protected against mechanical or electrical damage resulting from stalling,
overheating, reverse motor operation or single phase operation.
3.4.3 The actuator shall be protected against mechanical or electrical damage resulting from the "instantaneous"
reversal of the actuator motion.

3.4.4 The actuator shall be equipped with torque operated motor trip switches to protect against the short term
mechanical overloading of the motor. The torque switches shall be adjustable within the range 40% to
100% of the rated torque. The torque switch shall be inhibited during the initial period of the motor start to
allow for the valve "unsticking" torque, or for starting in mid travel against high inertia loads.

3.4.5 The actuator shall be equipped with two sets of position/torque operated limit switches adjustable over the
range of valve movement. Separate independent auxiliary switches shall be used for:

- remote valve position indication and interlocking;


- control of the motor contactors at valve fully open and fully closed positions.

3.4.6 The actuator shall be fitted with a lockable Local/Off/Remote selector switch together with Open,Close and
Stop switches all of which shall be an integral part of the actuator assembly. Local switches to open, close
and stop shall be integral to the actuator. The local stop switch shall override any external command
irrespective of the position of the local/off/remote selector switch.

3.4.7 The actuator shall provide facilities for the external control of the following functions:

- independent open, close and stop with mid travel reversal;


- 2-wire operation from a remote switch e.g. switch close to close valve and switch open to open
valve;
- overriding emergency shutdown to open or close the valve with an option to override the motor
temperature switch;
- external interlocking which shall inhibit valve movement during local or remote operation.

3.4.8 The actuator design shall allow for the external contacts to be latched or momentary, internally or
externally powered.

3.4.9 The actuator shall include local indication of valve position and valve movement either by means of a
digital or mechanical indicator. Local indication of valve movement or extreme position (open and closed)
by local lamp(s) shall be an optional facility.

3.4.10 The actuator shall include the provision for external signals indicating the operation of the actuator torque
or position switches.

3.4.11 The actuator shall optionally be capable of providing a signal giving a continuous indication of valve
position.

3.4.12 The actuator shall be capable of indicating actuator fault conditions.

3.4.13 Anti-condensation heaters may be provided where the environmental conditions so dictate or at the request
of the Owner.

3.5 Fail-safe Actuators

3.5.1 Fail-safe actuators are capable of moving a valve to a safe position (either open or close) even in the event
of a power failure. Such actuators require the use of back-up power sources, usually compressed air/gas or
electric batteries.

3.5.2 Motor operated actuators shall not be specified where valves are required to "fail" to a predetermined
position without the approval of the Owner.

3.5.2 Air/gas operated motors normally operate in the range 80 to 100 psig (550 to 690 kPag) and a suitable
supply, either from a clean air header or from gas bottles, shall be made available. The air/gas supply
capacity shall be sufficient for at least a single operation of a valve or valve group.

3.5.3 The air motor shall be mounted on the same shaft as the electric motor.

3.5.4 The system design shall take account of pressure drops in piping and ancillaries such as automatic
lubricators.

3.5.5 Provision shall be made for the automatic lubrication of the air motor (refer to Vendor recommendations).

3.5.6 Provision shall be made to automatically shut off the supply of air/gas when the valve has fully closed (or
opened).

3.5.7 Actuators of limited torque (normally quarter turn actuators) may be specified to include a low voltage DC
motor instead of an AC motor.

Under normal conditions, the actuators are powered from a standard single or 3-phase supply which is
rectified to provide a DC supply. Following mains power failure, power is derived from a back-up DC
supply or built in batteries.

3.6 Enclosure

3.6.1 All motor operated actuators shall be weatherproof NEMA 4 or to IP 65 according to IEC 529.

3.6.2 It shall be possible to obtain access to all terminations and settings without jeopardising the
weatherproofing of the actuator enclosure.

3.6.3 The electrical/electronic parts of the motor operated actuators used in hazardous areas shall be certified
approved by an internationally recognised certifying authority. In general they shall carry approval for
installation in Class 1 Division 1 Groups C & D hazardous locations as defined in the NEC or approval for
use in Zone 1, Group IIB hazardous locations in accordance with European Norms EN 50014 and EN
50018 or EN 50019. In all cases the requirements should be evaluated in accordance with the requirements
of the Area Classification Drawings.

