The Manchester Township Elementary School is the newest school in the Manchester
School District. It was opened in January of 1993, and at that time an entire new library
collection was purchased for the very large, dedicated library space. When the school opened,
the schedule allowed each class to visit the library on a rotating basis, approximately once a
week. A decade or so later, media time was switched to a preparatory period for teachers,
ensuring that each classroom would have a weekly visit to the library, along with borrowing
privileges for each student.
With students in the 5-11 age range, books are sometimes returned torn, wet, or
covered with food. These books are generally removed from the collection immediately and
replaced at the end of the year. Wear and tear on the library collection has been a significant
factor on how the library budget was spent over the years. Money is also spent on new, high-
interest fiction books, and subscriptions to professional journals are renewed on a yearly basis.
The bulk of our yearly library budget has been spent in those areas. And, with no formal
wedding policy in place, the nearly 25-year old library collection has been left in need of an
overhaul. The $15,000 grant will allow us to address the most serious concerns regarding the
condition of our non-fiction and reference sections.
An analysis of the library collection reveals a few major issues.
1. The large portion of the collection is considered “aged”. The average age of nearly
every Dewey division considered “age sensitive” is 10-15 years beyond the
recommended limit. (See Table 1)
2. The collection is imbalanced regarding the percentages recommended by Follett for
each Dewey division. (See Table 2)
3. There are few eBook and other electronic resources. Students at MTES have daily
access to Chromebooks, and could be utilizing electronic resources regularly for
research as well as pleasure reading.

Using 12,000 as the target number of titles in our collections, we can calculate the
“ideal” number of books in each Dewey division easily. However, based on the Titlewave
analysis for weeding recommendations, there are nearly 600 books in the 900 Dewey division
alone that should be weeded. Since there are only 788 books in that division to begin with, it
seems clear that although this area is in need of significant attention, we will not be able to
reach the ideal threshold of approximately 1000 titles utilizing this grant alone.
Utilizing the weeding list generated by Titlewave, we can see the impact on our
collection in the following table.

Obviously with a budget of $15000, it will not be possible to purchase the nearly 2700
titles needed to balance our Dewey divisions. But we can use the number of books needed in
each area to calculate a percentage of the money that should be used to purchase titles in each
division. Because the 900 division would be utilizing over 30% of the budget, and because this
is not a heavily utilized area of the MTES library, the decision was made to split the money
between that area and the purchase of several electronic resources. Ideally, some money
would be budgeted toward updating the 100 and 500 Dewey divisions, but considering the
need in other areas, the 100 and 500 divisions will have to wait for another grant.
