EOCBA RULES Revised 11/2018

Eastern Oklahoma County Basketball Association


Committee: One representative from each involved association will form a committee to perform executive
duties of the league. From the executive committee, there will be a chairman to run meetings and a member
to keep minutes of the meetings. Most associations have multiple representatives but only one from each
association will be allowed to vote.

Objective: Allow all kids in EOCBA the opportunity to play basketball and to help teach them fundamentals
and rules of the game. Our most important goal is to keep this for the kids and about the kids. This is their time!

Player Eligibility: Players will play for the schools they attend or for the middle School district they live in.
Players from one association may play for another association if no team is available for them to play and/or
both coordinators agree and has notified the rest of the committee before the first regular season game. The
committee can bring coordinator agreements to vote (this shall be done before the first regular season game).
All agreements for players to play outside of their district must be documented and kept for record. Complete
teams from other towns/associations may play in this league if they play out of a founding association. Example
– a team from Shawnee can play if they choose to play out of Jones or one of the other founding associations.
Individual players from other areas cannot play on teams in this league. Players may play on one team only
except for playing up a grade only if a grade cannot fill a team or players are missing due to illness, vacation,
ect. All players must play on a team in their grade or play up, they may not play down a grade. All exceptions
to the above rules shall be called to vote by the committee.

Player Verification: All associations shall do their due diligence to verify each player is eligible to play for
their association. Each association shall have a complete list of official team rosters before the first regular
season game. Teams caught using ineligible players will result in their team forfeiting league games and being
disqualified from playoffs, and the governing coordinator can choose to remove the player from the league.

Protested Players: Any league or playoff game can be protested. The team protesting shall pay a $50.00 protest
fee to their representative before the committee reviews the situation. If the ruling is found in the favor of the
protester they will recoup their fee. If the ruling does not go in their favor the money will be paid to the
association under review. If a game is protested due to player eligibility, the protested player shall provide
documentation to the committee within 48 hours. The documentation may consist of but not be limited to birth
certificate, utility bill, school grade report, and/or committee agreement records. If found that a player is
ineligible the game will result in a forfeit, and the team will forfeit all rights to playoffs.

Forfeits fees: $100.00 per game for regular season and $150.00 per game during playoffs shall be paid by the
forfeiting coach/team or the governing association may agree to cover his/her fee. The fee shall be paid to
governing association where the game was to take place to cover the cost of officials, workers, and other various
cost before the forfeiting team can play their next game. Forfeits are considered unexcused absences from a
scheduled game. Games canceled a minimum of 24 hours in advance for reasonable issues are not considered
forfeits.

Guidelines: Each association shall provide good quality game balls in their gym to prevent coaches from
fighting over which game ball is to be used. If both coaches agree, another ball can be substituted.

Basketballs:
• Boys and girls K through 2nd will use 27.5 basketball
• Girls 3rd through 6th will use 28.5 basketball
• Boys 3rd through 6th will use 28.5 basketball

Free throw lines:


• K and 1st girls/boys will shoot from the 10ft line
• 2nd grade boys will shoot from the 10ft line
• 2nd girls will shoot from the 12ft line (drop down goal)
• 3rd grade girls will shoot from the 10ft line
• 3rd and 4th boys will shoot from the 12ft line
• 4th grade girls will shoot from the 12ft line
• 5th and 6th grade girls/boys will shoot from the 15ft line
• 12ft line will be measured 3ft in front of the 15ft line
• 10ft line will be measured 5ft in front of the 15ft line

Goal height:
• K will shoot on 8ft drop down goals
• 1st grade girls/boys will shoot on 8ft drop down goals
• 2nd grade girls will shoot on 8ft drop down goals
• 2nd grade boys will shoot on 10ft goals
• 3rd - 6th grade girls/boys will shoot on 10ft goals

Game Rules: OSSAA rules apply with the following modifications: All teams may play a live ball at any time
but may not press on a dead ball or a made shot as per their grade rules.

Time Clock & Time Outs:


• K through 6th girls/boys 20-minute running clock. The clock stops on all dead balls in the last 2 minutes
of each half.
• 4 full time outs per game.
• Running clock rule: After a 20-point lead…
• The clock will run the entire game except for time outs.
• If a running clock has started and the lead falls below 20 points the clock will remain a running clock.
• If a team is up by 35 points the game is over.

