A national identification number or National Identity Card number is used by the governments of many
countries as a means of tracking their citizens, permanent residents, and temporary residents for the purposes
of work, taxation, government benefits, health care, and other governmentally-related functions. Sometimes,
the number will appear on an identity card issued by a country.

The ways in which such a system is implemented is dependent on the country, but in most cases, a citizen is
issued a number at birth or when they reach a legal age (typically the age of 18). Non-citizens are issued such
numbers when they enter the country.

Many countries issued such numbers ostensibly for a singular purpose, but over time, they become a de
facto national identification number. For example, the United States originally developed its Social Security
Number system as a means of disbursing Social Security benefits. However, due to functionality creep, the
number has become utilized for other purposes to the point where it is almost essential to have one in order to,
among other things, open a bank account, obtain a credit card, or drive a car.

Unique Identification Number (UID) is a recently finalized initiative by the Government of India to create


and manage a centralized identification system for all the adult citizens and residents of India, which can
be utilized for a variety of identification purposes. Nandan Nilekani former co-chairman of Infosys has
been appointed as the head of Unique Identification Authority of India and will have a ministerial
rank. [1] He has decided to step down from the board of Infosys Technologies. [2] The authority is notified as
an attached office under the aegis of the planning commission. Formally they announced a new name
and logo for the project called as Aadhaar meaning Support in Hindi.

The ID system is likely to be a large alpha-numeric string in order to accommodate the count of billion-
plus citizens of India and ones that will be born in future. The card is likely to have a 16kb or 64kb storage
chip embedded.Adding a photograph and biometric data would be planned progressively. [3]

The ID is fundamentally being prepared to identify Indian citizens so that better security can be provided
by identifying illegal immigrants and terrorists. However, the real power of the ID is in its ability to provide
ease of identity establishment to Indian citizens when accessing a variety of governmental and private-
sector services.

The likely benefits of the new ID system to the citizens will be as below: 1) Subsidies on food, energy,
education, etc to people who are entitled to receive them. 2) Opening bank accounts 3) Getting new
telephone, mobile or internet connections, 4) New light or gas connections 5) Getting a passport 6) The
same card may act as a driving license and store your traffic violation records 7) It may act as your
electoral card 8) Family genealogy may be traced

The Government had allocated Rs 100 crore in the interim Budget to startup this project. [4] The overall
cost estimated for the project is likely to be in excess of Rs 40 Crore

In the first phase, the UID will be issued to people living in the coastal villages of Andhra Pradesh,
Gujarat, West Bengal, Kerala, Goa, Karnataka, Tamil Nadu, Maharashtra and Orissa. The Union
Territories of Puducherry, Andaman & Nicobar Islands, Dadar and Nagar Haveli as well as Lakshadweep
shall also be covered in the first phase. The first lot of cards is expected to be delivered by early 2010. [5]

The Aadhaar (UID) number is expected to roll out by February 2011 and finance ministry officials hope
the mandatory use of the UID for the issue of PAN cards in the future would help curb the proliferation of
duplicate PAN cards.

The Project Aadhar was launched recently by the UPA Chairperson Sonia Gandhi, Indian Prime minister
Manmohan Singh, Ashok Chavan, K. Shankarnarayanan and UIDAI chief Nandan Nilekani in Tembhli
village of Maharashtra by providing the Unique ID to 10 adivasis.

UPA Chairperson and Indian Prime Minister spoke about the benefits and positive outcomes of the
Unique ID projects in India.

Four-year-old Hitesh Sonawane became the youngest member to receive the UID card from the Prime
Minister while Ranjana Sonawane became the first Indian to ger UID / Unique ID card through the Project

How the card can be multipurpose for us:

 Debit Card (Before transaction the person has to enter its last four digits of virtual Debit cards)
 Credit Card (before transaction the person have to enter its last four digits of virtual cards)
 No need to keep foreign currency or Indian rupee in India.
 Bank Account opening, No need to file any paper just swipe your and guarantor’s card.
 In NREGA the contractor will file your card code in his register and you will get your payment in bank
account.

