FEEDBACK REPORT
Efficient, resilient, and well-planned road networks ensure that no one is left behind in the
drive for inclusive growth. This is why roads are considered as an important foundation for
the Sustainable Development Goals (SDGs), and integral for bringing communities
together.
Through the collaborative efforts of DILG Dipolog, Zamboanga Del Norte led by
Provincial Director Mario Baterna, Seminar-Workshop on Local Resource Network
Mapping was conducted last October 23- 25, 2018 at the Top Plaza Hotel, Dipolog
City to capacitate the remaining untrained five ( 5) municipalities of Zamboanga
Del Norte in formulating local road network mapping to help them update the
existing Local Government Units local road network construction and maintenance
system.

The activity was attended by the staff of Municipal Engineering Office of Gutalac,
Leon Postigo, Jose Dalman, Baliguian and Sibutad. Each municipality has two (2)
representatives attending the said activity.
During opening message, Provincial Director Mario Baterna emphasized the role of
everyone in the CMGP Program as one of the key officers of the LGU. “Binibigyan
tayo ng proyekto para makatulong sa mga municipalities at mahalaga na nairerecord
ito ng tama”, said PD Baterna.
PD Baterna provided in-depth discussion on the accounting policies for local road
network and the preparation of reports. This is in line with the increasing roads
and road network that requires efficient management systems given the growing
infrastructure development in the municipalities.
The activity also includes discussion on the provincial roads situations in the
province of Zamboanga Del Norte with reference to the province’s location in
Zamboanga Peninsula and in the Philippines. Furthermore, it also includes in the
discussion the processes with regards to the features of the map that was
digitized from the National Mapping and Resource Information Authority
(NAMRIA) Topographic Map sheets scale specifically the municipal boundaries,
using heads-up digitizing method
At present, only 24.6% of all provincial roads in the Philippines are of acceptable
quality. Of the 12,726km of provincial core roads, 57.2% are unpaved and in need
of upgrading, while 20.2% are in poor condition and in need of rehabilitation. The
situation is similarly dire for the 19,098 km of non-core roads, with 67% needing
upgrading and 7% in need of rehabilitation. To address this situation, the
Department of the Interior and Local Government (DILG) has launched the
Conditional Matching Grant to Provinces (CMGP) initiative to implement road
construction, repairs and rehabilitation, and to improve the quality of the local
road network across the country.
By providing the provinces with financial investment for capital outlay, the Program
addresses the under-investment in local roads, and the improvement of national-

local roads connectivity to increase economic activity and improve public access to
facilities and services in the provinces. Moreover, as governance reforms are
necessary to sustain local roads management, the Program also supports
governance reforms, quality assurance and the strengthening of governance
processes, specifically in the aspects of local roads management (LRM) and public
financial management (PFM), among others.