Press, Back Court, and Lane Violations:


• Kindergarten may press the last 2 minutes of the second half only, 20 second back court and 5 seconds
in the lane
• 1st grade girls/boys may press last 2 minutes of the second half only, 15 second back court and 5 seconds
in the lane
• 2nd grade girls may press last 2 minutes of the second half only, 15 second back court and 5 seconds in
the lane
• 2nd grade boys may press the entire game, 15 second back court and 5 seconds in the lane.
• 3rd – 6th grade girls/boys may press the entire game, 10 second back court 3 seconds in the lane.
• NO press after 20-point lead. Example after a 20-point lead defense must be behind the half court
line on all dead balls and made baskets. 6th grade is exempt from the press rule.

Benches:
Only 2 coaches are allowed on the bench and one score keeper at the scorer’s table. Scorekeepers are not
allowed to yell, coach, or complain while at the scorer’s table. If a score keeper is removed from their
position, they are not allowed to keep score for the remainder of the game and the following week.

Divisions:
A and B divisions may be created by the committee on an as needed basis. Coordinators from each
association will determine the division each of their teams shall play in. The committee shall try balancing
the brackets based on a team’s prior record.

Tournament Seeding:
Tournament seeding will be determined, in order, by records, head to head results, point differential (up to 20
points per victory. Any victory greater than 20 points will only be allowed 20 points in determining seeding.)
Any team which plays the regular season in the ‘B’ or lower division and has a winning margin of more than
15 points per game at the end of the season, regardless of win-loss record, will be moved up a division and
placed as the bottom seed for tournament play.
Scheduling:
All teams must be turned in to the scheduling coordinator by November 1st to be included in the scheduling.
All final rosters must be completed by the third week in November. No players may be added to any roster
after this point without unanimous consent of the committee.

Season:
The season will begin the first Saturday in December and end the second Saturday in February. The post
season tournament will be played the last two weeks in February. All tournament games must be completed
by the last day of February unless agreed upon by the committee. Each team will be scheduled nine (9)
games per season weather permitting. Teams may request additional games in lieu of the tournament. The
additional games will be scheduled by the coordinators provided gym space is available. League schedule
& post-season tournament will be determined by the EOCBA committee.

Admission fees:
Admission fees for adults will be $5.00 per day, per gym for league. Admission is $5.00 per day, per gym for
post-season games. Persons under the age of 18 will be admitted free. Admission fees for persons over the
age of 62 will be $2.00 per day, per gym for the league. Each gym will have a sign in sheet for two (2)
coaches and one (1) scorekeeper per team. Coordinator passes will be honored at all gyms. A limited number
of passes will also be created on a case by case basis and approved for use by the committee.

Tie Games:
There will be no tie games. Overtime will be two minutes with each team having one additional time out and
all 2nd half time outs will carry over. In case of a tie after two (2) consecutive overtimes each team will send
out three (3) eligible players to shoot one (1) free throw shot each (fouled out players cannot shoot). Normal
free throw rules are still in place, if a child crosses the line the free throw is no good. The away team will
have all (3) players shoot first on their goal, then the home team will have all (3) players shoot on their goal.
The team with the most shots made will be the winner of the game. If the game is still tied, each team will
continue shooting until one team is declared the winner. After each shooting series both teams can elect a
new set of (3) players or continue using the same. The home team has last shot in the series.

Penalties:
Ejections and or penalties will be enforced by OSSAA guidelines, the rest of that game plus one game. If a
coach has multiple teams and is ejected from the game, he/she cannot coach the remainder of the day and the
following weekend of their next game. If a coach/parent/player is consistently causing problems the
governing association can remove that coach/parent/player for an extended period. If an association has a
consistent problem with a coach/parent from another association, they can bar him/her from entering the
gym. In all cases the issue shall be brought up to the committee members. No bias or unjust actions deemed
by the majority of the committee shall be taken against a coach/parent/player.

Officials:
Each season the associations that make up EOC will select a coordinator to oversee the scheduling of officials
for league and tournament games. This coordinator will be given the responsibility to select, train, and
schedule officials for each game. No association shall be allowed to schedule their own officials.
Associations have the right, by majority vote, to terminate the responsibilities of the official’s coordinator at
any time or make any other changes they deem necessary regarding the officiating and officials. This includes
the amount to be paid to each official for their services. The official’s coordinator will be paid $150 once a
season by each association. Each basketball official is paid $25 per game. If an official is present for a game
that was canceled last minute and must wait for the next game they will be paid for that game. If an official is
a few minutes late no pay will be deducted, but the gym coordinator needs to notify the official’s coordinator.
If an official misses a complete half, they will only receive $15 for the second half of the game. If an official
must call a complete game by themselves, they will receive $40 for that game.