 Stop the PDS system :- Now Govt. should stop PDS system in India. We all are know that
only powerful peoples are availing  all the benefits of PDS system and subsidy. There is lots of persons who
are paying income tax and getting BPL facility and using Ration Cards.  We should use UID to divert subsidy
in actual beneficiary at his/her UID account so that he can buy grain, rice and sugar from
other departmental stores. The subsidy (It is will be in point) will directly deduct from his/her  account
according to his/her family unit and he/She can’t convert this subsidy  into money. Through this channel the
BPL holder will get lots of benefits like, No need to go @ Fair Price Shop during working Day, Any time shop
from any departmental store, No need to setup fair price shop, It saves transportation cost & Manpower, No
need to store buffer stock, Actual person will get benefit, No black marketing and lots of other benefits.

UID, PAN card, license and help to identify nationality


Today we are living in info streaming age and we have not any information about the UID cards. We know that it is a
use full for all Indians who is living in India and abroad. Now UID has not cleared that they will make UID card for
NRI and foreigners. Because if we are providing UID to our entire motive is defeating. How do you identify the
person that he/she is Indian, Brazilian, Paki or Bangladesi because all’s color are same and they can speak local
language easily and what about the foreigner nationalist who is working in India?
As per my assumption govt. should make UID cards for all as per his identity, If he/she is visitor he should a visitor
UID card with all information and he/she will bear temp UID cost as per visa norms. Because here in India lots of
foreign nationalist is living without visa and information. If he/she will lose his/her passport who will recognize
his/her status and nationality. UID can solve the identification issue and help to deport unwanted person.
The other thing is that we have already lots of cards like Pan, Driving, Debit, Credit and lots of other cards with Voter
I Card. In my previous blog I have mention that how can we use it dynamically for all thing and really it reduce our
wallet load and provide single card for all transaction. We can merge all other cards in UID so that we will have not
carry different card for different. Now govt. can merge PAN, Service Tax No., Passport, National Health Card, Bank
Card and Voter ID cards in first phase because all cards provided by Central govt. and they can merge it easily. In
second phase state govt. can merge PDS system, Driving License, Official cards etc. Phase by phase we can manage
it and make it multiuser card.
What do you think that govt. should issue UID cards for NRI and foreign nationalist or Not. We are waiting for your

 The 16-digit Unique Identification number that the Government proposes to give you could become
mandatory for opening a bank account, getting your passport or even your driving licence, among
others.
The Unique Identification Number (UID) scheme, which is expected to roll out the first number in 12-
18 months, however, will not confer on anyone any rights, including citizenship, Unique Identification
Authority of India (UIDAI) Chairman Nandan Nilekani said.
Stressing that the UID at present is completely voluntary, Nilekani, the Infosys co-founder who quit
the IT firm to head the ambitious Government project, said the number will become "pervasive and
ubiquitous" in future.
"When you to get a passport, they will say where is your UID number, when you go to get a driving
licence, they will say where is your UID number, when you go to tax, they will say where is your UID
number, you go to open a bank account, they will say where is your UID number. Sooner or later you
will have to get your UID number," Nilekani said.
He said that in the coming years, all the above mentioned documents will start displaying the UID
number, which proposes to weed out duplicate identities in the system, and hence the "number will
become pervasive and ubiquitous. It will become embedded in all these documents."
He said, "It is not mandatory but more applications will make it a prerequisite. So sooner or later your
life becomes simpler if you have the number."
Nilekani said talks are already on with various agencies and ministries and that "everybody is ready
to partner with us on this and use our UID number in their database."
He said that UID will also help to check black money and result in higher tax collections as it will
become difficult to have duplicate accounts.
"Once the bank accounts start having the UID, then you can't keep unaccounted money in the
banking system. UID will sort of act as a check on keeping black money and all that. It will also
strengthen security," he said.
Nilekani said it will take "years and not one day" for the entire process to change. He said about 600
million of the about 1.2 billion population will be covered under the project in the next five years.
Asked by when could banks start having UID as a necessary feature to open accounts, he said, "that
will be the choice of the individual agencies. We are providing a infrastructure. It is up to the ministry
or the relevant departments to decide those things."
Explaining further, he said, "For example, RBI is the authority to decide when UID will be used for
bank accounts. We are just giving this facility. So they will decide saying from this date onwards,
new bank accounts must have UID. From this date, people having old bank accounts must come
and upgrade with UID. These are decisions taken by them. We can't dictate those things."
Asked how many agencies have agreed to partnering with his office, he said, "In fairness, everybody
that we have met has agreed. They are all ready to come on board. All the agencies have agreed to
be our partners."