3.7 Wiring

3.7.1 The terminals shall be separated from the inner electrical components by means of a watertight seal.

3.7.2 Adequate threaded cable entries shall be provided for power and control/status cables.

3.7.3 External conduit connections between the actuator electrical components shall not be allowed.

3.7.4 The internal wiring of the actuator shall be of tropical grade PVC insulated stranded cable of appropriate
size. Each wire shall be clearly identified.

3.7.5 The main power supply cable shall be sized to ensure that the voltage drop does not exceed 15% at the
locked rotor current.

3.7.6 The terminal layout, serial number, external voltage values and wiring diagram number shall be indicated
on a durable card mounted inside the termination housing.

4.0 MATERIALS

4.1 Construction Materials

Actuator assemblies shall be manufactured from standard materials using the following as a guide only:

- gear box from cast iron;


- thrust base from ductile iron;

- electrical housings from cast aluminium;
- drive couplings from aluminium bronze.

5.0 MANUFACTURE

5.1 QA/QC

The Vendor/Contractor shall submit to the Owner, for approval, details of his proposed quality assurance
and quality control plan.

5.2 Identification and Labelling

5.2.1 All motor operated valve actuators shall be provided with identification tag plates and original
manufacturer's nameplates.

5.2.2 The actuator identification tag plate shall be stainless steel, engraved or stamped with the valve Tag
Number and securely attached to the valve.

5.2.3 The actuator identification tag plate shall be separate to the Manufacturer's nameplate.

5.2.4 All motor operated valve actuators shall be provided with a permanently attached original manufacturer's
nameplate which shall include, where relevant, the following information:

- Manufacturer's Name, Model and Serial Number.


- Date of Manufacture (Month/Year).
- Owner's Purchase Order/Contract Number.
- Operating voltage and frequency.
- Rated Torque.
- Speed (RPM).
- Electrical Certification details.

6.0 INSTALLATION

6.1 All actuators/valves shall be checked for damage and conformity to the Purchase Order/Contract
immediately on receipt at site.

6.2 All actuators for installation in hazardous areas shall be checked to ensure the suitability of the protection
for the relevant area classification.

6.2 Where a complete valve assembly has been ordered, the actuator shall be fitted to the valve at the valve
Vendor's/Contractor's premises. Limit and torque switch settings will have been adjusted at this stage.

6.3 Where the actuator is supplied separately to the valve, standard yokes and couplings shall be used for the
valve attachment.

6.4 The gearbox of oil lubricated gear boxes shall be checked for oil content after installation.

6.5 Electrical cable glands shall be suitable for the area of installation as specified in the Purchase
Order/Contract.

6.6 Where necessary, additional actuator support shall be provided.

7.0 INSPECTION

7.1 Procedures

7.1.1 The inspection requirements will be covered by the "General Conditions of Purchase" which forms part of
the Purchase Order/Contract. Additional requirements are given below.

7.1.2 The Vendor/Contractor shall allow the Inspector free access to all areas of manufacture, fabrication,
assembly and testing.

7.1.3 The Vendor/Contractor always has the responsibility to provide adequate quality control and inspection of
equipment and materials in accordance with the QA/QC procedures. Any inspection by the Owner or his
Inspector shall not relieve the Vendor/Contractor of these responsibilities or those under his warranties.

7.2 Scope

7.2.1 Since the actuators will normally be delivered to the valve Vendor/Contractor's premises, the initial
inspection will be carried out by the valve Vendor/Contractor. The Vendor/Contractor may be requested to
provide details of his inspection and testing procedures and to provide the results of specific tests.

7.2.2 The following shall be checked prior to any fabrication being carried out:

- Welders qualification records.


- Welding procedure specifications.
- Procedure qualification records.
- Qualification of fire proofing (if specified).

7.2.3 The following shall be checked for compliance:

- Workmanship, material, surface defects.


- Components, dimensions.
- Details and specifications, certified drawings.
- Vendor/Contractor catalogue description, paint specification.

7.3 Nameplates

The identification number of each actuator shall be clearly marked on a nameplate, permanently fastened
(not bonded) to the actuator, in a clearly visible position. The nameplate shall contain the data specified in
section 5.2.

8.0 TESTING

8.1 Factory Testing

8.1.1 The final witnessed factory testing of the actuators shall normally take place at the valve
Vendor/Contractor's premises. Witnessed testing may be required if:

- the actuators/valves have undergone major modification to meet specific requirements;


- the actuator is a new model;
- the actuator Vendor/Contractor is a newly qualified manufacturer;
- the actuator cannot be tested at site.

8.1.2 The stroking time of the valve, and the valve leakage shall be checked at the relevant torque and limit
switch settings.