 Meaning of ADHAR, UNIQUE IDENTIFICATION NUMBER, UIDAI


What is Aadhaar? 
is a 12-digit unique number which will be issued by the Unique Identification Authority of India (UIDAI) to
all residents of the country. It’s a step towards putting India in the club of more than 50 countries around
the world that have some form of national identity cards. These include most of continental Europe (not
the UK), China, Brazil, Japan, Iran, Israel and Indonesia. The number will be stored in a centralized
database and linked to the basic demographics and biometric information photograph , ten fingerprints
and iris of each individual. The number will be unique and would be available for online and offline
verification and, hence, will rule out the possibility of duplicate and fake identities from government as well
as various private databases. 

What are the benefits of biometrics? 

Apart from easy availability, the project will also rule out frauds by employing biometric techniques.
Biometrics comprises methods for uniquely recognizing humans based upon intrinsic physiological or
behavioural traits. So far, it is primarily used in computer science for access control. In some form, the
method is also used for identifying individuals in groups who are under surveillance. Generally, biometric
characteristics are divided into two main classes: physiological or those based on fingerprints, face, DNA,
palm prints, iris recognition; and behavioural, which can include anything from gait or voice to typing
rhythm. Aadhaar will use physiological traits — fingerprints and iris — to issue the unique identities. The
iris recognition is included because the project is aimed at encompassing every resident, which includes
children for whom fingerprints might not be a reliable identification and people working at places like
fireworks factories and some plantations who have got their fingerprints rubbed off. 

What will be the benefits of the unique identification number? 

One of the key challenges faced by people in India is difficulty in establishing identity . People have
multiple identity documents, each serving a different purpose. The most important characteristic of
Aadhaar is its universality and it is assumed that the biometric card with the number will be gradually
accepted across the country as the identification number by all service providers and government
agencies. It is assumed by the that the card will increase the trust between private and public agencies
and reduce the denial of services to people who have no identification. The number will also hopefully
reduce the hassle of repeatedly proving identity by various documents to avail services like opening a
bank account and obtaining passport or driving licence and so on. For the people living below the poverty
line and the ones who are entitled to various government-run welfare programmes, the number and the
biometric data will help in identifying the beneficiaries. 

Why is the UID criticized by some people? 

The main criticism of the UID is based on privacy concerns. The project is criticized because , unlike
Western countries , India is not known for stringent data protection laws and the opposing group fears
data theft and selling of the vital information to a third party by corrupt officials. Apart from this, they
argue, it’s an individual’s right to protect his or her privacy from any unlawful interference, even by the
state. Article 21 of the Constitution , the Hindu Marriage Act, the Copyright Act, Juvenile Justice (Care
and Protection of Children) Act, 2000 and the Code of Criminal Procedure all place some form of
restrictions on the release of personal information. 

Is it mandatory or voluntary? 

Considering privacy concerns , UIDAI has kept provision of voluntary registration at enrolment camps to
obtain the number. Critics, however, argue that once the programme gets linked to welfare programmes,
the PDS system and availing of various services , it will lose its true voluntary nature. Hence, it’s also
important to have stringent laws to prevent denial of service in such situations.

What is UID?  
A Unique Identification is merely a string assigned to an entity that identifies the entity uniquely.The
Unique Identification Authority of India (UIDAI) plans to assign a Unique ID to every person residing in
India. Biome-tric identification system and checks would be used to ensure that each individual is as-
signed one and only UID and the process of generating a new UID would ensure that duplicates are not
issued as valid UID numbers.
What is UIDAI?
The Unique Identification Authority of India (UIDAI) has
been created, with the mandate of providing a unique
identity to all Indian residents. The UIDAI has published an
approach to pursuing this mandate, and plans to use
biometrics to eliminate
duplicates and ensure uniqueness at enrolment. 
The AADHAR system is being designed to eventually
service the entire population of India, and will involve the
biometric identification of 1.2 billion residents. Since the
estimated database size (1.2 Billion residents) is an order of
magnitude larger than the current largest biometric
database (115 Million), the biometric subsystem will have to be constantly monitored for accuracy,
scalability and performance. To de-risk the entire program, the system will operate multiple concurrent
solutions with the ability to introduce and test newer solutions.
Each Automated Biometric Identification Subsystem (ABIS) must implement an interface that is
compliant with this specification. That de-couples the biometric subsystem from the main application
logic, and enables a management layer that can orchestrate across the multiple solution providers,
continuously measure accuracy, performance and enable better decision making. Initially, the same
interface will be used for enrolment and authentication. At a later time, authentication may be moved out
to a separate sub-system for better scaling, and replication. More generally, as the UID database grows
in size, the requirements of the biometric system may evolve, and implementers of this interface will
have to keep up with them.
Who is heading UIDAI?
Nandan Nilekani is currently the Chairman of the Unique
Identification Authority of India (UIDAI),which aims to provide a
unique identification number for all residents of India in the rank and
status of a Cabinet minister.
Nandan Nilekani was most recently the co-chairman of the board of
directors of Infosys Technologies Limited, which he co-founded in
1981. Serving as director on the company’s board since its inception
to July 2009, he has held various posts at Infosys, including chief
executive officer and managing director, president, and chief
operating officer.
Nilekani co-founded India’s National Association of Software and
Service Companies (NASSCOM) as well as the Bangalore chapter
of The IndUS Entrepreneurs (TiE). He is a member of the board of
governors of the Indian Council for Research on International
Economic Relations (ICRIER) and the president of NCAER (the
premier, independent, applied economics research institute in India).
Born in Bangalore, Nilekani received his bachelor’s degree in
electrical engineering from the Indian Institute of Technology Bombay. He was named the Corporate
Citizen of the Year at the Asia Business Leaders Award (2004) organized by CNBC. In 2005 he
received the prestigious Joseph Schumpeter prize for innovative services in economy, economic
sciences and politics.
He was awarded one of India’s highest civilian honours, the Padma Bhushan, in 2006. In 2006 he was
also named Businessman of the Year by Forbes Asia. Time magazine listed him as one of the 100 most
influential people in the world in 2006 and 2009.
What is the process that will be followed to issue a UID number?

 A resident will have to go to an enrolling agency, fill up an application form and provide the
supporting documentation including photo and finger print including photo, all tenfingerprints
and both irs scan.
 The enrolling agency will collect this information and send the data, either singly or in batches,
to the registrar who will pass this on to the UID database.
 The system will engage in a de-duplication exercise.
 If the individual is not already in the database, a UID number will be issued and sent to the
person at their residence. The UID number will also be sent to the Registrar for use in their
service database.
 If the individual is already in the database the registration will be rejected and the person will be
informed of the same.
 The registrar will scan the supporting documentation and send it to the UIDAI and keep the
physical copies with themselves.

What is the verification process that will be followed by the enrolling agency before processing
the documents for a UID number?
A Demographic Data fields standards and verification procedure Committee under Mr.Vittal, ex CVC
has submitted its report with respect to the verificaton procedure. The document is available on the
website in the Documents section.
Will there be a card issued? How will the resident know what their number is?
No card will be issued by the UIDAI, but the resident will receive a letter from the UID authority giving
the person the UID number and the information of the person that was collected. If there are any
inaccuracies in the information, the person can correct them. There will be a tear away portion in the
letter that can act as a card for referencing the number. The registrar may issue a card for their purpose
in which they may include the UID number.
Why no card?
The UIDAI is focused on the identity of the person and not the identity document.  The best match is the
individual’s biometric and a card cannot be a substitute. The UID can only establish unique identity if
authentication is done against the central database. Further, cards can be forged, stolen, faked and
identity process diluted. While the UID authority only guarantees online authentication, the service
providers are free to issue cards to people if it serves their purpose.