8.1.3 The control and monitoring signals shall be checked for conformity against the Purchase Order/Contract.

8.1.4 Initial performance tests shall have been carried out by the actuator Vendor/Contractor, and individual test
certificates for each actuator shall be issued. The test equipment shall be able to simulate the specified
valve loading, and the following parameters shall be logged:

- current at the maximum torque setting;


- torque at the maximum torque setting;
- actuator output speed or operating time;
- test voltage and frequency;
- flash test voltage.

8.2 Field Testing

The actuator/valve assembly shall be tested for operation and valve leak tightness in a fully equipped
workshop before installation.

All tests shall simulate, as far as is reasonably practicable, the design process conditions.

9.0 DOCUMENTATION

9.1 Introduction

This section covers the documentation required for the design, selection, fabrication, inspection and testing
for control valves and accessories.

The detailed list of documents that are required will be attached to the Purchase Order/Contract but as a
minimum the following listed documents shall be provided by the Vendor/Contractor.

- Maintenance Manual.
- Certified Drawings showing actuator dimensions mounting details and stating weights.
- Materials and Test Certificates.
- Actuator force data.
- Shipping Conditions.
- Certificates covering the use of electrical equipment in hazardous (classified) areas.
- Results of testing.
- Electrical connection drawings.

9.2 Schedules and Reports

The Vendor/Contractor shall supply a schedule showing the documents for review and approval, proposed

sub-contractors and material procurement, and a production/ fabrication programme.

9.3 Data and Calculations

The Vendor/Contractor shall submit all calculations and data for acceptance by the Owner within the period
specified by the Purchase Order/Contract. The calculations and data shall become the property of the
Owner after acceptance.

9.4 Drawings

The required drawings shall be sent by the Vendor/Contractor to the Owner and/or Inspection Authority for
review and approval.

9.5 Final Records, Documents and Manuals

Two copies of the Data book and six copies of the Installation/operating/maintenance manual shall be
supplied with the equipment.

10.0 PRIOR TO SHIPMENT

10.1 Painting and Coatings

10.1.1 Surface preparation, painting and painting materials shall be in accordance with GES X.06.

10.1.2 Painting and protective coatings shall take into account the methods of transport to be used (e.g. deck
cargo).

10.1.3 The Vendor/Contractor's standard painting and coating systems may be acceptable to Owner's approval
provided they are equal to or better than the Owner's standards specified in GES X.06 and are equally
suitable for the site environmental conditions specified in GES A.06.

10.2 Spares

The Vendor/Contractor shall submit with his proposal, a priced list of recommended spares for start-up and
two years operation for review by Owner.

10.3 Packing and Storage

10.3.1 This section describes the minimum requirement for the preservation and protection of control valves and
accessories during sea and land transportation and storage.

10.3.2 The probable storage period will be specified in the Purchase Order/Contract and will extend from the time
of despatch to the time of unpacking at site. If the storage period is not stated, a minimum period of 24
months shall be assumed.

10.3.3 All actuators shall be securely packaged and protected against external damage.

10.3.4 Machined or threaded exterior surfaces shall be protected during shipment and subsequent storage with a
rust preventative which is easily removed with a petroleum solvent.

10.3.5 Threaded end or socket welding connections shall be fitted with metal, wood or plastic plugs or caps.

10.3.6 Flanges shall be protected over the entire flange surface by 0.5 in (12 mm) thick plywood covers, bolted
and sealed to prevent the ingress of dirt, dust and water.

10.3.7 Electronic items shall be suitably protected so as to prevent the ingress of moisture. The protection shall
include the use of desiccants.

10.4 Shipping

The actuators shall not leave the Vendor/Contractor's works for shipment, other than for fitting to a valve,
until the release has been approved by the Owner's Inspector.

10.5 Warranty

10.5.1 The Vendor/Contractor shall warrant all materials and services supplied against any defect, for a minimum
period of 12 months after commissioning, or 24 months from the date of delivery to the site, whichever is
the shorter period, or for the period stipulated in the Purchase Order/Contract.

10.5.2 Should any item be found defective, the Vendor/Contractor shall be responsible for all costs associated
with restoring the equipment to a standard equivalent to that specified in the Purchase Order/Contract.

10.5.3 The Vendor/Contractor shall undertake to carry out the repair or replacement in an expeditious manner.

10.5.4 The terms and conditions of the Warranty shall be additional to any other requirements specified in the
Purchase Order/Contract.
